June 11, 1996 TO: Mayor and City Council FROM: City Staff SUBJECT Recommendation to Award Bid to Furmsh, Deliver and Install Diesel Exhaust Extractors I ntroductlo n This report concerns an award of bid to furmsh, deliver and Install diesel exhaust extractors for the AdministratIon DIvISion, Fire Department, In the total amount of $160,488 20, Including applIcable sales tax Back!=lround This purchase will complete a two-year C,I.P project designed to Install diesel exhaust mitigation equipment on all sixteen (1 6) heavy fire apparatus The diesel exhaust equipment IS required to keep diesel particulates out of the stations, IIvmg areas and sleepmg quarters at the various fire stations, There are essentIally two types of dresel exhaust extractors avaIlable in the marketplace. One system uses hoses that reqUire manual hookup to the fire apparatus and reqUire personnel to operate the system each time a vehicle IS started up, The other type of system IS bUilt IOta the vehicle and does not reqUIre personnel to operate It as the exhaust IS automatically diverted to a filter canister JUN t 1 1998 - 1 - 61i - .. . Staff researched each type of system for effectiveness In eliminating diesel exhaust particulates, ease of use, safety of operation, cost of equipment and cost to operate the system Other cities were also interviewed about systems they currently use In reviewing both types of systems, It was determined that the t'no smoke" filtration system was supenor to the hose type systems currently available, as the diesel partIculates were not blown out the roof vents Into the nelghbonng atmosphere, but were contamed In the t,Iter canIster The system IS automatIc and does not require personnel to operate It This hoseless system was also determmed to be safer as there IS a danger of hoses being caught up on personnel or other equipment and being torn from the ceilmg Ward Diesel Filter Systems, Inc IS the sole source manufacturer of the "no smoke" filtration system and holds a United States Patent on their product No other manufacturer makes this type of filtratIon system. The other diesel exhaust systems are operated by hoses, not filters Staff received a quotation for this diesel exhaust extraction system In the total amount of $160,488 20, Ordinance Number 1743 (CCS), Section 5, paragraph 2 24,080 of the Santa Monica Municipal Code allows exception to competitive blddmg when Items are purchased from a sole source manufacturer Staff has evaluated the quotation and fmds that It meets City speCifications - 2 - Budllet/Flnanclal Impact Fiscal Year 1995-96 appropriation authOrity for this purchase IS In the Capital Improvement Budget Program, account numbers 01-730-312-20095-8900-99489 "Exhaust Extractors" In the amount of $61,000.00, and 01-730-312-20096-8900- 99489 "Install Exhaust Extractors" In the amount of $100,000,00 RecommendatIon It IS recommended that the award of bid be made to Ward Diesel Filter Systems, Inc In the total amount of $1 60A88. 20, including applicable tax Prepared By Pam Wortham, Purchasing Agent Diane Howell, Buyer 6/4/96 - 3 - -- -- -- -
