SR-6J (17) ~J EPWM CP AA RS SL [s \sp 1660\cc1660r wpd] AUS 1 0 1999 Council Meeting August 10, 1999 Santa MOnica, California TO Mayor and CIty CouncIl FROM City Staff SUBJECT Award of ConstructIon Contract for Sewer RepaIr Project 6 RepaIr of Earthquake-Damaged Sewer Mams In 21st Place to 26th Street between San Vicente Boulevard and Washmgton Avenue, and In Pnnceton Street to Centlnela Avenue between Montana Avenue and Arizona Avenue, and AuthorizatIOn to Negotiate and Execute a ProfeSSional Services Contract for Construction Management and Inspection of the Sewer Repair Work Introd uctlon ThiS report recommends that the City Council award a construction contract for the repair of earthquake-damaged sewer mains In 21 5t Place to 26th Street between San Vicente Boulevard and Washmgton Avenue, and In Princeton Street to Centlnela Avenue between Montana Avenues and Anzona Avenue to preussag Pipe Rehabilitation (PPR), Inc , In the amount of $1.667,568 Staff also recommends that the City Council authorize the City Manager to negotiate and execute a professional servIces agreement In an amount not to exceed $320,870 with the construction management firm of Hams & ASSOCiates, Inc , for construction management and inspection services Background After the Northndge Earthquake of January 17, 1994, the City Initiated a citywide inspection program of the sewer system to Identify the locations that were damaged 1 bJ AUG 1 0 1999 , and to request that the Federal Emergency Management Agency (FEMA) and the State's Office of Emergency Services (DES) approve funds for the repaIr work The City subsequently accepted a Grant Acceleration Program (GAP) offer from FEMA of $78 million for the repair of the earthquake damaged sewer system throughout the City of Santa MOnica ThiS project Will repair earthquake damaged sewer mains at twelve separate locations In order to minimiZe the Impact of thiS construction project on the public, the repair of the sewer mains Will be done uSing trench/ess methods, where possible In additIon to the earthquake repairs, City staff has Identified additional work that IS tYPically part of the City's annual sewer maintenance program These repairs Will also be pard for With the GAP funds, followmg FEMA's GAP GUldelmes for Improved Projects ThIS work Includes IInmg utility accesses. replaCing eXlstmg obsolete access- hole frames and covers, and Installing additional utility accesses where reqUired for maintenance purposes throughout the project area DISCUSSion A Notice InViting Bids was published on June 17 and 24, 1999 In the Argonaut as well as In four construction Journals, and With one electroniC plan room and one Internet advertiSing consultant In addition, bidding documents were sent to eight women/mmonty-owned bUSiness enterpnse aSSOciations (WMBE) Bid packages were requested by seventeen contractors The City Clerk's office received five sealed bids, which were publicly opened and read aloud on July 14, 1999 by the Deputy City Clerk 2 Results were as follows 1 Preussag Pipe Rehabilitation, Inc $1,667,568 2 U-Llner West $1,966.136 3 Sancon Engineering, Inc $1,998,382 4 Insltuform Technologies, Inc $2,102,108 5 Miller Pipeline Corporation $2,314,312 Clty EngIneer's Estimate $2.160,000 The lowest responsible bidder, Preussag Pipe Rehabilitation.
