This report requests t:he City Council to authorize the City
Manager to negotiate and execute a professional serVlces
agreement in the amount of $247,600 with Hodges & Shutt,
aviation planning ar..d consulting e:lginee~s , for design of
noise mitlgation and other improvements at Santa Monica
Airport
Background
A requesT: for qualifications (RFQ) to conduct plannlng and
engineering ..lork assoclated .-lith several projects at the
Airport was lssued to a variety of aviation consult:ing flr:rs
The proposals vle re reviewed with regard to such factors as
relative airport experience, technical expertise, references
frof'l prev:..ous cl:..ents, and affirma'C.ive action and DBE
participation.
Five responses to ~~e RFQ vlere received and reviewed. Hodges
& Shutt was ranked first because of their previous experience

designing airoort noise mitigation projects for general
aviation airports.
Discussion
The professional services agreement with Hodges & Sh'..ltt
encompasses complete engineering design and construction
management of the airport lmprovements. This includes the
upgrading of the airport lighting syst em, installation of
guidance signs, const~uction of a blast wa 11, construction of
a run-up enclosure and pavement repairs.

the FY1994/95 City Budget account number 33-710-631-20095-
8900-99032.
