A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA REVISING THE CITY'S
WATER RATE STRUCTURE BY ESTABLISHING
A WATER SURCHARGE
WHEREAS, the Clty Councll may establishl amend of relvse
from tlme to tlme by resolution the rates and serVlce charges to
be charged for SupplYlng water serVlce to any customer, pursuant
to Sectlon 7.12.010 of the Santa Monica Munlcipal Code; and
WHEREAS, lt has become necessary to shut down certaln water
wells supplYlng water to the Clty'S customers because of a
contamlnant, and
WHEREAS, lt has become necessary to ralse addltlonal revenue
to purchase lmported water to provide contlnuous water serVlce to
the Clty'S customers.
NOW, THEREFORE I THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

A low-lncorne allowance wlll be offered to wa~e~
customers wlth lndlvldual water meters who quallfy for elther the
Southern Callfornla Gas Co. or Southern Callfornla Edlson low-
lncome asslstance programs. The low-lncorne allowance shall conslst
of walvlng the bl-monthly serVlce fee.
The low-lncorne customer
shall be responslble for paYlng the commodity rates.
SECTION 5. The water rate structure establlshed by.thlS
Resolutlon shall be appllcable to all water serVlce provlded by the
Clty of Santa Monlca Water D1V1S1on except as otherwlse provlded In
Artlcle VII, Chapter 2 of the Santa Monlca Munlclpal Code.
SECTION 6. The Clty wlll establlsh administrative remedles
conslstent wlth Santa Monlca Munlclpal Code Sectlon 7.16.080 for
those thlrd rate tler customers who can demonstrate that they have
taken all reasonable water efflclency measures to reduce water use
but stl1l flnd themselves In the third tier. Ci ty staff may
perform a water audlt for a customer and require the customer to
lInplement recommendatlons before rate structure adJustments are
made.
SECTION 7. The water rate structure as establlshed by thlS
Resolutlon wlll be effectlve on July l, 1996, or as soon thereafter
as admlnlstratlvely feaslble.

Re5olut1on Number 8188(CCS) 15 hereby repealed
as of the effet1ve date of thlS Resolutlon.
SECTION 9.
