SUBJECT: Award of Contract to Remodel the Santa Monica civic
Auditorium Kitchen
Introduction
This report recommends that City Council award a contract to
remodel the Santa Monica civic Auditorium kitchen to DTEC
Construction, I nc. , the lowest responsible bidder, in the amount
of $209,000.00.
Backqround
During 1991, the Los Angeles County Health Department inspected
the kitchen at the Santa Monica civic Auditorium and determined
that upgrading is needed in order to comply with Health
Department requirements. Additionally, the Santa Monica Fire
Department has determined that modifications to the fire
suppression system are necessary to satisfy current code
requirements. The cooking range's exhaust system is inadequate
due to age and needs to be replaced to meet current standards.
During the FY 1992-93 budget process, the City Council approved
funding for this remodeling.
The kitchen is being completely refurbished, including new
cooking equipment, refrigerator, steam tables, exhaust system and
lighting. The kitchen is rented by caterers for banquet

functions, in addition to in-house concession operations. The

rental of the kitchen and concessions generate $137,000 in
revenue for the City annually.
A Notice Inviting Bids was published on April 5 and April 6, 1993
in The Outlook, as well as four construction journals. Bidding
documents were sent to seven Women/Minority Business Enterprise
(WMBE) Associations. Bidding packages were requested by ten
contractors. The City Clerk's office received nine sealed bids.
The bids were publicly opened and read aloud on April 27, 1993,
by the Deputy City Clerk.

The lowest bidder, DTEC Construction, Inc. I supplied the City
with eleven references and all references reported that the
contractor's work was satisfactory. The state Contractors
License Board verified that the Contractor's license is current,
active and in good standing.

Recommendation
It is recommended that City Council:
l. Award a contract to Construct the Santa Monica civic
Auditorium Kitchen Remodel to DTEC Construction, the lowest
responsible bidder, in the amount of $209,000.00.
2. Authorize the City Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instruction on change orders.
