SUBJECT: Recommendation to Approve Resolution for the
Application for Bicycle Funds to be Placed on Reserve
until Adoption of the city's Bicycle Master Plan
INTRODUCTION
This report recommends that the City Council adopt the attached
resolution approving the application for $29,936 in Los Angeles
County Metropolitan Transportation Authority (MTA) pedestrian and
bicycle funds to be used for implementing the bicycle
improvements per a Master Plan once one is adopted or for other
eligible uses.
BACKGROUND
Each year, the MTA (formerly the Los Angeles County
Transportation Commission) makes available to local agencies
funds specifically for pedestrian and bicycle facilities. These
funds, available under Article 3 of the Transportation
Development Act (TDA, Article SB 821) , are available to local
jurisdictions based upon each City's population proportionate to
the total population of Los Angeles County. In FY 1992-1993, the
City of Santa Monica received 0.967% or $29,936, of the total
funds available.
These funds will be held in a reserve account by the MTA until
adoption of the Bicycle Master Plan by the city council. The

Plan is currently being analyzed in an Environmental Impact
Report (EIR) . If and when the plan is adopted, these funds could
then be used to implement portions of it. These TDA funds must
be claimed for a specific project or placed in a MTA reserve
account by July, 1993 or the City will lose the funds.
BUDGET/FINANCIAL IMPACT
The recommendation presented in this report does not have a
budget or fiscal impact. The funds will be held in a reserve
account by the MTA until the City adopts the Bicycle Master Plan
or designates another eligible use for the funds.
RECOMMENDATION
It is recommended that the City Council adopt the attached
resolution approving the application for bicycle funds to be held
in a reserve account by the MTA until the City identifies a
specific implementation project.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA APPROVING THE APPLICATION FOR
BICYCLE AND/OR PEDESTRIAN FUNDS UNDER SB 821 AND
PLACING THE FUNDS ON RESERVE UNTIL ADOPTION
OF THE CITY'S BICYCLE KASTER PLAN
WHEREAS, SB821 provides that 2% of each county's total local
transportation fund be set aside annually and used to fund the
development of bicycle and pedestrian facilities; and
WHEREAS, the city of Santa Monica is elig1ble to receive
$29,936 of the total monies available for FY 1992-1993; and
WHEREAS, the city of Santa Monica desires to use the funds
available under SB821 to implement the City'S Bicycle Master Plan
after adoption by the City council or make other eligible
improvements,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Santa Monica agrees to designate
bicycle routes within the City in conformance with SB821 and shall
comply with the specifications of Caltran's Planning and Design
Criteria for Bicycle Facilities 1n California and the Regional
Transportation Plan in the construction of these bicycle routes.

SECTION 2. The City Manager, or his or her designee, is
authorized to act on the City's behalf and to apply for, and place
on reserve with the Los Angeles County Metropolitan Transportation
Authority, funds pursuant to SB 821.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolutlon, and thenceforth and thereafter the same shall be
ln full force and effect.
