SUBJECT: Resolution Approving the SUbmission of an Application
for 89 Housing Assistance Vouchers and certificates.
INTRODUCTION
The Department of Housing and Urban Development (HUD) through a
Notice of Funding Availability (NOFA) appearing in the July 11,
1994 Federal Register has informed housing authorities of the
availability of new Vouchers and certificates for the Section 8
Program. This report transmits for adoption a resolution
authorizing the submission of an application for 89 certificates
and Vouchers which reflects a 10% increase of our current
program excluding the Emergency Certificates and Shelter Plus
Care Certificates.
BACKGROUND
The Santa Monica Housing Authority administers two types of
federal rental assistance programs: (l) the section 8 Housing
Certificate Program and (2) the Section 8 Housing Voucher
Program. Both programs provide assistance to participating
households. As families move, the assistance moves with them
rather than being dedicated to the units. Both are based on the
tenant paying 30% of their adjusted income as their portion of
the rent.
The Santa Monica Housing Authority currently has an allocation of
667 Certificates and 225 Vouchers. AUG 0 9 19911

There are 1659 certificates and Vouchers available in the Los
Angeles area office of HUD. All housing authorities can apply
for Certificates and Vouchers. HUD will make the determination
as to which subsidy is made available.
Applications are due on August 25, 1994. The attached resolution
must be forwarded to HUD with the formal application. staff
believes that the Housing Authority has a good opportunity to
receive additional Vouchers and Certificates. Contingent upon
receipt of allocation, the Housing Authority will need to enter
into an Annual Contributions Contract (ACC) with HUD. The ACC
governs the use of the new allocation.
FISCAL/BUDGETARY IMPACT
Housing Assistance Payments for Certificates and Vouchers are
budgeted in section 8 Program Interfund Transfer account number
12-700-695-00000-7734-00000. If the application is funded by
HUD, Section 8 Program Interfund Transfer account number 12-700-
695-00000-7734-00000 will be increased by a maximum of $671,772.
The corresponding section 8 Housing Program Revenue Account
number 12-620-264-00000-0039-10000 will also be increased by a
maximum of $671,772. In addition, the section 8 Housing program
Administrative Revenue account number 12-620-264-00000-0038-10000
will be increased by a maximum of $69,420. Specific increases to
these three accounts will be recommended in the subsequent staff
report authorizing the City Manager to enter into an Annual
contributions contract (ACC) with HUD. The amount of increase to
each account will be specific to the actual number of
certificates and Vouchers awarded to the Housing Authority.

RECOMMENDATION
It is recommended that the Housing Authority adopt the attached
resolution authorizing the submission of the application for
additional Vouchers and Certificates.

A RESOLUTION OF THE HOUSING AUTHORITY OF THE
CITY OF SANTA MONICA APPROVING THE SUBMISSION
OF AN APPLICATION FOR 89 HOUSING ASSISTANCE
CERTIFICATES/VOUCHERS.
WHEREAS, the Department of Housing and Urban Development
is currently accepting applications from Public Housing agencies
for Section 8 Existing housing certificates and Vouchers, and
WHEREAS, the city of Santa Monica Housing Authority
proposes to apply for a total of 89 additional section 8 Existing
Housing Certificates/Vouchers which is justified by the application
waiting list and is consistent with the Comprehensive Housing
Affordability strategy (eHAS), for our area of operation,
NOW THEREFORE I THE HOUSING AUTHORITY OF THE CITY OF SANTA
MONICA RESOLVE AS FOLLOWS:
SECTION 1. The Executive Director is authorized to
submit an application on behalf of the City of Santa Monica Housing
Authority.
SECTION 2. the Secretary shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
