SUBJECT Recommendation to Direct the City Manager to Sign an Agreement
Accepting Grant Award from The International Council for Local
Environmental Initiatives for the City's TMP Program
INTRODUCTION
ThiS report recommends that the City Council direct the City Manager to sign an
agreement between the City and the Internallonal Council for Local Environmental
InitiatiVeS (hereafter referred to as "LEI USA, Inc ") for the City to accept an award for
$10,000 as part of LEI USA, Inc 's "Transportallon Solullons 1996-1997" Grant
Program which awards grants to local member jUrisdictions for Innovative air pollution
emiSSion reductions programs
BACKGROUND
The Transportation Management Office of the Planning and Community Development
Department IS eligible to receive a $10,000 grant from LEI USA, Inc LEI USA, Inc IS
disburSing grant funds to certain of ItS member Cities, one of which IS the City of Santa
MOnica, for innovative transportation programs that reduce vehicle miles traveled and
resultant air pollution emissions by gasoline-powered vehicles The City's Parking
Cash-Out Program, an element of the City'S Transportallon Management Plan (TMP)
Ordinance, IS an eligible LEI USA, Inc grant program

DISCUSSION
As part of the City's TMP Ordinance requirements, employers subject to Parking Cash-
Out regulations must Include Parking Cash-Out provIsions In their Employer Workslte
Transportation Plan which IS submitted to the City's Transportation Management Office
for review and compliance Parking Cash-Out regulations require that employers of 50
or more employees In any air basin designated as a non-attainment area for air
pollution standards, offer any employee a cash allowance Instead of a parking space
The cash allowance must be equal to the cost that the company would otherwise pay to
lease the parking space for the employee In thiS way, employees are encouraged to
find means other than dnvlng a vehicle alone to commute to and from work, thereby
redUCing vehicle miles traveled and air pollution emiSSions
Although Parking Cash-Out regulations eXist In both federal and state codes, few
employers are complYing due to lack of enforcement of the regulations by
environmental and air quality agencies The City of Santa Momca IS one of the few
junsdlctlons In the U S which has Implemented a successful means of enforCing
Parking Cash-Out reqUirements through ItS TMP Ordinance reqUirements for employers
of 50 or more employees In the City LEI USA, Inc selected the City of Santa Monica
to receive a grant In support of the City's efforts In enforCing Parking Cash-Out
prOVISions The grant funds would be directed to the City's TMP revenue account to
support the City's staff salary and matenals expenses related to the administration,
Implementation and Information dissemination of the Parking Cash-Out Program

through the TMP Ordinance compliance process To accept the $10,000 grant, the City
Manager must be authonzed by City Council to sign the related grant agreement
BUDGET/FINANCIAL IMPACT
The grant of $10,000 Will finance a portion of the eXlsllng TMP budget and no
expenditure budget Increase IS needed The current revenue budget at account #01-
210-415-00000-0490-10000 should be Increased by $5,000 as the remaining $5,000
Will not be received until FY 1997/98
RECOMMENDATION
It 15 respectfully recommended that the City Council direct the City Manager to sign the
Grant Agreement With LEI USA, Inc for the City's TMP program to receive a $10,000
grant for Implementallon of Its Parking Cash-Out Program, and Increase the revenue
budget as set forth above
