BACKGROUND The City Council called a Special Municipal Election to be consolidated with the Statewide Primary Election held on March 26, 1996, to consider the fo11oT.~ing propos~t~ons "PROPOSITION L. Sha11 City Charter Section 2015C be added to the City Charter to increase the City's expenditure limitation for each fiscal year during the four year period ending March 25, 2000 by an amount equal ~- MAY f 4 ' ~ ~`~ ~ to monies rece~-ed pursuant to CZt~.• Charter Sect~an 2008 from o.oners ~n connection -~.-ith• tenar~t~approved canzrers~ons cf rental units and monies r2cea~,-ed pursuant to Charter Section 2008 ~n pretr~ous fiscal years and not yet expended?" Stewart, City Clerk Attachments: Resolution Exhibit "A" - Los Angeles County Registrar- Recorder Certificatzan of Canvass of votes 3 CA=f:atty~muni~laws\barry\elect.res City Council Meeting 5-14-96 Santa Monica, California RESOLUTION NUMBER 9p24 (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA RECITrNG THE FACT OF THE CONSOLIDATED SPECIAL MUNICIPAL ELECTION HELD ON MARCH 26, 1996, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW WHEREAS, a consolidated Special Municipal Election was held in the City of Santa Monica on March 26 I996 as required by Saw; and WHEREAS, notice of election was given in the time, form, and manner as provided by law; voting precincts were properly established; election officers were appointed; in all respects the election was held and conducted and the votes were cast, received and canvassed and the returns made and declared in the time, farm, and manner as required by the provisions of the Elections Code of the State of California; and WHEREAS, pursuant to Resolution Number 8959 (CCS) adopted November 14, 1995, Canny B. McCormack, Registrar-Recorder of the County of Los Angeles, canvassed the returns of the election and has certified the results, to this City Council, the results are received, attached and made part hereof as Exhibit "A," 1 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the vote total, as certified by Conny B. McCormack, Registrar-Recorder of the County of Las Angeles, shall be and hereby is approved and adopted as the formal vote count of the City of Santa Monica for said measures. SECTION 2. That the whole number of votes cast in the City of Santa Monica, except absent voter ballots, was 17,360. That the number of absent voter ballots cast in the City was 3,366, making a total of 20,726 votes cast in the City. SECTION 3. That the measures voted on at the election were as follows: PROPOSITION L. Shall City Charter Section 201SC be added to the City Charter tv increase the City~s expenditure limitation for each fiscal year during the four year period ending March 25, 2000 by an amount equal to monies received pursuant to City Charter Section 2008 from owners in connection with tenant-approved conversions of rental units and monies received pursuant to Charter Section 2408 in previous fiscal years and not yet expended? 2 PROPOSITION M. Shall the City Charter be amended by adding Section 1908 to increase the City's expenditure limitation by $25,300,000.00 for each fiscal year during the four year period ending March 25, 2000, for the purposes of maintaining and providing increased police services, far aid to public schools, for maintaining basic City services, and for other specified purposes such as capital improvements and outlays far parks, street lighting, libraries and police facilities? SECTION 4. That as a result of the election, a majority of the voters did vote in favor of the measures which increase the City's expenditure limitation for specified City services and programs and in connection with tenant-approved conversions of rental units. As such, the measures were carried and deemed adopted and ratif ied. SECTION 5. That the City Clerk shall enter on the records of the City Council of the City, a statement of the result of the election showing: (1) the whale number of votes cast in the City; (2j the measures voted upon; (3) the number of votes given at each 3 precinct! and far and against each measure; and (4} the total number of votes given for and against each measure. SECTION 6. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
