Introduction
ThiS report concerns an award of bid to furmsh and deliver one (1) new and unused 1996
type III, slant side modular ambulance mounted on a new and unused 1996 Ford cut-away
10,000 GVW chaSSIS for the Fire Suppression and Rescue DIVIsion, Fire Department, m the
total amount of $84,183.08, mcludlng applicable sales tax.

In response to published Notices Invltmg Bids (published March 27 and 28, 1996) to furnIsh
and deliver one (1) new and unused 1996 type III, slant side modular ambulance mounted on
a new and unused 1996 Ford cut-away 10,000 GVW chaSSIS In accordance with City
specifications, bids were received and publicly opened and read on April 23, 1996. Proposal
forms were mailed to four (4) vendors and notices were advertIsed m accordance with City
Charter and MUniCipal Code provIsions. Three (3) proposals were receIved as follows:

This ambulance wIll be replacmg a 1 988 Ford dIesel powered, type II Stoner hIgh top
ambulance which IS bemg replaced due to age. The new ambulance WIll also be diesel
powered and IS consIstent wIth the CIty's reduced emISSIons fuel polley.
Staff has evaluated the low bid and finds that It meets City specifications

Capital Improvement Budget Program, account numbers 01-730-313~20095-8900~99069,
"Fire Vehicles Lease Payments" In the amount of $76,58288 and 01-730-312-20095-8900-
99487, "Replace Overhead Doors" m the amount of $7,600.20
Recommendation
It IS recommended that the award of SId #2563 be made to Ackerman Emergency Equipment,
Inc. In the total amount of $84,183.08. mcludmg applicable tax, as the lowest and best
bidder.

T~lS report recoromends that the Clty Councll authorlze the Clty
~anager to negctlate and execute a contract with Hardy Holzman
Pfel-Ifer ~cr ~he Maln Llbrary Master Plan and for the deslgn of
P:tase I - Interlor Remodel of the Maln Llbrary. The negotlated
fees for th~s contract shall not exceed one hundred flfty
thousa~d dollars ($150, aOO} .

unpo rt an t lnformatlon resource to the communlty, over 2,000
patrons use t~e serVlces 0= the Llbrary each day. The current
faClllty ~as undergone p~ysIcal and prog~ammatlc changes In order
to keep up Wlt~ publlC demands and new techrrologles. These
c~a~ges have occurred wIthout an overall roaster plan. As a

199'i. T~e proJect lrnprovements were to be funded by the Llbrary
Bc~d Fund and elP funds. A Request for Qual~ficatlons was lssued
for thlS ?roJect on July 13, 1994. A flnal select~on process was
condc.cted, and staff recommended Hardy Holzman Pfelffer as the
archl'c:ect\lral flrm to perform the work. The proJect was delayed
as a result of the Northrldge Earthquake and the requlred selSffilC
analysls of the structure. SelSffilC upgrades and cosmetlc repalrs
requlred due to earthquake damage wlll be part of a separate
contract.
The scope of work for thlS project 15 to be dlvlded luto two
segI'1.ents. ~he Maln L1brary Master Plan lncludes a bUlldlng
cc~dltlcns assessment, selSffilC strengthenlng conslderatlons,
a:-1alys~s of current use, antlclpatlon of future serVlces and
trer~ds , preparatlon of a space needs program, and development of
renovatlon and expanslon concepts, lmplementation plans, and cost

A separate staff report for earthquake repalrs lncludlng patchlng
and palntl~g and a portlon of the selSID1C strengthenlng wlll be
presented to Clty CounCll at a later date. Staff has determlned
that tnIS work should proceed and wlll not confllct wlth the
Phase I work descrlbed above. The Federal Emergency Management
Ager~cy ( FEJlfili} and the State's Offlce of Emergency Servlces are
expected to reunburse 100% of these costs. A request for award
of co~tract =or thlS constructlon wlll be submltted for Councll
approval lD August.

A Request for Quallflcatlons was lssued on July 13, 1994.
Responses 'were submltted by eleven (11 ) flrms. The RFQ' s 'were
evaluated by a reVlew CO~~lttee WhlCh lncluded the Clty
"Llbrarla:l, the ASslstant Clty Llbrarlan, the Clty Englneer, and a
C1VIl EngIneer.
7he reVlew CO~~lttee selected three ( 3) of those flrms to
partlclpate In an oral lntervlew. The three (3 ) lntervlews took
place on September 19, 1994.

na~dy Holzman Ffelffer. Thelr proposal and quallflcatlons best
