SUBJECT Recommendation to Award Construction Contract for Beach Maintenance
Yard Improvements
Introduction
ThiS report recommends that the City Council award a construction contract for Beach
Maintenance Yard Improvements to Spllat Construction Corp In the amount of $210,150
Background
DUring the FY 1997-98 budget process, City Council approved funding for Improvements
to the Beach Mamtenance Yard The Beach Maintenance Yard, located at the southeast
corner of the 1550 Pacific Coast Highway parking lot, houses Solid Waste DIVISIon
equipment and staff responsible for raking the sand, emptYing trash receptacles, and
maintain Ing the vehicles used on Santa MOnica beaches Proposed Improvements Include
Installation of a new vehicle wash rack system to filter and recycle wastewater generated
from washing vehicles, Installatton of an above ground diesel fuel tank and dispenser to
eliminate the use of a temporary fuel truck, replacement of deteriorated parking lot
pavement, installatIon of new penmeter fencing on the west and north SIde to secure CIty
property, and painting the eXisting metal bUlldmg, which IS corrodmg

DISCUSSion
A Notice Inviting Bids for Beach Maintenance Yard Improvements was published on July
15 and 22, 1999, In the Argonaut, as well as In four construction journals Bid documents
were sent to SIX women/mmonty business enterpnse aSSociations (WMBE) Bid packages
were requested by two compames, both of which su bmltted sealed bids to the City Clerk's
Office at the prescnbed time The bids were publicly opened and read aloud on July 26,
1999, by the Deputy City Clerk
The bid results were as follows
Spllat Construction Corp $210,150
Alfa-26 Construction $244,800
City Engineer's Estimate $224,000
The lowest responsible bidder, Spllat Construction Corp, supplied the City with three
references mcludlng a new Public Nature Center In the City of Pasadena, the Metorhnk
Station In the CIty of Acton, and a school renovation project for the Pasadena Unrfled
School Dlstnct All references reported that the Contractor's work was satisfactory Two
additional references that were not listed were checked and the contractor's work was
found to be satisfactory Spllat Construction Corp also successfully constructed the Pier
PolIce SubstatIon for the CIty of Santa MonIca The listed subcontractor for the vehIcle
washmg and water recycling system, a major component of thiS project, IS Western Water
Products, who has successfully completed Similar recycling systems for the City of
Banning, the Navy Golf Course In Cypress California and the Bnmac Forklift Company
