SUBJECT: Recommendation To Adopt a Resolution to identify the city
of Santa Monica as a Transportation Partner by the Local
Government Commission's Center for Livable Communities
INTRODUCTION
At the April 23, 1996 City council meeting, the City Council
adopted a motion to support the City in becoming a Transportation
Partner with the Center for Livable Communities. In response this
staff report requests that the Clty Council adopt a resolution to
become recognized as a Transportation Partner by the Local
Government Commission's Center for Livable Communities.
BACKGROUND
The center for Livable Communities at the Local Government
Commission is participating in the Transportation Partners program
which was launched last year by the U.s. Environmental Protection
Agency (EPA) . This program supports community transportation
solutions across the country through information services,
technical assistance and recognition. Transportation Partners
works with citizens' organizations, local elected officials, local
government staffs and businesses to create choices for improving
mobility, efficiency and livability through the following three
approaches: community design; sensible economics; and technology

applications. Through this program the EPA is recognizing the
importance of local government policy on land use in helping to
solve critical environmental problems.
The Center for Livable Communities has invited the city of Santa
Monica to become a Transportation Partner. As a Transportation
Partner the city will be recognized as a national leader by the EPA
and will receive resource assistance from the Center for Livable
Communities.
BUDGET/FINANCIAL IMPACT
There is no budget or financial impact associated with this
proposed action.
RECOMMENDATION
It is recommended that the city Council adopt the attached
resolution identifying Santa Monica as a Transportation Partner
with the Local Government Commission's Center for Livable
Communities.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
IDENTIFYING SANTA MONICA AS A
TRANSPORTATION PARTNER
WITH THB LOCAL GOVERNMENT COHKISSION'S
CENTER FOR LIVABLE COMMUNITIES
WHEREAS, current patterns of land use in many communities
increase peoples' dependence on the automobile and are largely
responsible for the 2% annual increase in vehicle miles traveled
(VMT) in the U.S.; and,
WHEREAS, this dependence on the automobile results in
increased pollutant emissions, the loss of precious open space, the
need for building and extending costly roads and public services,
the inequitable distribution of economic resources, and the loss of
a sense of community; and
WHEREAS, appropriate mixed use, transit, bicycle and
pedestrian-oriented development and redevelopment can reduce auto
dependency and VMT, and create more livable and resource efficient
communities; and
WHEREAS, the city of Santa Monica has been identified by
the Local Government Commission's Center for Livable Communities,
as contributing to its jurisdiction's environment, economic health
and sense of community by adopting land use policies which

encourage transit, b~cycle and pedestrian-oriented development and
redevelopment; and
WHEREAS I the Center for Livable Comrnunltles provides
assistance to cit~es and countles through the U.S. EnVlronmental
Protection Agency's Transportatlon Partners program; and
WHEREAS, the Transportation Partners program supports
community transportation solutlons across the country through
information services, technical assistance and recognition; and
WHEREAS, cities that participate in the Transportat1on

Partners program receive recognition and support for their efforts
to improve their land use patterns and reduce their resldents'
dependence on the automobile; and
WHEREAS, the Center for Livable communities would l1ke to
recognize the city of Santa Monica as one of its Transportation
Partners; and
WHEREAS, this recognition comes without cost to the
participating jurisdiction;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1. The Clty of Santa Monica shall be identlfied
by the Local Government Commission's Center for Livable Communities
as a Transportation Partner.
SECTION 2. The Clty Clerk shall certify to the adoption
of this Resolution, and thenceforth and thereafter the same shall
be in full force and effect.
