SUBJECT. RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING
GRANT APPLICATIONS FOR SENIOR NUTRITION
PROGRAM AND AUTHORIZING CITY MANAGER TO NEGOTIATE
AND EXECUTE CONTRACT UPON RECEIPT OF FUNDING
INTRODUCTION
This report recommends that the Clty Councll adopt the attached
resolutlon authorizlng the submittal of a grant appllcation to the
County of Los Angeles Department of Communlty and Senlor Cltlzen
SeYV1CeS for fundlng for FY 1996/97 and authorlzlng the City
Manager to negotlate and execu::e a contract w1th the County for
provlSlon of serv.:..ces to the elderly through the City's Senlor
Nutrltlon and Recreatlon Program
BACKGROUND
The Clty of Santa Monlca has been sponsoring the Senior Nutrltlon
and Recreation Program for the past n1neteen years Each year the
Clty 18 requlred to submlt an appllcation to the County for grant
fundlng The c-::.. or Congregate Meals Program provides
approxlmately 190 meals per day, Monday through Fr1day, at four
sltes L1TIcoln Park, Ken Edwards Center, Virglnla Avenue Park and
the Senlor Recreation Center, and approximately forty meals each
Saturday at tr.e SeDlor RecreatloL Center. The suggested donatlon
=or the Congregate Meal Program 1S $1.50 per meal, with an average

actual donation of $: 15 per meal
As of July 1994, the City subcontracted ltS Home Delivered Meals
Program to Westside Interfalth COurlC11 (Meals on W~eels) . ThlS
arrangement has proved to be a cost effective and productlve method
of provldlng thlS serVlce, glven the organlzation's experlence and
broader program lTI dellvering ~eals to homebound seniors. The Home
Dellvered Meals Program provldes approxlmately 54 meals per day,
seven days a week, for homebound senlors ln Santa Monlca.
Revenue for these programs comes from thlS grant, the Dnlted States
Department of Agrlculture, partlclpant donatlons and the Clty'S
General Fund. The Clty lS requlred to provide a minimum 15% local
matc~ for the Congregate Meals Progra~, and p~ovisions to do so are
already in place as lndlcated below.

RECOMENDATION

negotiate and execute a contract with the County for provision of
