SUBJECT: Ordinances Adding Sections 3.08.43Q, 3.08.44a, and
3.08.450 to the Santa Manica Municipal Cade To Establish
Preferential Parkinq Zanes EE, FF, and GG
At its meeting on August 8, 1995, the City Council directed the
City Attorney ta prepare ordinances establishing three preferential
parking zones. In response to this direction, the accompanying
ordinances have been prepared and are presented to the City Counci~
for its cansideration.
The accompanying ordinances add Sections 3.08.430, 3.08.440,
and 3.08.450 to the Santa Mvnica Municipal Code establishing three
Preferential Parking Zones. Section 3.OS.430 is added ta establish
Preferential Parking Zone EE on Navy Street and Ozane Street between
Lincoln Boulevard and 7th Street and on Longfellow Street between
Ozone Street and Marine Street. Section 3.48.44Q is added to
establish Preferential Parking Zone FF on Strand Street between
Lincoln Boulevard and 7th Street. Section 3.08.450 is added to
establish Preferential Parking Zone GG on 7th Street between
Michigan Avenue and Pico Boule~ard. Parking in Zones EE and FF will
be prohibited between the hours of 8:00 a.m. and b:00 p.m., daily,
except by pernait. Parking in Zone GG will be prahibited at any time

Monday through Friday, except by permit. Al~ other provisions
applica~le to preferential parking zones wauld apply.
An initia~ study was prepared for each proposed Preferential
Parking Zone in accordance with the pravisions of the California
Environmental Quality Act. Based upon these initial studies,
negative declarations have been prepared. These documents are
attached to this Staff Report. Notice of preparation of the
negative declaratians was given in the manner required by law.
REC4MMENDATION
It is respectful~y recommended that:
1. The negative declarations be appraved.
2. Tha accampanying ordinances be introduced for first
reading.

CITY OF SANTA MONICA ADDING SECT~ON 3.0$.430
TO THE SANTA MONICA MUNICIPAL CODE TO
ESTABLISH PREFERENTIAL PARK~NG ZONE EE
WHEREAS, the Parking and Traffic Enqineer has received a
petition requesting establishment of a preferential parking zane on
Navy Street and Ozone Street between Lincaln Boulevard and 7th
Street and on Longfellow Street between Ozone Street and Marine
Street; and
WHEREAS, the petition has l~een verified to be signed by
residents Ziving in two-thirds of the dwelling units comprising not
less than fifty percent (50$) of the deve~oped frontage ~f the
proposed preferential parking zone; and
WHEREAS, the Parking and Traffic Engineer has undertaken such
studies and surveys deemed necessary to determine whether a
preferential parking aone should be designated in the area; and
WHEREAS, the City Cauncil is satisfied that the proposed area
meets the designation criteria set forth in Municipal Code Section
3.08.040,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF' SANTA MONICA
DOES ORDATN AS FOLLOWS:

SECTION 1. Section 3.08.430 is added ta the Santa Monica
Municipal Code to read as follows:
Section 3.08.430. Preferential ParkinQ
Zone EE.
(a) Tha following named and described
area within tha City shall constitut~
Preferential Parking Zone EE: Navy Street and
Ozone Street between Lincoln Boulevard and 7th
Street and Longfellow Street between Ozone
Street and Marine Street.
(b) Na vehicle shall be parked or
stopped adjacent to any curb in Preferential
Parking Zone EE between the hours of 8:00 a.m.
and 6:00 p.m. daily, withaut a permit issued
and displayed in accordance with this Chapter.
(c} Any vehicle parked or stopped
without a permit when required by this Section
may be removed from the street by any poliee
officer.
(d} The annual fee for each permit
issued for Preferential Parking Zone EE shall
be $15.00 per permit, or such other fee as may
be established fro~n time to time by resolution
of the City Council.

SECTION 2. Any provision of the Santa Monica Municipal Code
ar appendices thereto inconsistent with the provisions af this
Ordinance, to the e~ent of such inconsistencies and no further, are
hereby repealed or madified to that extent necessary to affect the
provisions of this Ordinance.
SECTION 3, If any section, subsection, sentence, clause, or
phrase of this Ordinance is for any reason held to be inva~id ar
unconstitutional by a decision of any court of any competent
jurisdiction, such decision shall nat affect the validity of the
rEmaining partions of this Ordinance. The City Council hereby
declares that it wou].d have passed this Ordinance, and each and
every section, subsecti~n, sentence, clause, or phrase not declared
invalid or unconstitutional without regard to whether any portion
of the Ordinance would be subsequently declared invalid or
unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk shall
attest to the passage of this Ordinance. The Gity Cxerk shall cause
the same to be published once in the of~icial newspaper within 15
days after its adoption. This Ordinance shall become effective
after 30 days from its adoption.

TO THE SANTA MONICA MUNICIPAL CODE TO
ESTABLISH PREFERENTIAL PARKING ZONE FF
WHEREAS, the Parking and Traffic Engineer has received a
petition requesting establishment of a prefarential parking zona on
Strand Street between Lincoln Boulevard and 7th Street; and
WHEREAS, the petitian has been verified to be signed by
residents living in two-thirds of the dwelling units comprising nat
less than fifty percent (50~} of the developed frontage of the
proposed prefarential parking zone; and
WHEREAS, the Parking and Traffic Engineer has undertaken such
studies and surveys deemed necessary to determine wheth~r a
preferential parking zone should be designated in the area; and
WHEREAS, the City Council is satisfied that tha proposed area
meets the designation criteria set forth in Mt~nicipal Code Section
3.08.040,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF 5ANTA MaNICA
DOES ORDAIN AS F~LLOWS:
SECTION l. Section 3.Q8.440 is added to the Santa Monica
Municipal Code to read as follows:

Zone FF.
(a) The follawing named and described
street within the City shall constitute
Freferential Parking Zone FF: Strand Street
between Lincoln Boulevard and 7th Street.
(b) No vehicle shall be garked or
stapped adjacent to any curb in Preferential
Parking Zone FF between the hours of 8:00 a.m.
and 6:00 p.m. daily, without a permit issued
and displayed in accar~ance with this Chapter.
(c) Any vehicle parked or stopped
without a permit when required by this Section
may be removed from the street by any police
officer.
(d} The annual fee for each permit
issued for Preferential Parking Zone FF shall
be $15.00 per permit, or such other fee as may
}ae established fro~ time to time by resolution
of the City Council.
SECTION 2. Any provision of the Santa Monica Municipal Code
or appendic~s thereto inconsistent with the provisions of this
Ordinance, to the extent of such inconsistencies and no further, are

SECTION 3. If any section, subsection, sentence, clause, or

declares that it wauld have passed this Ordinance, and each and
every section, subsectian, sentence, clause, or phrase not declared
in.valid or uncanstitutional without regard ta whether any portion
of the Ordinance wauld be subsequently declared invalid ar

SECTION 4. The Mayor shall sign and the City Clerk shall
attest to the passage of this ordinance. The City Clerk shall cause

since preparation of the first MEA. This section
addresses trends for the major environmental issue areas
such as transportatian/circulation and land use in a
single section of the dacument.
DISCIISSION
Tha fa~lowing discussion summarizes the changes made to sections of
the MEA along with a summary of the majar trends that hat~e been
abserved between the first, secand, and current MEA. Section 2 af
the MEA update includes a det~iled discussion of environmental
trends.
Cumulative Pr~jects
Gumulative prajects include development projects that have either
gained City approval or have been deemed completa for review by the
City. The cumulative projects sectian of the MEA is a crucial part
af the dacument because it is used as the basis of what is known as
the "future base". The future base consists of a} existing
~onditians (quantifi~d), plus, b) the cumulative, quantified
effects of proposed projects. Later, when other projects are
proposed in th~ City, their quantified impacts are addad on top of

TO THE SANTA MONICA MUNICIPAL CODE TO
ESTABLISH PREFERENTIAL PARI{ING ZONE GG
WHEREAS. the Parking and Traffic Engineer has received a
petitian raqt~esting establishment of a preferential parking zane on
7th Street betwean Michigan Avenue and Pico Boulevard; and
WHEREAS, the petition has been verified to be signed by
residents living in two-thirds of the dwelling units comprising not
less than f~fty percent (50$) of the developed frontage af the
proposed preferential parking zone; and
WHEREAS, the Parking and Traffic Engineer has undertaken such
studies and surveys deemed necessary to determine whether a
preferential parking zone should be designated in the area; and
wHEREAS, the City Council is satisfied that the propased area
meets the dESignatian criteria set forth in Municipal Cade Section
3.08.040,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES ORDAIN AS FOLLOWS:

(a) The following named and described
street within the City shall canstitute
Preferential Parking Zone GG: 7th Street
between Michigan Avenue and Pico Boulevard.
(~) No vehicle shall be parked or
stopped adjacent to any curb in Preferential
Parking Zone GG at any time Monday through
Friday without a permit issued and displayed
in accordance with this Chapter.
(c) Ar~y vehicle parked or stopped
without a permit when required by this Section
Ynay be removed from the street by any police
officer.
(d} The annual fee for each permit
issued for Preferential Parking Zone GG shall
be $15.00 per permit, or such other fee as may
be established from time to time by resolution
of the City Council,
SECTION 2. Any provision of the Santa Manica Municipal Code
or appendices thereta inconsistent with the provisions of this
Ordinance, to the extent of such inconsistencies and no further~ are
hereby repealed ar modified to that extent necessary to affect the
provisions of this Ordinance.

SECTION 3. If any section, subsectian, sentence, clause, or
phrase of this Ordinance is for any reason held to be inva~id or
unconstitutional by a decision of any court of any competent
jurisdictian, such decision shall not affect the validity of th~
remaining portions vf this Ordinance. The City Council hereby
declares that it wauld have passed this Ordinance, and each and
every section, subsection, sentence, clause, ar phrase not declared
invalid or unconstitutional withaut regard to whether any partion
of the Ordinance would be subsequently declared invalid or
unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk sha~l
attest ta tha passage af this Ordinance. The City Clerk shall cause
the same to be published once in the official newspaper within 15
days after its adoption. This Ordinance shall became effective
after 30 days from its adoption.
