S~aff has commenced distrihution af the documen~ ~o variaus groups and individuals in the commun~ty for their review and input. This staff report is int~nded to inform Council about haw this public x'eview process ~aill be implemented and to describe the main elements of tha proposed pragram. DISCUSSIaN Broadly s~.ated, a sustainab~e city is one in which residents can meet ~hEir current needs ~aithout compromising the ability of future generations to da the sar.te. S~stainabil~ty facuses on the long te~m rather than short terr~, ramifications of d~cisions. Yt encampasses not only ~.raditional env~ronmental topics of air, wa~.er and soil, but also housing, econorlic development, environmental justice and sense of cor~munity. The cancept of sustainabil~ty compe~.s us to deal ~:ith the underlying cause of probl~:ms rather than their syr-~ptoris . It leads to creative (yet often ~ncred~bly logica3) thinking such as charging each household for the amount of trash they generate rather than a flat fee, or cancentrating our efforts nflt an the callec~ion and disposal of hazardaus materials but an helping households and businesses to use a].ternative products which are non-toxic. 6~hat a sustainable city atternpts ta avoid is addressing environmental concerns in an ad hoc, dis~ointed or contradictory fashion, 2 ~ leading to ine~fic~ent and less effective r~spanses and lost opport~znitzes. The United Nations Earth Surnrtiit, which convened a.n Brazil last June, endorsed a global agenda for sustainability. The final dacument of the summit, Agenda 21, provides a general blueprint far creating sustainable cammunities. Recognizing that many of our environmental problems and solutions have their roo~s in local activities, Agenda 21 calls on local authorities ta enter into a dialogue ~f3ith citizans, local organizations and private enterprises to adopt 1oca1 Agenda 21 sus~ainability plans for their communities. Santa Man~ca's Task Porce on the Environment has responded to this chal3~enge by formulat~ng the praposed Santa Monica Sustainable City Program. The proposed program states, among others, the follo~rring principles: -- The concept of susta~.nability caill guide City palicy. The long-ter~: ~r~pacts of policy cho~ces will always be considered; -- Env~ronr~ental quality and economic health are mutual~y dependen~. A healthy environment is crucial for the long term prosperlty af the City and its residents; 3 -- A1~ decis~ons have enviranmental implications. The City will ensure that each of its policies and programs are inter-connected through the cammon bond of sustainability; and -- Community a4rareness, responsibility and involvement are the key eZements of successful environmental pragrams. One early product of the Santa I~Ionica Sustainab~e City Program will be a checklist to be utilized by all City depar~ments to make sure that th~ braad enviranmental implications af each decision, as encompassed by sustainability, are considered. The program w311 also se~ forth a~bitious and mastly quantifiable targets in each of four major polzcy areas to be reaehed by the year 24~0. The goals stated in the proposed draft can be modified as a result af input received durinq the impendzng public review process. The four ma~or polic~~ areas (Resource Conservation, Transportation~ Pallution Prevention & Public Health Protection, and Socio-Economic) 4:hich are included in the proposed program represEnt the focus of both current and future City pragrams which adher~ to the guiding principles and strive to attain the specific goals eahich Tr:ill be established vrithin the document. As ~ver greater demands are plaeed an the ~inancial and human resources of local governments, it is ~.mperative that palicies and p~ograms :,hich are adopted represent the mos~ cost-effective 4 , long-term alternative. The proposed Sustainable City Pragram provides a paTfrerful instrument for identifying the best approach to o~r environMen~.al probiems by broadly and praperly defining the '~environment" as inc~uc~ing all issues ir;ipacting our quality af life, art~culating a vision which campels a recognition of the inter-connections betkieen different environmental problems and their so~utions, and by der~~and~ng a long-term perspective in all decision-making. Proqrar:~ ~mpiementatzon The strategy for re~iew, adflptifln and implementatian of the proposed Sustainable City Prograr~ is guided by the pretnise that public education and public participation are key ta the ultimate success di the City's env~xonr~ental programs. The pracess for public rev~e;.~ and cor~~ent ::~1~1 includa cammunity warkshops, presentat~ons to corjr~~unzty graups and, u1~.imately~ a Council public hearing. An effort ~f~i~l be made ta reach a~l the major stakeho~ders in the cor~munity including neighbarhoad organizations, the Chamber of Cor;r~erce, the schoo~ district, Santa Nfonica College, r~ajor businesses/institutions, City boards and comr~issions and the City Cauncil. It is critical to the long range success of the program ~ha~. these majar stak~holders participate in the ereation of the program and thereby mak~ an investment in its success. Zt is also important ~o note that the final docurr,ent .•ah~ch staff brings back ta Cauncil for adoption will have incorporated various changes as a result of public 5 review and will therefore differ fr~m the versian attached. Following final adoption cf the S~stainable City Program by Council, an inter-departmental working graup will meet regularly ta integrate the program and a susta~nab~lity checklist (to be develaped) inta the operations of City departments. A"State of the EnvirQnment" repart for the City ~~ill also be compiled during the next ysar to establish baseline data for the measurement of program achieve~ents. Program acco~~p~ish~en~s will be assessed annua~ly, as f~ill the need for progra~ mo~ification based on changed conditions in the City's env~ronment. Information about thE Sustainable City Program will b~ disseminated through ne;aspapers, Seascape, PEN, CityTV, brochures, con~unity presentat~ons, and meetings of the Task Force on the Environment and City Council. An effort wi~l also be made to communlcate the Santa I•~fonica Sustai~abZe City Program to ~acal go~ernments in the reg~on and appropriate state/federal agencies as a potential mode~ for si~ilar ac~ion ~n ather communities. $UDGET/FISCAL IMPACT Approvai af the staff r~commendation does not result in any budget/fiscal impact. 6 RECOMit~ENDATION It ~s recommended that City Council adopt the attached resolution supparting the creation of a Santa Monica Sustainable City Program.
