SR-6H (19) . foH AUG 1 0 1999 PCD BLDG&SAFETY TM DE F \PCD\SHARE\B&SPLCK wpd COUNCIL MEETING August 10, 1999 Santa MOnica, California TO Mayor and City Council FROM City Staff SUBJECT Recommendatron to Authorize the CIty Manager to Negotrate and Execute Professional Services Contracts for Plan Review and I nspectlon Services INTRODUCTION ThiS staff report recommends that the City Council authorize the City Manager to negotiate and execute contracts for plan review services for the BUilding and Safety DIVISion Staff recommends contracts with ICBO Plan Review Services and EsGl1 Corporation, In a cumulative amount not to exceed $250,000 ThiS staff report also recommends that the City Council authorize the City Manager to negotiate and execute a contract with Wllldan & Associates In an amount not to exceed $150,000 to provide temporary Inspection and engineering staff for the BUlldmg and Safety Division BACKGROUND The regional Increase In bUilding construction actIVIty continues to affect the BUilding and Safety DIVIsion In FY 96/97 the BUilding Permit valuation for the City was $63 5 million, In FY 97/98 the amount Increased to $190 million In FY 98/99 bUilding permit valuation reached 5320 million The number and scope of plan reviews and construction permits for -1- ~H AUG 1 C Su bsequent to the adoption of I ntenm Ordmance 1947, the City Council directed staff to prepare an ordinance whIch would amend ,t to exempt applIcatIons for tentatIve maps and parcel maps submitted on or before May 25, 1999 from the moratorium The attached proposed ordmance has been prepared In response to the City Council's direction After the Council gave direction to prepare the amendment, an applicant who would be affected by It requested, through counsel, that the exemption be broadened Specifically, the apphcant requested that the amendment exempt conditional use and development review permits as well as tentative maps Acceding to thIS request would moot out the applicant's legal claims However, the proposed ordinance before Council does not presently Include thiS broadened exemption Recommendation It IS respectfully recommended that the accompanymg ordinance be Introduced for first reading and that the Council conSider expanding the moratorium exemptions to Include applications for conditional use and development review permits that were submitted on or before May 25, 1999 PREPARED BY Marsha Jones Moutne, City Attorney Barry Rosenbaum, Deputy City Attorney 2 - ------ - - ATTACHMENT . . negotiate and execute a contract with Wllldan & Associates In an amount not to exceed $150,000 to provide temporary inspection and englneenng staff for the BUilding and Safety DIVISion Prepared by Suzanne Frrck, Director, Planmng and Community Development Tim McCormick, BUilding Officer -4-
