" . ~J MAY 11t 1996 RM JM kmb WP6 1-32596 Council Meeting May 14, 1996 TO Mayor and Members of the City Council FROM City Staff SUBJECT Authorization for the City Manager to negotiate and execute a contract renewal with Wllldan AssocIates to continue providing supplemental staffing for the Resource Management Department to manage the Multifamily Earthquake Repair Loan Program INTRODUCTION ThiS report requests authorization for the City Manager to negotiate and execute a contract renewal with Wllldan ASSOCiates to provide staffing to assist In managing the Multifamily Earthquake Repair Loan (MERL) Program BACKGROUND On October 25, 1994, the City Council approved the retention of Wllldan ASSOCiates to supply temporary, professJOnaJ staff expenenced In federal, state and local hOUSing programming policy for the purpose of prOViding qualIfied personnel to ensure the Implementation of the MERL Program The proposed renewal of the contract would result In the proVISion of necessary staffing for twelve months at a cost not to exceed $18,404 per month, or a total of $220.848 DISCUSSION The staff assistance prOVided by the staff of Wllldan ASSOCiates has been cntlcal to the realizatIon of MERL Program goals The abilIty of the CIty to continue to meet those MAY 1'1 1996 6 ' .- (~ - -~~ . goals until all applications have been processed, loans closed and reconstruction work completed reqUIres the contInued assIstance of Wllldan Associates staffIng WorkIng In conjunction with Resource Management Department personnel, Wllldan Associates has provided support In the preparation of template loan documents for all loan categories, the completIon of all envIronmental clearances reqUIred by the federal Department of Housing and Urban Development, fmallzlng commitments and clOSings of over 20 loans totalling more than $15 mIllion and provldmg detailed due diligence and techmcal ass/stance for the Program and loan applIcants as needed Wllldan Associates personnel have slgmflcantly assisted Santa MOnica In ItS earthquake recovery efforts It IS recommended that the City contmue Its aSSocIatIon with WlIldan Associates because ItS personnel have worked with the MERL Program since Inception and It would not be cost effective to make a change In staffing at thiS stage of Program ImplementatIon The renewal of the CIty's contract with Wllldan Associates Will ensure that the MERL Program IS adequately staffed with qualified personnel until Program completion, estimated to be In mld-1997 The effective date of the renewed contract wIth WIJJdan AssocIates, If approved, WIll be June 1, 1996 BUDGET/FINANCIAL IMPACT It IS requested that an additional appropnatJon of $220,848 be made and budgeted to account number 19-700-695-00000-4483-00000 ThiS would ensure that adequate funds are avaIlable under Program Administration to fund thiS activity " RECOMMENDATION It IS recommended that the City Council authorized the City Manager to negotiate and execute a contract renewal wIth W,IIdan AssocIates at a cost not to exceed $220,848 to prOVide staffing to manage the Multifamily Earthquake Repair Loan Program Prepared by Jeffrey P MathIeu, Director of Resource Management Keith M Breskln, Administrative Services Officer
