Constitution Day Parade to be held on Saturday, September 14, 199B The followrng report descrrbes thIs event and recommends approval of the alternate route with conditions established by the Event Management Team BACKGROUND On January 30, 1996, the City's Event Management Team reViewed a request to hold a parade on Main Street to celebrate the signing of the U,S. ConstitutIOn. The event organIzers hope to promote and IOstlll the pnnclples of the ConstItutIOn In youth, Stagrng Will begin at 8:00 a m and WI" take place In the area that begrns at Colorado and MaIO and ends at the II Cham Reaction" sculpture north of the CiVIC AuditOrium The parade will start at 9.00 a m In front of the "Cham Reaction" sculpture and will proceed south on Mam Street crossmg the southernmost CIty limits into Venice. The organizers plan a two hour parade from start to fInish, not Including staging time. 1 HAV 1 ~ f996 bI --- The U S. Constitution Day Parade Committee has requested that the CIty once agam underwnte the costs for Pollee servIces DISCUSSION A parade on Main Street on a Saturday morning wIll have a significant Impact on the public transportatIon system and transIt-dependent cItIzens, Four Santa MOnica bus lines and one MT A line are impacted by the parade route request Approximately 53 Santa Monica bus tnps wIll be affected. Lines running on Main Street can be moved to Neilson Way, although transit nders hVlng east of Main Street may have dIfficulty accessing buses dunng the parade, Lines crossing Mam at PIca and HIli, two buses every 15 minutes at each intersectIon, wIll have to be accommodated by breaking the parade as traffic arrives at the intersections, Although, Transportation officIals have indicated that this IS an acceptable optIon, these delays may extend the duration of the parade The Event Management Team recommends that the parade begm near the CIVIC Auditorium and promptly proceed south, disbanding at or before 11 00 a m at the Southern CIty limits and not including a loop back to the CIVIC Auditorium, It IS not reasonable to preclude or Impede the normal busmess avaIlability of the CIVIC Audltonum to accommodate the Parade whIch has followed the recommended route and procedure for the last two years, 2 . .. BUDGET/FINANCIAL IMPACT City costs for the requested route are estImated at $3,150 Adequate funds are avaIlable In department budgets to cover these costs No additional appropriations are needed RECOMMENDA TION Staff recommends that the City CounCIl approve the U S ConstItution Day Parade on September 14, 1996 on the route descnbed herem, requmng parade organizers to limit Its duration to two hours, Includmg frequent traffic breaks for bus crossmg. CCS:BS/CC TGV:const96 sr Santa Momca, California City Council Meetmg: May 14, 1996 RESOLUTION NO. 9029 (City Council Senes) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER 14, 1996 ON A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE WHEREAS, pursuant to Section 4,08.580 of the Santa MOnica MUnicipal Code, the CIty Council may authorize a parade route as set forth herem, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS SECTION 1 That on September 14, 1996 at 9:00 a m, participants In the U,S, ConstItution Day Parade are authorized to conduct a parade along the followmg route: Staging at the "Charn ReactIon" sculpture north of the CIVIC AudItorium and proceedmg south on Main Street crossmg the southernmost CIty limIts where the parade will dIsband. SECTION 2. Permission to conduct the parade IS granted upon the following conditions a. That parade Units may not be brought to the staging area, Main Street between Colorado and the "Cham Reaction" sculpture, pnorto 8 00 a m. on Saturday, September 14, 1996. b That amplified sound IS not permitted before 8:00 a.m. and all speakers on the revlewmg stand must face the ocean, 4 ~. - "" 1 ~ c. That duration of the parade be limIted to a maximum of two hours, Includmg frequent traffIc breaks to allow buses and other traffIc to cross parade route. d. That any servIce not provided by the City, such as barrrcadmg and conmg of streets and postmg of directIonal sIgns, be assumed and paId by the Orgamzers. e. That organizers be responsIble for posting "Temporary No Parkmg" signs along the parade route at least 24 hours In advance and removing them Immediately followmg the parade, f. That all litter, horse droppmgs, and dlTectlOnal sIgns be cleared from the streets and sidewalks wlthm four hours of the close of the parade. g. That the parade disband at or beyond the Southern CIty limits on Main Street and not contmue or loop back mto the City. h. That an "Indemnity and Hold Harmless Agreement" be executed and returned to the Events Office by August 30, 1996 I- That If General Liability Insurance IS retained It will name the City of Santa Monica, members of the City Council, boards, commiSSIons, offIcers, agents, employees, and volunteers as addItional Insured. SECTION 3.
