SUBJECT- RECOMMENDATION TO APPROVE ALTERNATE ROUTE FOR A U S
CONSTITUTION DAY PARADE ON MAIN STREET
INTRODUCTION
The City's Event Management Team received a request to conduct a parade on a
route other than the City's authorized parade route (SMMC Section 4 08.580) for a
U S. Constitution Day Parade to be held on Saturday, September 17, 1994 The
following report descnbes this event and recommends approval of the alternate route
With conditions established by the Event Management Team
BACKGROUND
On March 29, 1994, the City's Event Management Team reViewed a request to hold
a parade on Main Street to celebrate the slgmng of the U.S Constitution The event
orgamzers hope to promote and instill the prinCiples of the Constitution In youth
The parade was onglnally proposed SIX years ago by the Main Street Constitution Day

Parade Committee. At that time, staff recommended a route that would lessen the
parade's Impact on the public transportation system as Main Street IS one of the
City's major transit routes The parade organizers were unable to complete
arrangements for the event, which was never held.
The route requested for 1994 IS the same route requested In 1988 It provides for
a staging area at the Rand Corporation parking lot with the parade starting at 9 00 am
In front of CIty Hall and proceedmg south on Main Street crossing the southernmost
City limits Into Venice The organizers plan a two hour parade from start to finish, not
Including stagmg time. ThiS Will affect 53 bus tnps on the Santa MOnica system
alone
The Santa MOnica Bus Lines affected are
Line #1/Santa Monica Blvd Runnmg north/south on Main Street
Line #2/Wilshlre Blvd Running east/west on HIli Street crossing Main
Street then traveling on Neilson Way
Line #7/PICD Blvd Running east/west on PICO Blvd crossing Main
Street
Line #8/0cean Park Blvd Running north/south on Main Street from Ocean
Park Blvd north
To minimize transit disruption, the Event Team proposed the follOWing three
alternatives:

1 Stage at the City owned Hentage Square Museum parking lot located
Immediately south of Ocean Park Blvd on Main Street and proceed south on
Main Street crossing the southernmost City limits This would eliminate the
Impact on the heavily traveled PICO line as well as the Ocean Park line by
reducing the Impact from 53 bus tripS to 21
2 Schedule the parade on the orlgmal route for Sunday, September 18th rather
than on Saturday the 17th This would Impact 37 rather than 53 Santa Monica
bus tripS durmg the requested time penod.
3. Use the City's authorized parade route on Ocean Avenue beglnnlng on Colorado
Avenue and proceedIng north to the City limits
The organizers, who believe that the message of the parade benefits from a starting
pOint at the seat of government, requested reconsideration of their route with the
provIsion that they would allow cross traffiC to proceed through the parade route at
frequent Intervals to minimize transit disruption Transportation officials have
indicated that this IS an acceptable option
Parade organizers have provided Information regarding support from merchants on
Main Street and the Ocean Park Community OrganIzation and expressions of Interest
from organizations planning to march m the parade. The U.S Constitution Day
Parade Committee orlgmally mdlcated that they would assume all City related event

costs, including the cost for Police services In subsequent discussions they have
IndIcated that they hope that the CIty wIll underwrite the costs The organizers plan
to make this an annual event, so precedents established this year will likely affect the
City In years to come
DISCUSSION
A parade on MaIn Street on a Saturday morning Will have a significant Impact on the
public transportation system and transit dependent Citizens Four Santa MOnica bus
lines and one MT A line are Impacted by the parade route request. Approximately 53
Santa MOnica bus tripS Will be affected Lines running on MaIn Street can be moved
to Neilson Way, although transit riders living east of Main Street may have difficulty
accessing buses dUring the parade Lines crossIng Main at PIca and Hill, two buses
every 15 minutes at each Intersection, Will have to be accommodated by breaking the
parade as traffic arrives at the intersections These delays may extend the duration
of the parade
BUDGET/FINANCIAL IMPACT
Police costs for the requested route are estimated at $ 5,700 Transportation Will
have to schedule an extra supervisor to adVise and assist patrons and two bus drivers
to stand-by If buses begin to fall behind schedule at an estimated cost of $500.
Funds must be appropriated from the General Fund Reserve Account. There Will also
be a loss of meter revenue on Main Street.

RECOMMENDA TION
Staff recommends that the City Council approve the U S Constitution Day Parade on
September 17, 1994 on the requested route, requiring parade orgamzers to limit Its
duration to two hours, Including frequent traffic breaks for bus crossing. It IS further
recommended that Council grant the request of the event organizers, appropriating up
to $6,200 to cover all City costs for the event, but encouraging the organizers to
select a route that will not adversely affect tranSit riders If the event IS repeated In
future years

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER 17, 1994 ON
A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE
WHEREAS, pursuant to Section 4.08 580 of the Santa MOnica Municipal Code,
the City Council may authorize a parade route as set forth herein,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That on September 17, 1994 at 9 00 am participants In the U.S.
Constitution Day Parade are authorized to conduct a parade along the follOWing route:
Staging at the Rand Corporation parking lot proceedmg south on Main
Street crossing the southernmost City limits
SECTION 2. PermIssion to conduct the parade IS granted upon the follOWing
conditions'
a. That parade units may not be brought to the staging area, the Rand
Corporation parking lot, prror to 6.00 a m on Saturday, September 17, 1994
b. That duration of the parade be limited to two hours, mcludlng frequent
traffiC breaks to allow buses and other traffic to cross the parade route.

c. That any service not provIded by the City such as barricading and comng
of streets and posting of directional signs be assumed and paid by the Organizers.
d That the Organizers notify all residents and businesses three blocks west,
east, north and south, as well as along the parade route, of the event and of alternate
traffic routes, after approval of the notIfication letter by the City.
e. That any and all permIts from the City of Los Angeles and County of Los
Angeles be flied With the City of Santa Monica pnor to the event date.
SECTION 3 The City Clerk shall certify to the adoption of this ResolutIon, and
thenceforth and thereafter the same shall be In full force and effect.
