SUBJECT: Recommendation to Approve Fee Increases for Woodlawn
Cemetery
INTRODUCTION
This report recommends that the city Council approve increases in
existing fees for graves, crypts, niches I and burial services
provided by the City's Woodlawn Cemetery.
BACKGROUND
Woodlawn Cemetery is operated by the City of Santa Monica and
provides an opportun1ty for c1tizens to purchase gravesites located
on the Cemetery grounds or crypts and niches in the mausoleum.
Although most of the purchases occur at the time of need, many
citizens choose to purchase in advance of future need. Included in
the purchase price of a grave, crypt, or niche is a fee for
endowment care (long-term maintenance of the site).
Woodlawn
personnel perform bur1al services as well as maintain the grounds
and mausoleum.
Fees for the various serv ices provided by the
cemetery were last increased in 1991.
DISCUSSION
The Cemetery is a City enterprise operation and is supported by
related
services.

operating the cemetery, however, operating expenses have exceeded
revenues over the last few years. The proposed fee increases will
provide additional revenue to offset current and future operating
expenses and capital improvements and are based on the market value
comparable to other cemeteries in the area.
Attached is a table comparing a majority of Woodlawn's current and
proposed fees to other cemeteries in the area. A complete list of
fees and services are included in the attached Resolution.
BUDGET/FISCAL IMPACT
Approval of the proposed fee increases w1ll generate an additional
$53,000 in FY 1994-95 revenue account 37-500-641-00000-0220-10000
and an additional $86,900 for revenue account 37-400-641-00000-
0221-10000.
RECOMMENDATION
It is recommended that the City Council: (1) approve the attached
Resolution increasing fees for the purchase of graves, crypts,
n1ches, and other services at Woodlawn Cemetery, and (2) increase
budget amount at account no. 37-500-641-00000-0220-1000 by $53,000
and 37-500-641-00000-0221-10000 by $86/900.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA REVISING THE FEE SCHEDULE FOR WOODLAWN CEMETERY
SERVICES
WHEREAS, the City Council may establish new fee
schedules from tlme to tlme for the price of property and all
services throughout the Cemetery, including the Mausoleum,
pursuant to Section 7308 of the Santa Monica Municipal Code; and
WHEREAS, due to increasing costs of operating the
Cemetery it was determlned that the fees for property and
servlces be lncreased,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The following fee schedule for property and
services at Woodlawn Cemetery and Mausoleum is hereby adopted and
effectlve as of July 1, 1994:
