INTRODUCTION
This report recommends that the Redevelopment Agency take the following three actions
1) authorize the Executive Director to negotiate and execute a contract in the amount of
$266,005 with Katherme Spitr Associates to prepare the Pico Boulevard Streetscape Plan
and authorize the Executroe Director to in~rease the contract amount by up to a twenty
percenY contingency if necessary, 2) adopt the attached Resolution finding that the
Commercial Streetscape Program is of benefit to the Earthquake Recovery

BACKGROUND
The Commercial Streetscape Program (CSP) was established by the City Council on
August 8. 1995 to construct streetscape improvements in the Main Street Distnct. along
Pico Boulevard, on Montana Avenue, in the Downtown area and along Wilshire Boulevard

by usmg a$3 118 mdlion federal Economic Development Administration (EDA) grant
received by the City to address earthquake impacts to the commercial areas The Pico
Boulevard Streetscape Improvement Pro~ect is the initial undertaking under the CSP The
ob~ective of the CSP is to utilize funds available from the EDA grant, in con~unction with the
establishment of speafic assessment districts where feasible, to create a revolvmg fund
to implement improvements in the five areas stated above However, since adoption of an
assessment district cannot be accomplished within the restncted time frame requued to
expend the EDA funds, it is necessary to begin fundmg the CSP absent that funding
vehicle
Funding of the CSP would be accomplished by the lending of funds by the City to the
Redevelopment Agency to implement the Pico Streetscape phase of the CSP The entire
cost of the CSP, estimated to amount to approximately $20 million, is not currently
avadable from the City However, the repayment of the Pico Streetscape loan by the
Redevelopment Agency would result in the creation of a fund to help pay for future phases
of the CSP The speafic source of funds for future CSP pro~ects would be the repaid funds
from the Redevelopment Agency in con~unction with assessment districts and/or other
sources, which would be determined pnor to implementation of the pro~ect The approval
of the Reimbursement Agreement (Attachment A) will formalize the loan between the City
and the Agency for the entire Commeraal Streetscape Program
While most of the CSP is within fhe boundaries of the Earthquake Recovery

As part of the FY 95/96 budget, staff proposed and the Council approved, plans to use
Economic Development Administration Grant Funds for the implementation of the Pico
Boulevard improvements In order to meet the schedule reqwred for the grant funds for
this pro~ect, the design phase must be complete by July 1997 and construction underway
by October 1997
Mid-City and Sunset Park Traffic Mitiaation Plan
At approximately the same time as the Pico Streetscape plan is scheduled for design and
implementaUon, the Crty wdl also be designing the improvements assoaated with the
implementation of the Mid-Cities and Sunset Park traffic plans Due to the fact that the
Sunset Park and Mid-Cities neighborhoods are located ad~acent to Pico Boulevard, it is
important to coordinate the design. appearance and installation of the Pico streetscape
improvements with the design and installation of the curb extensions and medians in the
Sunset Park and Mid-Cities neighborhoods
The traffic plans for the Mid-Cities and Sunset Park neighborhoods include the following
Curb extensions Removing existing curb and gutter at intersections and
constructing new concrete curb and gutter extensions into the street to
modify vehicular traffic flow in various residential areas Curb extensions to
include new landscaping and irngation to enhance and beautify the
neighborhoods and to support a unified theme
Speaal Paving Placement of speaal paving throughout pro~ect area to
highlight pedestrian walkways and improve the aesthetic appearance
5iqnaqe Install new signage for safety and to control pedestrian and
vehicular traffic
The components of the Mid-Cities and Sunset Park Traffic Plans are detailed in Attachment
C This contract will prepare design plans for the construction of these components
Consultant Selection
In September of this year the City issued a Request for Qualifications (RFQ) to a list of
urban design firms, landscape archdects and artists to further develop the Pico Boulevard
Streetscape Plan and to prepare the necessary construction plans, drawings and
speafications for the public bidding process The City issued over one hundred RFQ's and
received twelve Statements of Qualifications for consultant teams to prepare the plan

From the twelve Statements of Qualifications, four design teams were selected to respond
to the Request of Proposal (RFP) for the pro~ect The RFP was sent to the four design
teams on ~ctober 24, 1996 with their responses due November 11. 1996 The four design
teams were interviewed by representatives from Environmental and Public Works
Management Department, Community and Cultural Services Department, Resource
Management Department and Planning and Commurnty Development Department on
November 14, 1996 As a result of the interviews, City staff chose Katherine Spitz
Associates, Cicchetti Weir Collaborative and Nuvis as the top three consultant teams for
the pro~ect
As previously mentioned, it is important to coordinate the design, appearance and
installation of the Pico streetscape improvements with the design and installation of the
curb extens+ons and medians in the Sunset Park and Mid-City neighborhoods In order to
ensure that this ob~ective is met, staff invited the top three consultant teams for the Pico
8oulevard Streetscape pro~ect to respond to a RFP for the neighborhood traffic plans as
well
The three top-rated lead consultants included Kathenne Spitz Associates. Cicchetti and
Weir Collaborative and Nuvis Based on the consultant team interwews with City staff and
complete reference checks, staff recommends that the Kathenne Spitz Associate team be
engaged for the following reasons
o The Spitz team is the only one of the three that includes all of
~
the necessary team members with expertise in landscape
architecture, urban planning, avil engineering. lighting,
structural engmeering, signage, electrical engineering, cost
estimating, traffic engineenng, and public art This
represented the best understandmg of the pro~ect and the
broadest scope of work of the three final teams
The Spitz team is familiar with the Pico Boulevard Streetscape
Pro~ect area and most team members have experience with
working in the City
Given the level of expertise and Scope of Work of the Spitz
team, their cost is competitive with the other two teams
BUDGET/FINANCIAL IMPACT
The total funds available for the Pico Streetscape phase of the Pro~ect is 53.465,452. of
which $3,118,900 will be available to the City from a federal Economic Development
Administration (EDA) Implementation Grant that has been approved by EDA and its local
oversight authonty, the Los Angeles County Community Development Commission The
remaining $346,552 consists of required City matching funds (amounting to 10% of total
pro~ect costs) The pro~ected revenue of $3,118,900 from the EDA Implementation Grant
has been 6udgeted in FY 96-97 in account no 20-620-263-00000-D381-10000 and the
expenditure authorization for the same amount is budgeted in CIP account no 20-770-266-
20097-8905-99455 The City matching funds ($346.552) are available from the CDBG
Emergency Repair Program grants in account number 19-710-202-20095-8900-99159
previously made available to the City and should be transferred to CIP account number
19-770-266-20097-89D5-99455 in order to track these expenditures
The City/Agency loan wdl be made avadable from the Miscellaneous Grants Fund [FD 20]
and the CDBG Fund [FD 19], which will be repaid from future tax increment revenues that
accrue to the Earthquake Recovery Redevelopment Pro~ect The total Redevelopment
Agency expenditure of $3,465,452 for the Pico Streetscape Improvement Pro~ecl should
be reflected in a new CIP account number 17-770-266-20097-8905-99455 in the
Earthquake RDA Fund [FD 17]
As the City's loans are repaid by the Agency, the revenues will be avadable for future
commercial phases of the CSP on Main Street, Montana Avenue, in the Downtown area
and on Wdshire Boulevard The implementation of the Pico Boulevard Streetscape
Improvement phase by the Redevelopment Agency will result in the leveraging by a factor
of greater than 6 1 of the EDA Implementation Grant in the community
Mid-Cities and Sunset Park Traffic Mitiaation Plans
Funds for the design and construction of the traffic plans for Mid-Cities and Sunset Park
in the amount of $216,000 (which includes a twenty percent contingency) are budgeted in
accounts 01-770-415-20092-8905-9927 ($86,400 for Mid-Cities) and 01-770-415-20096-
8905-99553 ($129,600 for Sunset Park)
RECOMMENDATION
It is recommended that the Redevelopment Agency
1) Authorize the Executive Director to negotiate and execute a contract in an amount
of $266,005 with Katherine Spitr Assoaates to prepare the Pico Boulevard
Streetscape Plan and authorize the Executive Director to increase the contract

amount by up to twenty percent if necessary, and
2) Adopt the attached Resolution (Attachment D) finding that the Commercial
Streetscape Program is of benefit to the Earthquake Recovery Redevelopment
Pro~ect, ihat no other reasonable means of financing the improvements proposed
are available and that the improvements will assist in the recovery from the 1994
Northridge earthquake and are consistent with the Implementation Plan of the
Earthquake Recovery Redevelopment Pro~ect, and
3) Approve the Reimbursement Agreement (Attachment A) between the City and the

Streetscape Program is of benefit to the Earthquake Recovery Redevelopment
Pro~ect, ihat no other reasonable means of financing the improvements proposed
are available and that the improvements will assist in the recovery from the 1994
Northridge earthquake and are consistent with the Implementation Plan of the
Earthquake Recovery Redevelopment Pro~ect, and
2) Approve the Reimbursement Agreement (Attachment A) between the City and the
RedevelopmentAgencyforthe Commercial Streetscape Program and authorizethe
City Manager to execute the Agreement, and
3) Approve the transfer of $346,552 to new account number 19-770-266-20097-8905-
99455 and $3,465,452 to new account number 17-770-266-20097-8905-99455, and
4) Authonze the City Manager to negotiate and execute a Contract m an amount not
to exceed $180,000 with Katherine Spitz Associates to prepare the curb extension
and median designs forthe Mid-City and Sunset Park Traffic Plans and authonze
the City Manager to increase the contract amount by up to twenty percent if
necessary

INTRODUCTION
This supp(emental information item prowdes details to the recommendations for design
consultant selection and financmg of the Pico Boulevard Streetscape improvements, and
Mid-City and Sunset Park tra~c plan improvements At the January 21, 1997 Council
meeting, City Council requested that a map be provided outlinmg the areas of
improvements outside of the Pico Boulevard corridor The attached list of improvements
and maps prowde the locations for the items recommended to be designed by the
consultant for the Mid-City and Sunset Park neighborhood traffic plans
