INTRODUCTION
ThlS report reconmends that Clty Counc~l authorlze the Clty
Manager to extend Contract No 7155 wlth Honeywell DMC (D~C)
for admlnistratlon and lnspectlon serVlces re~ated to the
Baysaver Retrof~~ Program for ~he perlod July 1, 1996 to
June 30, 1997. Th~s repor~ also requests a resolutlon to
lncrease the rebate for flushometer valve ~c~:et retrof~~s
BACKGROUND
Slnce lts l~p~eme~tatlon ~n December 1989, the Baysaver
Retroflt Program has replacea 38,400 resldentlal ~oilets
(multl-famlly and slngle fam~~y) a~d approximately 1700

Through the Baysaver Programl the Clty has acr.leved a
permanent reductlon In water usage and wastewater of 1 9
mllllon gallons per day (MGD) 1 representlng a 15 oercent
reduction in Santa Monlca's tota~ dally water denand ana a
19 percent reductlor. In average daily wastewater flows It
lS estlmated that ~he proJected 9 MGD permanent sewage
flow reductlon wll~ save the Clty approxlmately $9.S ~ll~lon
In avolded sewage treatment capaclty purchases from the City
of Los Angeles by the year 2002.
DISCUSSION
Prevlously, lt had been anticlpated that achlevement of the
Baysaver Program's residentlal retrofit goal would result In
the concluslon of the residentlal program at the end of the
1995-96 fiscal year. It was plaEned that the nonresldentlal
portion of the Baysaver Progra~ would contlnue to be offered
to Santa Monlca bUSlnesses until the 25 percent retrofit
goal was achleved. However, the recent ldentiflcatlon of
groundwater contamlnatlon at the Cl~Y'S prlmary water wel~
fleld and the resultlng closure of most of the wells has
necessitated that the Clty purchase more expenSlve i~ported
water from the Metropolltan Water Dlstrlct. Effectlve July
1, 19961 all ratepayers will pay for the hlgher cost of
lmported water through a s~rcharge added to the flrst two
tlers of t~e water connOdlty rate

Part1clpat1on 1n t~e ~c~resldent1al Baysaver Program has
been slower than part1c1pat1on 1n the res1dential program
because bus1nesses ~yp1cal~y nave llm1ted capital to 1nvest
1n the1r fac1l1t1es and water and wastewater charges rare~y
comprise a s~gn1f1cant port1on of a bus~~esses' overhead.
Also, the nonres1dent1al fl~shomecer va~ve t01lecs are ~ore
expensive than ncn-fl~shometer valve tOllets.
Instead of a
storage tank, the fl~s~ometer valve toilet uses a valve
directly connected to the water supply pl~~b1ng of a
building.

To st1ffiulate greater part1c1pat1on by the Santa Monica
bus1ness conmunity and to offset the hlgher cost for the
purchase and lnstallat10n of flushometer valve to~le~s, 1~
lS proposed that the C1ty increase the rebate to $150 for
each flushometer valve retrof1t a~d ma~n~a1n t~e $75 reba~e
for non-flushometer valve t01let retrof1ts_
The new reba~e
w1ll be available to bo~h res1dent1al and nonresident1al
water customers.
It 15 recommenaea that DMC rema1n t~e Baysaver Prcgra~

wlll be reduced fro~ a per retrofit rate of $37 to a rate of

It lS antlclpated that a maXlmum of 2,500 com~erclal and
3[000 resldentlal tOllets wlll be retrofltted durlng ~he
contract perlod from ~uly I[ 1996 to J~ne 30, :997 fer a
total contract payment of S165,000 DMC has provlded
processlng and lTIspecticr. serVlces to the Clty froID t~e
inceptlon of the Baysaver Program. Durlng thls perlod, t~e
level of customer serVlce and admlnistratlve support
provided by DMC has slgnificant~y contributed to the success
of the prograT. Scaff belleves that c~anglng contractors at
thlS Junct~re In the program would be dlsruptlve and
therefore recommends that a e~e year contrac~ be awarded to
DMC under the terms descrloed In thlS staff report
BUDGET/FISCAL IMPACT
Approval of the staff recomnendatlon wlll resul~ lE an
expenditure durlng FY 1996-97 not to exceed $165,000 from

WdEREAS, Sectlon 7200A of the Santa Monlca Munlclpal Code
provldes that the City Council may authorlze a Plumbing Flxture
Retroflt Program by resolution; and
WHEREAS, the proposed rebate of One Hundred Flfty Dollars
($150) for lnstallatlon of flushometer valve tOllets and/or
Seventy Flve Dollars ($75) for non-flusho~eter valve tOllets lS
an essentlal component for successfully l~plementlng a plumblng
fixture retroflt program, and
WHEREAS, the proposed rebate represents a strong
lnce~tive to elicit the voluntary replacemer.t of inefflcient
plumblng f1xtures;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF Sfu~TA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1
Effectlve lmmediately, all water customers,
tenants, lessees, and/or property owners wlll be eliglble for a
Seventy Flve Dollar ($75) rebate per tOllet upon retroflttlng
thelr existlng plumbing flxtures with ultra low flow non-
flushometer valve tOllets (maxlmum of 1 6 gallons per flush) and
low flow showerheads (maximum of 2 5 gallons per minute) A
tenant or lessee 1S ellgible for rebates, provldlng that the
appllcant has recelved wrltten authorlzatlo~ to perforrr the
retroflt from the owner of the property.
SECTION 2 Effectlve lmmed~ately, all water custoMeyS,
tenants, lessees, and/o~ property owners wlII be ellg~ble for a
One Hundred Flfty Dollar ($150) rebate per bathroom upo~
retroflttlng their existing flushometer valve plumbing flxtures
wlth ultra low flow flushometer valve tOllets (maximum of 1.6
gallons per flush). A tenant or lessee 18 ellglble for rebates,
providlng that the appllcant has received written authorlzatlon
to perform the retroflt from the owner of the property
SECTION 3 Upon verlflcatlon that a pluwbing flxture on
the property has been retrofitted wlth a non-flushometer valve
ultra low flow tOllet(s) and/or low flow showerhead(s), the
appllcant will recelve a Seventy Flve Dollar ($75) per tOllet
rebate check from the City.
SECTION 4. Upon verlflcation that a plumb1ng flxture has
been retrofltted wlth an ultra low flow flusnometer valve
toilet{s), the appllcant wlll receive a One Hundred Flfty Dollar
($150) rebate per tal let from the Clty.
SECTION 5. There lS no llffilt set forth for the number of
rebates which one person can recelve
SECTION 6. The flxtures must be lnstalled in a property
located 1n Santa Monlca Rebates wlll only be offered where
eXlstlng flxtures have been replaced Any new constructlon or
remodel proJect requlrlng a plunblng permlt for the replacement
of an eXlstlng toilet or an addition of a new tOllet w1ll not be
eliglble for a rebate
SECTION 7. No person who has been granted a rebate
because of the installat~on of any water conse~vatlon dev~ce
shall remove the deVlce without f~rst notifying the Clty of such
removal.
In the even~ of such removal, the Cl~y may reqUlre
re~mbursement In an amount equal to the rebate to be charged to
the customer1s water bill.
SECTION 8
The City Clerk shall certlfy to the adoptlon
of the Resolution, and thenceforth and thereafter the same shall
be in full force and effect.
