SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute
a Professional Services Contract wIth CMI Engineering Consultants for

Introduction
ThiS report recommends that the City Council authonze the City Manager to negotiate and
execute a profeSSional services contract With CMI Englneenng Consultants for construction
management of the Parking Structures (Nos 1-6) Improvements, Slgnage and Graphics
project In an amount not to exceed $58,000
Background
On June 25, 1996, the City Council awarded a constructIon contract to Tn-BUild
Construction In the amount of $1 ,097,000 for vanous Improvements, Including remodeling,
slgnage, and graphics for the SIX downtown parking structures (Parking Structures, Nos
1-6)
In addition, the City Issued a purchase order on July 9, 1996 In the amount of $49,920 to
CM I Engmeerlng Consultants for construction management services for the Parking

Structure Improvements Project This purchase order was based on a 38 week schedule,
8 hours a day A Request for Proposals was Issued to seven (7) construction
management firms The City received three (3) replies which were scored by a staff
committee of three (3) engineers and one (1) Inspector Three (3) firms were InteNlewed
by the same committee resulting In the selection of CMI Englneenng Consultants to
provide construction management services The firm supplied the City with three (3)
references all of which reported that the consultant's work was excellent The construction
project commenced on August 13, 1996 and CMl's work has been satisfactory
DISCUSSion
Dunng construction It became clear that a double shift operation by Tn-BUild, the
construction contractor. would be necessary to meet their construction schedule, reduce
traffic congestIon. and continue construction In the early morning hours dunng the holiday
penod AdditIonal construction management funding IS required due to the longer work
days, complexity of the project, and extensive coordmatlon required CMI has been
successful m managmg thiS parking structure project to date and solicIting proposals from
other firms at thiS time would Interrupt project progress

99044. "Third Street Malllmprovements" The eXisting constructIon contract provides for
the City to be reimbursed for the costs associated with the additional construction

Recommendation
Staff recommends that the City Council authorize the City Manager to negotiate and
