Introduction
This report concerns award of bid to furnish and deliver one (1) new and unused 10,000
pound GVW cab and chassIs With truck mounted 3 1 cubic yard capacily air sweeper for
the Fleet Management DivIsion, Environmental and PubliC Works Management
Department, m the total amount of $53,88144, mcludmg applicable sales tax

In response to published Notices Invltmg Bids (published November 11 and 12, 1996) to
furnish and deliver one (1) new gasoline-powered 10,000 Ib GVW cab and chassIs With
truck mounted 3 1 cubiC yard air sweeper in accordance With City speCifications, bids
were received and publicly opened and read on November 27, 1996 Proposal forms
were mailed to three (3) vendors and notices were advertised m accordance With City
Charter and MUnicipal Code proviSions. One proposal was received as follows:

Kelly Equipment $53,881.44
The two "no bid" vendors were contacted and they did not bid because they do not have
a sweeper that meets the City'S specifications
This sweeper Will be used by the Street Sweeping DIvIsion, primarily to sweep the
parking structures located throughout the City Kelly EqUipment IS the sole vendor
which can prOVide a sweeper that meets the height limitations of the parking faCilities. A
demonstration has been conducted to verify that the sweeper Will manellver within the
parking structures. The ability to sweep both forward and backward IS a deSIred feature
only offered by thiS sweeper ThiS sweeper meets the City'S sound level requirements
which allow sweeping In the early morning hours
The purchase of thiS gasoline-powered truck 15 consistent With the City's reduced
emiSSions fuel policy. There IS no California Air Resources Board (CARB) approved
conversion kit available for this vehicle at thiS time and there IS no estimate of when a
CARB approved conversion kit Will be available to convert the vehicle to compressed
natural gas (CNG)
Staff has evaluated the bid and finds that It meets City speCifications

Fiscal Year 1996-97 appropnatlon authonty for this purchase IS In the Capital
Improvement Budget, account number 54-710-461-20097-8900-99167, "Fleet Vehicle
Replacement Program"
Recommendation
It IS recommended that the award of Bid #2606 be made to Kelly Equipment In the total
amount of $53,881 44, Including applicable tax
