SUbject: Recommendation to Authorize City Manager to
Negotiate and Execute a ~ease with the Federal
Aviation Administration for the placement of a
precision Approach Path Indicator (PAPI) on airport
property.
Introduction
This report requests the City Council to authorize the City
Manager to negotiate and execute a lease with the Federal
Aviation Administration for the placement of a Precision
Approach Path Indicator (PAPI) which will improve aviation
safety and reduce noise at the airport.

A Precision Approach Path Indicator (PAPI) is utilized by
pilots to provide vertical guidance on final approach to
land. The light s are directed at aircraft aligned on the
final approach to the runway. The PAPI is set at an angle of
40 degrees which is the steepest approach angle permitted by
the FAA. The PAPI also provides the pilot with an additional
landing aid when flying at night and during marginal weather
condit ions. The PAP I allows the pilot to make a high
approach into the airport reducing noise in the community.

The PAPI utilizes underground utilities and emits no noise,
vibration, fume s or other pollutants. The lights are
shielded to ensure compatibility with the ne.:.ghborhoods
located adjacent to the airport.
The lease term will expire in 2015, coinciding with the
expiration of the Airport Agreement with the FAA. The lease
has been reviewed and approved as to form by the City
Attorney.

The lease with the FAA is not for any monetary consideration
which is the standard for FAA installed facilities on
airports The FAA is providing full funding to install the
PAPI and is responsible for all maintenance of the facility.
Recommendation
It is recommended that the City Council authorize City
Manager to negotiate and execute a lease with the Federal
Aviation Administration for the installation of a Precision
Approach Path Indicator.
