Introduction
This report concerns award of bid to furnish and deliver one (1)
new and unused CNG powered mini Cargo Van for the Beach Main-
tenance Division, Cultural and Recreation Services Department, in
the total amount of $18,l47.03, including applicable sales tax.
Background
In response to published Notices Inviting Bids (published
December 28, 29, 1992) to furnish and deliver one (1) new and
unused CNG powered mini Cargo Van in accordance with City
specifications, bids were received and publicly opened and read
on January 14, 1993. Proposal forms were mailed to ten vendors
and notices were advertised in accordance with City Charter and
Municipal Code provisions. Three proposals were received as
follows:

This vehicle will be used to transport tools and equipment to
various job sites. staff is proposing that this vehicle be
purchased with CNG because this division does not have any other
CNG vehicles and no operational impacts are anticipated.
staff has evaluated the low bid and finds that it meets City
specifications.
BUdget/Financial Impact
Fiscal Year 1992-93 appropriation authority for this purchase is
in the Capital Improvement Program Budget, Account Number 11-740-
521-20092-8900-99233 ($16,767) "Beach Maintenance Equipment" and
Account Number 01-710-401-20093-8900-99401 ($1,380.03) "Alternate
Fuel Vehicle Facility".
Recommendation
It is recommended that the award of Bid #2447 be made to Downey
Auto Center in the total amount of $18,147.03, including
applicable tax, as the lowest and best bidder.

SUBJECT: Ordinance Adding Section 3.08.390 to the Santa
Monica Municipal Code To Establish Preferential
Parking Zone AA
At its meeting on September 15, 1992, the City Council
directed the city Attorney to prepare an ordinance establishing a
preferential parking zone in the area bounded by Kensington Road,
7th Street, pine street, and Lincoln Boulevard, except not
including Lincoln Boulevard. In response to this direction, the
accompanying ordinance has been prepared and is presented to the
City Council for its consideration.
The accompanying ordinance adds Section 3.08.390 to the
Santa Monica Municipal Code establishing Preferential Parking
Zone AA in the area bounded by Kensington Road, 7th street, pine
Street, and Lincoln Boulevard, except not including Lincoln
Boulevard. Parking in Zone AA will be prohibited between the
hours of 8:00 a.m. and 6: 00 p. m. , daily, except by permit. All
other provisions applicable to preferential parking zones would
apply.
An initial study was prepared in accordance with the
provisions of the California Environmental Quality Act. Based
upon this initial study, a negative declaration has been

prepared. Both documents are attached to this staff Report as
Exhibit A. Notice of preparation of the negative declaration was
given in the manner required by law.
RECOMMENDATION
It is respectfully recommended that:

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ADDING SECTION 3.08.390
TO THE SANTA MONICA MUNICIPAL CODE TO
ESTABLISH PREFERENTIAL PARKING ZONE AA
WHEREAS, the Parking and Traffic Engineer has received a
petition requesting establishment of a preferential parking zone
in the area bounded by Kensington Road, 7th Street, pine street,
and Lincoln Boulevard, except not including Lincoln Boulevard;
and
WHEREAS, the petition has been verified to be signed by
residents living in two-thirds of the dwelling units comprising
not less than fifty percent (50%) of the developed frontage of
the proposed preferential parking zone; and
WHEREAS, the Parking and Traffic Engineer has undertaken
such studies and surveys deemed necessary to determine whether a
preferential parking zone should be designated in the area; and
WHEREAS, the City Council is satisfied that the proposed
area meets the designation criteria set forth in Municipal Code
Section 3232A,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES ORDAIN AS FOLLOWS:

SECTION 1. section 3.08.390 is added to the Santa Monica
Municipal Code to read as follows:
section 3.08.390. Preferent1al
Parking Zone AA.
(a) The following named and
described area within the City shall
constitute Preferential Parking Zone AA:
the area bounded by Kensington Road, 7th
street, Pine street, and Lincoln
Boulevard, except not including Lincoln
Boulevard.
(b) No vehicle shall be parked or
stopped adjacent to any curb in
Preferential Parking Zone AA between the
hours of 8:00 a.m. and 6:00 p.m. daily,
without a permit issued and displayed in
accordance with this Chapter.
(e) Any vehicle parked or stopped
without a permit when required by this
Section may be removed from the street by
any police officer.
(d) The annual fee for each permit
issued for Preferential Parking Zone AA
shall be $15.00 per permit, or such other
fee as may be established from time to
time by resolution of the City Council.

SECTION 2. Any prov1sion of the Santa Monica Municipal
Code or appendices thereto inconsistent with the provisions of
this Ordinance, to the extent of such inconsistencies and no
further, are hereby repealed or modified to that extent necessary
to affect the provisions of this Ordinance.
SECTION 3. If any section, subsection, sentence, clause,
or phrase of this Ordinance is for any reason held to be invalid
or unconstitutional by a decision of any court of any competent
jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance. The city Council hereby
declares that it would have passed this Ordinance, and each and
every section, subsection, sentence, clause, or phrase not
declared invalid or unconst1tutional \'>11 thout regard to whether
any portion of the Ordinance would be subsequently declared
invalid or unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk shall
attest to the passage of this Ordinance. The City Clerk shall
cause the same to be publlshed once in the official newspaper
within l5 days after its adoption. This Ordinance shall become
effective after 30 days from its adoption.

A potential adverse effect of the parklng zone is that

displaced to other streets in the neighborhood.
However, because of the small area involved with the
zone, the effects are mlnlmal and would not
substantlally effect existlng parklng facllities or
demand for new parking.

An applicatIon for a NEGATIVE DECLARATION to carry out the following
proJect: Preferentlal ParkIng Zone AA: To prohlhlt parklng ln the area
bounded by Kens1ngton Road, 7th Street, pine street, and Lincoln Boulevard,
except not including L1ncoln Boulevard, between 8:00 a.m. and 6:00 p.m.
dally, except by per~lt, in the Clty of Santa Mon1ca, Callfornia, having
been fIled by the City of Santa Hon1ca Parking and Traffic Divls1on, on
November 2, 1992 and the appllcat10n havlng been reviewed by the Land Use
and Transportation Management Department ln accordance wlth the procedures
established by ResolutIon 6694 (CCS), therefore, the Department hereby
fInds that:
1. The proposed actIvity does constitute a project within the
meaning of the CalIfornia Environmental Quality Act of 1970, as
amended.
2. The proposed actlvlty 1S not exempt from the prov1sions of such
act by reason of belng a minlsterlal, categorically exempt or
emergency actlvlty.
3. The proposed acti Vl ty does not appear to have a substantial
adverse effect upon the env1ronment.
4. Inasmuch as it can be seen W1 th reasonable certal.nty that no
substantial adverse effect is involved, no proper purpose would
be served by the preparat10n of an Envlronmental Impact Report.
5. A Negatlve Declaration document 1S the proper, correct and
appropr1ate procedure required to assure compl1ance wlth the
purpose and Intent of the Callfornia Environmental Quallty Act of
1970, as amended.
The Department, therefore, has determlned that the proposed project does
not have a signifl.cant effect on the environment and that an Environmental
Impact Report is not required. Following the publl.c reV1.ew period, the
declsionmaking body is required to consider whether or not a Negative
Declaration continues to be appropriate.
