SR-6J (14) TD:JFH:SG:jw/linesr Santa Monica, California Council Meeting: September 13, 1994 , 6J ~C~) TO: Mayor and city Council 1- FROM: city Staff SEP 1 3 199't SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute an Agreement with ATE Management & Service company, Inc. to Undertake a Line-by-Line Analysis of Transit Service Introduction This report requests that the City Council authorize the City Manager to negotlate and execute an agreement with ATE Management & Service Company, Inc. for a Line-by-Line Analysis of Transit Service. This project is undertaken by the Municipal Bus Lines every three years to obtain data required for the development of the triennial Short Range Translt Plan (SRTP) which is required in order to remain eligible for federal and state funding. Backqround Santa Monica Munlcipal Bus Lines ( SMMBL) is currently required to submit a complete SRTP every three years. Updates of selected information are required annually in the interim years. The Los Angeles County Metropolitan Transportation Authority (LACMTA), the Southern california Association of Governments (SCAG) and the Federal Transit Administratlon (FTA) require that the triennial SRTP contain a llne-by-line analysis of transit service. SEP 1 3 199It 1 6J I I , - This analysis includes a complete on/off passenger count for every trip on every route, a transfer count by route and on-board sample surveys of all routes to collect type of fare paid, origin and destination, and demographic data. The line-by-line analysis will be completed in March, 1995 and will be used in the development of the next triennial SRTP which will be submitted in FY 1995-96. The Transportation Department sent requests for proposals (RFP's) to 19 consulting firms, including subconsultants, that perform transit planning services. ATE Management & Service Company, Inc. was the only firm to submit a proposal. Three other conSUlting firms responded that their current workloads and staff requirements prevented them from submitting proposals. ATE's proposal was evaluated by Transportation staff based on the following criteria: 1) understanding of project requirements, including time and budget limitations: 2) responsiveness and thoroughness of proposal: 3) experience of the firm's personnel: and 4) past performance in conducting similar projects. After reviewing the proposal, Transportation Department staff recommends the selection of ATE Management & Service Company, Inc. to provide the requested transit planning service. ATE offers the technical ability to gather, process, and analyze data as well as present information in graphic formats that can be useful to Transportation Operations staff in the future. ATE has conducted 2 Santa Monica's Line-by-Line Analysis in the past and has performed satisfactorily. BUdgetary/Financial Impact The ATE proposal price for this project is $84,883. Transportation Development Act funds have been programmed for this project. Budgetary authorization for this expenditure is contained in Transportation Department Account Number 41-600-656-11801-5506- 25328. Recommendation City staff recommends that the city council authorize the city Manager to negotiate and execute an agreement ln the amount of $84,883 with ATE Management & Service Company, Inc. to prepare a Line-by-Line Analysis of Transit Services for the Santa Monica Municipal Bus Llnes.
