INTRODUCI'IC,~N This report recomnends that the City Council au~ho~ize the City Manager to negotiat~ and execute all grant-rela~ed documents with the California Offzce of Crimina~ Jus~ice P.~ann~ng (OCJP~ to receive grant funding Of f ~nder Pragram ~ SHO} . BACKGROUi~1D for the Santa Monica Serious Habitual The Office of Criminal Justice Planning (OGTP) is Lhe lead agancy r~sponsible fox-granting and add~ninistering ~unds tQ projects ur_dGr Senate BiIZ 2323, Chapter 144~ pa~sed in 1986. Selected projE~ts are required to develop an interagency task ~orce which w~il identify, ~rack, prosecute, and intensively supervise juveni?e serious habitual offenders (SHOs). The Santa Moica Police D~partment submitted a praposa7. to znitiate a three-year ST.30 Project. The proposal was approved and funded for a one-yzar cyc~e. We have successful.ly completed our first year and pursuant to ~C~'.JP°s procedures, second year funding can on~y be obtair_~d through the submission of an application and the executi~n o~ a Grar3.t Award Agreernen~ _ 1 • other functi~ris as directed by the Cflmmissifln, may serve on Commission cor,tr.tit~ees, and shall abide by the bylaws of the Cor.uaission. There shall be no limzt to the number of Commissianers Emeritus a~pointed to the Commiss~on, each af whom shaZl serve a twa year term as a Commissioner Emeritus. Un~.imited term renewals of Commissioners Emeritus can by made by the City Cauncil upon the recammendation of the Commission. SECTI~N 2. Any pravzsion of the Santa P~Ionica Municipal Code or appendices thereto inconszstent with the provisions af this Ordinance, to the extent af such inconsistencies and no further, are hereby repealed or madifl~d to that extent necessary to aff2ct the provisions of this Ordinance. SECTION 3, If any section, subsectian, sentence, ciause, ar phrase of this Ordinance zs for any reason held to be invalid or unconstitutional by a decision of any court of any competent jurisdiction, such decisian shall not affect the validity of th~ remaining portions of this Ordinance. The City Caunczl hereby declares that it =rlould have pass~d this ~rdinance, and each and every section, subsaction, sentence, clause, or phrase not declared invalid or unconstitutional ~•r~thout regard to whether any por~ion of the Ordinance ~aould be subseque~tly declared ~nvalid or 2 R , . uncanstitutional. SECTION 4. The Mayar shall sign and the City Clerk sha11 attest ta the passaqe of this Ordinance. The City Clerk shall causE the same to be published once in the official newspaper within ~5 days after its adoption. This Ordinance shall become effective after 3D days from its adoption.
