Backaround In response to published Notices Invltmg Bids (published November 5 and 6, 1996) to furnish and deliver four (4) new and unused 1997 Ford Crown Victoria Police Interceptor- type detective vehicles In accordance With City specifications, bids were receIved and publicly opened and read on November 15, 1996 Proposal forms were mailed to sixteen vendors and notices were advertised In accordance With City Charter and MUniCipal Code proVIsions Seven proposals were received as follows - 1 - 6E JAN f 4 _ VENDOR UNIT PRICE Santa MOnica Ford $19,59800 Folsom Lake Ford $19,79800 Galpin Ford $19,910,15 Fuller Ford $20,20700 Downey Auto Center $20,21939 Robert H Loud Ford $20.36000 Crenshaw Motors $21,198 58 These vehicles Will be replacing detective vehicles with excessive mileage whIch are no longer cost effective to repair Detective vehicles are typically put Into servIce by taking an older police Interceptor-type sedan out of service while It has relatively low miles and IS stili In mechanically sound conditIon The police sedans are stnpped of some eqUipment and markings and are repainted a solid color. Due to the replacement of a Significant number of police sedans over the last three years, there IS no longer the availability of older police sedans to take out of service to be converted Into detective vehicles, thus the need for new detective vehicles These detective vehicles are eqUipped With red lights, siren and on-board computer equipment Further, although their pnmary function does not Involve responding to routme police calls, there IS a need for these vehicles to be of the Interceptor-type In the event they are needed to respond In emergency situations Interceptor-type vehicles have features which are not available on regular sedans such as heavy duty police suspenSion, heavy duty Vinyl floor coverings rather than carpeting, power door locks for operation by a - 2 - ----- single person, non-operational door handles In prisoner area, speed rated police pursUit tires, cloth bucket seats In front and special vinyl prisoner bench seat In back, heavy duty battery, factory Installed dual spot lamps on dnver and passenger Sides and heavy duty Silicone radiator and cooling system hoses Ford IS currently the only manufacturer of a full-Sized Police package Interceptor-type car on the market since General Motors discontinued the Chevrolet Caprice The computer and eqUipment control consoles used In the City detective vehicles Will not fit In a smaller vehicle Additionally, much of the other Police equipment that has been purchased IS specifically made for the Ford Crown VictOria The City'S current fleet of detective vehicles IS primarily Ford Crown Vlctonas, and It IS recommended that future purchases be consIstent and compatible With equipment already In use The purchase of these gasoline powered vehicles IS consistent With the City'S reduced emission fuel policy Staff has evaluated the low bid and finds that It meets City speCifications BudaeVFlnanclallmoact - - Fiscal Year 1996-97 appropriation authOrity for thiS purchase IS In the Office of Criminal Investigations DIVISion, Police Department, account number 01-300-307-00000-8806-00000 - 3 - ~ - -- - --- --- ---- - -- RecommendatIon It IS recommended that the award of Bid #2603 be made to Santa MOnica Ford In the total amount of $84,859 34, Includmg applicable tax, as the lowest responsible bidder Prepared By Pam Wortham, Purchasmg Agent Diane Howell, Buyer -4- ~
