SUBJECT: Award of Contract to Install High Pressure Sodium
Streetlighting system at various city Locations
Introduction
This report recommends that ci ty council award a contract to
install High Pressure Sodium Streetlighting System at various
City Locations
to Paul Gardner Corporation,
the
lowest
responsible bidder, in the amount of $207,868.00.
Background
During the FY 1991-92 budget process, city Council approved
funding to install High Pressure Sodium Streetlighting System at
Various City Locations. Area occupants petitioned the City to
install streetlighting in the following areas:
Twenty Fourth street - Wilshire Boulevard to Arizona Avenue
Thirtieth street - Ocean Park Boulevard to Pearl street
Yale street - Washington Avenue to Wilshire Boulevard
California Avenue - Twenty Fifth street to Twenty sixth Street
Arizona Avenue - Franklin street to Centinela Avenue
staff recommended to install streetlights on sixth street between
Santa Monica Boulevard and Arizona Avenue for the safety and
convenience of the facilities on that street. The YMCA and the
City Main Library are located there.
This streetlighting project also includes
replacement of
deteriorated and energy inefficient streetlight circuit and poles

on San Vicente Boulevard from 4th street to 7th street. This
determination was based on the number of actual repairs made and
the number of repairs planned to maintain the 72 year old system
on San Vicente Boulevard.
Discussion
This contract will be in accordance with street Improvement Act
of 1911 procedures. city staff and petitioners of the various
streets met to discuss the location of the streetlights, types of
streetlights available (decorative vs. standard) and the
approximate costs to the property owners. The property owners on
Yale street requested the more expensive decorative streetlights
for their street. Assessments for San Vicente Boulevard are also
proposed to be higher since the new streetlights installed will
be similar to their current decorative streetlights. The
decorative streetlights are desired by area residents.
A Notice Inviting Bids was published on March 17 and 18, 1993 in
The Outlook, as well as four construction journals. Bidding
documents were sent to seven Woman/Minority Business Enterprise
Associations. Bidding packages were requested by seven
contractors. The city Clerk's office received three sealed bids.
The bids were publicly opened and read aloud on April 19, 1993,
by the Deputy City Clerk.

The lowest bidder, Paul Gardner corporation, supplied the City
with five references and all references reported that the
contractor's work was satisfactory.
The state Contractors
License Board verified that the Contractor's license is current,
active and in good standing.

In accordance with the 1911 Act, payment will not be made until
the work is complete.
At that time the city will pay the
Contractor, or assignee, the city's share of costs which is
approximately 50%, or $119,600. Payments for the balance of the
costs will be made by property owners, via city Treasury, to the
bondholder, either in full or by installments.
Recommendation
It is recommended that City Council:
1 . Award
a
contract
to
Install
High
Pressure
Sodium
streetlighting System at various City locations to Paul
Gardner corporation, the lowest responsible bidder, in the
amount of $207,868.00.
2. Authorize the city Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instruction on change orders.
