SR-6I (21) {PI AU C 1 7 CCS BS KG JJL AM playgrsr Santa Momca, Callforma Council Meetmg August 17, 1999 TO- Mayor and City Council FROM City Staff SUBJECT Recommendation to Approve a Resolution Authorlzmg the City Manager to Apply for Grant Funds from the Los Angeles County Regional Park and Open Space District for Playground Improvements INTRODUCTION This report recommends that the CIty Council approve a resolution authorlzmg the City Manager to apply for grant funds from the Los Angeles County Regional Park and Open Space District for Improvements to the playgrounds at Clover, Marine and Ozone Parks BACKGROUND In November, 1996 los Angeles County voters approved the los Angeles County Safe Neighborhood Parks Proposition of 1996 (Proposition A) Proposition A proVides for approximately $104 million m bonds to preserve, Improve and restore parks, beach, open space lands and recreational faCIlities throughout Los Angeles County The City of Santa Monica IS eligible for $345,875 In per parcel discretionary grant funds from the 1996 ProposItion A Staff has Identified playground Improvements as the priOrity use of these funds ThiS funding Will partially cover the cost of the playground Improvements at Clover, Marine and Ozone Parks In August 1997, the Los Angeles County Board of Supervisors adopted a requirement that, as a condition for receipt of funds under PropOSition A, each grantee IS required to fulfill Its spending obligation on employment of at-risk youth as determined by the Los Angeles County Regional Park and Open Space District The CIty IS reqUired to adopt a AUG 1 7 '",~- IoI Youth Employment Plan, which explains how the City will meet Its spending obligation The obligation IS equal to ten percent of the grant allocation or $34,588 This obligation wIll be met by emploYing new at-risk youth as approved by the City Council on June 9, 1998 DISCUSSION In response to community preferences gathered from children and their parents as part of the community Involvement stage of the parks Improvement project, the play areas In Clover, Manne and Ozone Parks will be Improved With new SWings, climbing structures, accessible surfaces, and Imaginative play elements that Will be custom made Separate age-appropriate areas have also been designed for younger and older children In Clover Park, an artist team worked With landscape archItects to create an aeronautlcally-themed play area With a climbing tower and a paved walkway emulating an airport control tower and runway The RecreatIon and Parks CommiSSIon recommended approval of the concept design for the new play areas on January 15, 1998 and the plans were approved by City Council on March 3, 1998 Staff IS prepared to return to City Council for award of bids In September 1999 The City must submit a formal application for the per parcel dIscretionary grant funds to the County The grant submittal process reqUIres a City Council resolution, which authOrizes the City Manager to apply for grant funding BUDGETARY IMPACT In anticipation of award of funds, a capital Improvement account #C20042198 589000 With a corresponding revenue account #20501 406010 was created In FY 1997/98 No additional action IS reqUired RECOMMENDATION Staff respectfully recommends that the City Council adopt the attached resolution, whIch authorizes the City Manager to fIle an application and execute all necessary grant documents Prepared by: Barbara Stinchfield I Director Karen Ginsberg, Assistant Director John J Lynd, Parks and Sports Manager Annette Morales, Senior Administrative Analyst Department of Community and Cultural Services Attachment: Resolution - 41- CCS BS KG JJL AM playgr Santa MOnica, California Council Meeting August 17, 1999 RESOLUTION NO 9432 (City Council Senes) RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT PER PARCEL DISCRETIONARY GRANT PROGRAM FOR PLAYGROUND IMPROVEMENTS WHEREAS, the people of the County of los Angeles on November 3, 1992 and on November 5, 1996, enacted Los Angeles County PropOSition A, Safe Neighborhood Parks, Gang Prevention, Tree-Plantmg, Semor and Youth Recreation, Beaches and Wildlife ProtectIon (the Proposition), WhiCh, among other uses, provides funds to public agencies and non-profit organizations In the County for the purposes of acqumng and/or developmg faCIlities and open space for public recreation, and WHEREAS, the Proposition also created the Los Angeles County RegIonal Park and Open Space District (the District) to administer said funds, and WHEREAS, the District has set forth the necessary procedures governing applications for grant funds under the Proposition; and WHEREAS, the District's procedures require applicants to certify, by resolution, the approval of the application to the District, and WHEREAS, the application form contams assurances With which applicant must comply, and WHEREAS, applicant must certify by resolutIon that their applicatIons are approved for submISSion to the DiStriCt, and WHEREAS, the applicant must enter Into a Project Agreement With the District for the performance of the project as desCribed In the application, and WHEREAS, It IS In the public Interest for the City of Santa MOnica to apply for funding from the District, .... ~, NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOllOWS SECTION 1 Approves thE Ing of an application with Los Angeles County Regional Park and Open Space Dlstnct for funds allocated under Sectlon(s) of the ProposItion for the above-named ProJect, and SECTION 2 Certifies that said Apphcant understands the assurances and certIfications In the application form, and SECTION 3 Certifies that said Applicant understands Its obligation to operate and maintain the property(s) In perpetUity; and SECTION 4 Certifies that said Applicant Will sign and return, within 30 days, both caples of the project agreement sent by the Dlstnct for authorizing signature, and SECTION 5, Authonzes the City Manager, or designee, as agent of the City of S "'nta MOnica to conduct all negotiations, and to exeCL and submit all documf: -;
