SUBJECT: Resolution Reciting the Fact of the Consolidated
Special Municipal Election Held On June 71 1994 and
Declaring the Result
Attached for City Council consideration is a
Resolution recitlng the fact of the Consolidated Special
Municipal Election held on June 7, 1994. As a result of this
election, a majority of the voters approved the following
measures:
Proposition D: Shall City Resolution No. 8685 (CCS) , "A
Resolution of the City Council of the City of
Santa Monica Approving the Adoption of the Civic
Center Speclfic Plan and Adopting a Statement of
Overriding Considerations II be approved?
Proposition E: Shall City Resolution No. 8686(CCS) , "A
Resolution of the City Council of the City of
Santa Monica Amending the Land Use and
Circulation Element of the City of Santa Monica
General Planll be approved?
RECOMMENDATION
It is respectfully recommended that the accompanying
resolution be adopted.

RESOLUTION NUMBER 8777
(City Council Series)
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA RECITING THE FACT OF THE
CONSOLIDATED SPECIAL MUNICIPAL ELECTION HELD ON
JUNE 7, 1994, DECLARING THE RESULT AND SUCH
OTHER MATTERS AS PROVIDED BY LAW
WHEREAS, a consolidated special Municipal Election was held in
the City of Santa Monica on June 7, 1994, as required by law; and
WHEREAS, notice of election was given in the time, form, and
manner as provided by law; voting precincts were properly
established; election officers were appointed; in all respects the
election was held and conducted and the votes were cast, received
and canvassed and the returns made and declared in the time, form,
and manner as required by the provisions of the Elections Code of
the State of California; and
WHEREAS, pursuant to Resolution Number 8727 (CCS) adopted
March 8, 1994, Beatriz Valdez, Registrar-Recorder of the County of
Los Angeles, canvassed the returns of the election and has
certified the results, to this City Counc1l, the results are
received, attached and made part hereof as Exhibit "A,"

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1- That the vote tota 1, as certified by Beatriz
Valdez, Registrar-Recorder of the County of Los Angeles, shall be
and hereby is approved and adopted as the formal vote count of the
City of santa Monica for said measures.
SECTION 2. That the whole number of votes cast in the City of
Santa Monica, except absent voter ballots, was 17,660. That the
number of absent voter ballots cast in the city was 2,975, making
a total of 20,635 votes cast in the City.
SECTION 3. That the measures voted on at the election were as
follows:
PROPOSITION D. Shall Clty Resolution No. 8685
(CCS) , !fA Resolution of the city Councll of the
City of Santa Monica Approving the Adoption of the
civic Center Specific Plan and Adopting a statement
of Overriding Considerations" be approved?
PROPOSITION E. Shall City Resolution No. 8686
( CCS) , "A Resolution of the city Council of the
City of Santa Monica Amending the Land Use and
Circulation Element of the city of Santa Monica
General Plan" be approved?

throughout the city.

Proqram Description Provides agency- and school-based counseling services for youth
and families, family advocacy/case management services for teen parents at Santa
Monica High School and Santa MOnica College. counseling, case management and
famIly advocacy at McKmley Elementary School, and tranSition groups for all fifth
graders in the Santa Monlca-Mallbu Unified School District

9.04.08.50.060 Property development
standards.
All property in the OP-2 District shall be
developed in accordance with the following
standards:
(a) Maximum Building Height. Two stories, not
to exceed 23 feet for a flat roof or 30 feet for a
pi tched roof. A "pitched roof" is defined as a
roof with at least 2 sides having no less than one
foot of vertical rise for every three feet of
horizontal run. The walls of the building may
not exceed the maximum height required for a flat
roof. There shall be no limitation on the number
of stories of any Affordable Housing Project, as
long as the building height does not exceed the
maximum number of feet permitted in this Section.
However, on ups loping parcels where the change in
elevation is 10 feet or greater from the finished
surface of the sidewalk adjacent to the property
line to the building line at the required rear yard
setback, maximum allowable height for structures
shall conform to the following:

( 1) One story 14 feet in height
(including parapets and rails) for the first 15
feet of horizontal distance on the parcel . measured
from the front parcel line. Maximum permitted

Council to provide that all ballots cast at the General Municipal
Election be counted at a central counting place; and
WHEREAS, the Education Code and the Elections Code authorize
the consolidation of the electl.on of members of the Santa
Monica-Malibu Unified School District Board of Education and Santa
Monica College District Board of Trustees with the General
Municipal Election;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. A General Municipal Electlon shall be held in the
City of Santa Monica on November 8, 1994, which is the election
required for purposes of electing three members of the city
Council, three commissioners of the Rent Control Board, four
members of the Santa Monica-Malibu Unified School District, and
four members of the Santa Monica Community College District Board
of Trustees.
SECTION 2. The ballots to be used at the General Municipal
Election shall be both as to form and matter contained therein such
as may be required by law.
SECTION 3. The City Clerk is authorlzed, instructed, and
directed to procure and furnish any and all official ballots,
notices, printed matter and all supplies, equipment, and

paraphernalia that may be necessary in order to properly and
lawfully conduct the General Munlcipal Election.
SECTION 4. The polls for the General Municipal Election shall
open at 7:00 a.m. on the day of the election and shall remain open
continuously until 8:00 p.m. of the same day when the polls shall
be closed except as provided in Elections Code section 14301.
SECTION 5. The notice of the time and place of holding of the
General Municipal Election is hereby given and the city Clerk is
authorized, instructed, and directed to give such further or
additional notice of the election in the time, form, and manner
required by law.
SECTION 6. Pursuant to Elections Code Section 17050, the city
Clerk is authorized, instructed, and directed to give notice of the
central counting place in the time, form, and manner required by
law.
SECTION 7. An election for members of the Santa Monica-Malibu
Unified School District Board of Education and the Santa Monica
College District Board of Trustees shall be consolidated with the
General Municipal Election. Separate ballots shall be provided for
those voters who reside outside the City of Santa Monica pursuant
to Elections Code section 23304.

SECTION 8. The city Clerk is directed to send a copy of this
Resolution to the Board of Supervisors of the County of Los Angeles
and to the Registrar of Voters.
SECTION 9. In the event the General Municipal Election is
consolidated with the Statew1de General Election on the same date,
the provisions of this Resolution, which are applicable only in the
event the election is conducted by the City, shall be of no force
or effect.
SECTION 10. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
