SUBJECT: Resolution Setting a Public Hearing for June 8, 1993 to
Approve the Expansion of the Underground District at
Fourteenth street and to Approve a Time Extension for
the Underground Districts at Olympic Boulevard and
Fourteenth street for Placement of Power Lines
Underground
INTRODUCTION
This report recommends that city Council adopt a resolution
setting a public hearing for June 8, 1993 to approve an
additional area of the City where the electric, telephone and
cable TV lines will be placed underground.
Furthermore, this
report recommends that City Council approve time extensions for
the undergrounding of District 1 and District 2.
District 1
currently includes Fourteenth street between Pearl street and
Ocean Park Boulevard.
District 2 includes Olympic Boulevard
between Fifth street and Eleventh street including the Lincoln
Boulevard on and off ramps to the Santa Monica Freeway.
It is
also recommended that District 1 be expanded to include
Fourteenth street between Ocean Park Boulevard and Ashland
Avenue,
and Ashland Avenue between Fourteenth street and
sixteenth Street (see attached map for details).

BACKGROUND
California Public utility regulation, Rule 20A section 8209,
specifies that each utility company must allocate two percent of
its gross revenues for use in placing facilities underground.
The facilities include electrical lines, telephone lines and/or
cable TV lines. The regulations specify locations or conditions
where facilities may be undergrounded using utility company funds
and require that one or more of the locations or conditions be
met: 1) areas adjacent to a public use area such as a park,
Civic Center or school, 2) areas on arterial streets used by the
community at large, or 3) locations where there are unusually
heavy concentrations of wires and adjacent to an electrical
substation or other facility which causes significant
interference with TV and radio reception in nearby residences.
This program has been in place for approximately 16 years and
prior areas that have been undergrounded are Arizona Avenue from
sixth street to Twentieth street, pacific Coast Highway, the
Central Business District, and Marine and Sixteenth Street
adjacent to Marine Park and the electrical substation. The
program has also included a small project in connection with the
Fourth Street on-ramp project. City policy has been to use the
utility company funds to underground facilities on major streets
and alleys, especially those serving large numbers of the pUblic
from throughout the City and on those streets bordering
electrical substations, and to require property owners to pay for

running electrical service lines from the street or alley to
their building.
DISCUSSION
On October 29, 1991, the City council held a Public Hearing to
hear the matter of approval of the following underground
districts:
District 1 at Fourteenth street between Pearl street and
Ocean Park Boulevard; and
District 2 at Olympic Boulevard between Fifth street and
Eleventh street including the Lincoln Boulevard on and off
ramps to the Santa Monica Freeway.
At this hearing and subsequently, requests were made to increase
the size of the project to include the following remaining
associated network: Fourteenth street from Ocean Park Boulevard
to Ashland Avenue, and Ashland Avenue from Fourteenth street to
Sixteenth Street. After further investigation in 1992, Southern
California Edison agreed that this expansion would be beneficial
because it would eliminate one existing steel pole and prevent
the need for installation of another steel pole. This change
will result in a cost savings to the Rule 20A funds of
approximately $100,000 for the new steel pole and a lower cost
per mile of undergrounding. This cost saving will mean the city,
in conjunction with seE, will be able to begin another project a
few months sooner (approximately 4 years hence). Furthermore,
it will allow for connection of the complete system to a nearby

substation. For these reasons, seE has requested
that the city expand District 1, and approve a time extension for
design and installation from october 1993 to July 1995.
seE has also requested a time extension for District 2 at Olympic
Boulevard between Fifth street and Eleventh street from October
1994 to the revised start date of January 1996 and completion
date of October 1998. A reorganization and reduction in staffing
at Southern California Edison has resulted in backlogs for
undergrounding in this region.
The Edison Company Rule 20A allocations are approximately
$680,000 a year, with agreements with other utility companies to
spend necessary amounts to undergound their facilities at
locations which the city and Edison determine. The city of Santa
Monica has designated approximately $2.5 million from current and
future Rule 20A funding (Edison funds) for the undergrounding of
Districts 1 and 2.
All trench and duct work will be contracted to a construction
company by the Edison Company. Cable work will be done later by
General Telephone, Edison and Century Cable.
Property owners will pay for the portion of the cost which
entails running underground service from the property line to the
building electrical panel (and/or for a new panel if one is
required). Southern California Edison has informed the city that
if the expansion is approved there are three additional private
property service connections, for a total of 18, which would be
required to be placed underground.

BUDGET/FINANCIAL IMPACT
The proposed undergrounding of utilities will be funded by the
utility companies. There is no budget or financial impact to the
City as a result of the expansion of these underground utility
areas or the extension of the design and construction time
period.
RECOMMENDATIONS
It is recommended that city Council set a Public Hearing for June
8, 1993 on requiring undergrounding of the utilities on an
extended portion of District 1 at:
Fourteenth street between
Ocean Park Boulevard and Ashland Avenue, and Ashland Avenue
between Fourteenth street and Sixteenth street_
It is further
recommended that city Council approve the requested time
extensions for the undergrounding of District 1 Fourteenth street
between Pearl street and Ocean Park Boulevard and the additional
areas, and District 2 Olympic Boulevard between Fifth street and
Eleventh street including the Lincoln Boulevard on and off ramps
to the Santa Monica Freeway.

CITY OF SANTA MONICA SETTING A PUBLIC
HEARING ON JUNE 8, 1993 TO DETERMINE
WHETHER PUBLIC NECESSITY, HEALTH, SAFETY,
OR WELFARE REQUIRES THE FORMATION OF AN
EXTENSION TO AN UNDERGROUND UTILITY

SIXTEENTH STREET, AND APPROVING A TIME
EXTENSION FOR THE COMPLETION OF
UNDERGROUNDING DISTRICT 1 AT FOURTEENTH
STREET AND DISTRICT 2 AT OLYMPIC
BOULEVARD
WHEREAS, Ordinance Number 773 (CCS) establishes a procedure
for the creation of underground utility districts and requires as
the ini tial step in such procedure the holding of a publ ic
hearing to ascertain whether public necessity, health, safety, or
welfare requires the removal of poles, overhead wires and
associated overhead structures and the underground installation
of wires and facilities for supplying electric, communication, or
similar or associated service in any such district; and
WHEREAS, it has been recommended that such an extension to
an underground utility district, hereinafter called District be
formed on Fourteenth street from Ocean Park Boulevard to Ashland
Avenue, and on Ashland Avenue from Fourteenth street to sixteenth
Street,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

SECTION 1. Notice is hereby given that a public hearing
wll1 be held by the city Council of the City of Santa Monica on
June 8, 1993 at the hour of 6:30 p.m. in the City Council
Chambers of the City Hall, 1685 Main Street, Santa Monica,
California, to ascertain whether the public necessity, health,
safety or welfare requires the removal of poles, overhead wires
and associated overhead structures and the underground
installation of wires and facilities for supplying electric,
communication, or similar or associated service in the District
hereinabove described.
SECTION 2. At such hearing all persons interested shall be
given an opportunity to be heard. Said hearing may be continued
from time to time as may be determined by the City Council.
SECTION 3. The city Clerk shall notify all affected
property owners as shown on the last equalized assessment roll
and utilities concerned of the time and place of such hearing by
mailing a copy of this Resolution to such property owners and
utilities concerned at least ten (10) days prior to the date of
the public hearing.
SECTION 4. The area proposed to be included in the District
is shown upon that certain map entitled "Sketch Showing Proposed
Expansion of Underground District at Fourteenth street", Drawing
Number 4510A, which is on file in the office of the city Engineer
of the City of Santa Monica.

SECTION 5. The time extensions for the complet1on of
Undergrounding District 1) Fourteenth street between Pearl street
and Ocean Park Boulevard and the Extension described above, and
undergrounding District 2)
Olympic Boulevard between Fifth
street and Eleventh Street including the Lincoln Boulevard on and
off ramps to the Santa Monica Freeway, are hereby approved as of
July 1995 for District 1 and as of October 1998 for District 2.
SECTION 6. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
