Improvements to the Charnock Contact Basin to stillion
Construction, Inc.
Introduction
This report recommends that the City Council authorize the city
Manager to negotiate and execute a contract for structural
improvements and repairs to the Charnock Contact Basin to stillion
Construction, Inc.,the lowest responsible bidder, in the amount of
$10S,236.00.
Backaround
Dur ing the FY 1992-93 budget process, the ci ty council approved
funding for improvements to the Charnock Contact Basin. This is a
metal enclosure over the preliminary water treatment plant for well
water at Charnock. All existing metal beams and structural
supports of the building have deteriorated. This condition is the
result of corrosion caused by the chlorine used in the water
treatment pond.
In addition, as a result of the January 17, 1994 earthquake, the
building shifted off the foundation, breaking all existing non-
structural fasteners attached to the siding and the foundation.
Also, the adjacent (six) 6-foot high concrete block wall fractured
and is tilting to one side.
The contract includes demolition of the existing building, and the

design and construction of a new metal building. The new
construction will incorporate the most recently adopted Uni form
Building Code specifications per FEMA funding requirements for
reimbursement of earthquake damaged buildings.
A Notice Inviting Bids was published on July 14 and 15, 1994, in
The Outlook, as well as in four construction journals. In
addition, bidding documents were sent to six woman/minority
business enterprise associations (WMBE) . Bidding packages were
requested by nine (9) contractors. The City Clerk's office
received three (3) sealed bids, which were publicly opened and read
aloud on July 27, 1994 by the Deputy city Clerk.
The bid results were as follows:
1. stillion construction, Inc. $105,236.00
2. Bremco Construction, Inc. $132,390.00
3. Shook Building Systems $138,067.00
city Engineer's Estimate.....$145,OOO.OO
The lowest bidder, stillion construction, Inc. , supplied the city
with five (5) references and all references reported that the
contractorrs work was satisfactory. The state Contractors License
Board verified that the contractor's license is current, active and
in good standing. None of the vendors who submitted bids are WHBE
firms.
Budqet/Financial Analysis
It is expected that a portion of the funding for this project will
be reimbursed by the Federal Emergency Management Agency (FEMA) and
the Office of Emergency Services (OES). The lowest bidder

estimates repair work to the foundation to be $22,304.00. It is
anticipated that 97.5% of this expense would be reimbursed by FEMA
and OES. It is recommended that the City council approve the
funding shown below at this time.

Recommendation
It is recommended that the city Council:
1. Award a contract for improvements to the Charnock Contact
Basin to stillion Construction, the lowest responsible
bidder, in the amount of $105,236.00.
2. Authorize the City Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instructions on change orders.
3. Approve the earthquake related budgeting as indicated above.
