SUBJECT: Recommendation to Authorize the City Manager to
Execute a Grant Award Agreement with the California
office of criminal Justice Planning to Receive funding
for the Serious Habitual Offender Program
INTRODUCTION
This report recommends that the City council authorize the city
Manager to negotiate and execute all grant-related documents with
the California Office of criminal Justice Planning (OCJP) to
receive grant funding for the Santa Monica Serious Habitual
Offender Program (SHO).
BACKGROUND
The Office of Criminal Justice Planning (OCJP) is the lead agency
responsible for granting and administering funds to projects under
Senate Bill 2323, Chapter 1441 passed in 1986. Selected projects
are required to develop an interagency task force which will
identify, track, prosecute, and intensively supervise juvenile
serious habitual offenders ( SHOs ) . The Santa Monica Police
Department submitted a proposal requesting funds to initiate a SHO
project and the proposal was funded for a one-year cycle. Two
additional years of funding may be provided subject to successful
project operation.

DISCUSSION
The objective of the project is to develop an interagency response
to chronic, serious juvenile offenders who live in and visit the
City. Agencies from law enforcement, probation, prosecution,
social services, correction and schools work together to ensure
better treatment and supervision of SHOs, the small number of
juveniles who commit a disproportionate number of crimes.
The funds will provide personnel and computer equipment to develop
an interagency task force and maintain an automated data base to
capture and disseminate information within the Santa Monica Police
Department and to other entities of of the juvenile justice system
and schools.
BUDGET/FISCAL IMPACT
Acceptance of this grant will not increase City costs. All
necessary budget changes have been reflected in the FY 1993/94
Budget Adoption staff report which is also on the June 22, 1993
Council agenda.
RECOMMENDATION
It is recommended that the city council authorize the City Manager
to execute a Grant Award Agreement with the California Office of

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE ACCEPTANCE OF A GRANT FOR A SERIOUS
HABITUAL OFFENDER PROGRAM.
WHEREAS, the City of Santa Monica deslres to undertake a
certain project designated the Santa Monica Serious Habitual
Offender (SHO) Program, to be funded in part from funds made
available through the Serious Habitual Offender Program
administered by the Office of Criminal Justice Planning
(hereafter referred to as OCJP).
NOW, THEREFORE, BE IT RESOLVED that the City Manager of the
City of Santa Monica is authorlzed to negotiate and execute the
Grant Award Agreement including any extensions or amendments
thereof.
BE IT FURTHER RESOLVED that the applicant agrees to prov1de
all matching funds required for sald project (including any
amendment thereof) under the Program and the funding terms and
conditlons of OCJP and that the cash match wl1l be appropriated
as required.
BE IT FURTHER RESOLVED that any liability arising out of the
performance of this Grant Award Agreement, including civil court
actlons for damages, shall be the responsibility of the grant
reclplent and the authorizing agency. The State of California
and OCJP disclaim responsibility for any such liabi11ty.

BE IT FURTHER RESOLVED that grant funds recelved hereunder
shall not be used to supplant expenditures controlled by this
body.
