SUBJECT: Recommendation to Award Bid to Furnish and Deliver
Miscellaneous Stationery Supplies, Bid #2502
Introduction
This report concerns award of bid to furnish and deliver
miscellaneous stationery supplies at specified percentage discounts
plus applicable sales tax.
Backqround
In response to published Not~ces Inviting Bids (publ ished June 13
and 14, 1994) to furn~sh and del~ver miscellaneous stationery
supplies, in accordance with C~ty specifications, bids were
received and publicly opened and read on June 30, 1994. Proposal
forms were mailed to twelve vendors and notices were advertised ~n
accordance with City Charter and Municipal Code prov~sions. Six
proposals were received as follows:

Additionally, two other bids were received from American Office
Products and Advantage Data Business Products, Inc. which were non-
responsive because they dld not indicate a percentage of discount
from their regularly published price llsts as required in the bid
speclfications.
The items covered by this bld include a variety of stationery
supplles ordered on a repetitlve basis by all departments.
Bids were evaluated as follows:
1. Recycled products.
2. Full service office products distributor.
3. Desktop ordering.
4 . Percentage discount from manufacturer's Price List.
s. Delivery time after recelpt of order.
6. Vendor inventory.
7. Return policy.
8. On-line computer services.
9. Additional services available.
10. References - to determine quality of serVlce.
Based on the above criteria, Eastman/Offlce Depot offered services
in all areas. Eastman/Office Depot is the current supplier of
stationery products to the City and service has been above
satisfactory. In the area of recycled products, Eastman/Office
Depot publishes a separate catalog for those items, produces usage
reports as requested and has developed a standard order form used
by all City departments which references recycled products part

numbers in all areas where recycled products are ava~lable so that
recycled products can be ordered to the maximum extent possible.
Staff has evaluated the low bid and finds that it meets City
speclfications.
Budqet/F~nancial Impact
Fiscal Year 1994-95 approprlation authority for this purchase is in
the supplies expense accounts of various departments. As supplies
are ordered, they will be expensed against their accounts.
Recommendatlon
It is recommended that the award of Bld #2502 be made to Eastman/
Office Depot at specified percentage discounts, plus applicable
sales tax, as best bidder.
