SUBJECT: Recommendation To Direct Staff To Prepare an Emergency
Ordinance Amending The Earthquake Recovery Act Ordinance
To Expedite city council Review of certificates of
Economic Hardship Applications for Red and Yellow Tagged
Structures
INTRODUCTION
This report recommends the City council direct staff to prepare an
emergency ordinance to amend the existing Earthquake Recovery Act
Ordinance to facilitate city Council review of certificates of
economic hardship for landmark designated structures.
BACKGROUND
Prior to demolition of any designated landmark building, the
Landmarks Commission, or City Council on appeal, must approve a
certificate of econom~c hardship. This economic hardship process
..
could take up to ten months according to the procedures set forth
in the Municipal Code.
The ten month process presents difficulties especially in light of
the deteriorating condition of certain buildings damaged by the
Northridge Earthquake. Therefore I staff is recommending the
Council initiate an amendment to the Earthquake Recovery Act
Ordinance to expedite the review of economic hardship applications
