This report recommends that Council approve a resolutIOn authonzmg the CIty Manager to apply

The Cahforma Arts CouncIl has ImtIated a new grantmg program made possible by funds
aVaIlable from the Arts LIcense Plate enacted m 1995 through Senate BIll 1571 These grant
funds are aVailable to local arts agenCIes III partnershIp WIth theIr local school dIstricts to develop
and Implement educatIOn programs III the arts Grants \\'111 be admimstered on a three-year cycle
and reCIpIents \'1'111 be ehglble for second and thIrd year funding upon reVIew and approval by the
Cahforma Arts Council The Cn)' of Santa MOllica Cultural Affans DIVISIon in partnership wIth
the Santa MOlllcaiMahbu Vmfied School DIstrict IS ehgIble for $20,000 under thIS program.
The purpose of the Santa rvloll1ca Arts EducatIOn Project (SMAEP) is to create a long-range plan,
one that promotes and plans for the utIlIzatIOn of commumty resources In a partnership that
makes the arts an mtegral part of the core curriculum of every school in the Santa ~WnaY9W6

be consIdered an Integral component of a well-rounded K-12 curnculum and as a tool to develop
future arts audIences has been a pnmary concern of both the onginal Master Plan and Update
cultural planmng processes" The Update urges the Arts CommissIOn's Arts EducatIOn
CommIttee and the Dlstnct to "determIne the scope of a comprehensive arts educatIOn program
and compare It \\"lth the 1996 State"V'lde VISUal & Performmg Arts Framework, and to develop
a budget for the ImplementatIOn of the recommended comprehensIve arts educatIOn program "
In addltlon. m 1993 the Dlstnct conducted ItS own survey and Illventory of visual, performIng,
and literary arts m the Santa .\1omca/Mahbu Umfied School Distnct As part of this process,
admInIstrators from every school III the Dlstnct responded to a detailed questIonnaIre cIrculated
by the DIstrIct' 5 Office of CUrrIculum and InstructIon The results of the survey of arts education
programs at each school confirmed the needs delmeated III the Cultural Arts Master Plan.
The CIty must submIt a formal applIcatlon for the ne"v grant funds to the CalIfornia Arts CouncIl

1- History, Purpose and Goals of the Applicant Organization
The Santa MOnIca Cultural Affairs DIVISion IS the largest smgle proVIder of arts servIces
for the CIty of Santa Momca. It 15 also the leadmg local advocate for ongomg support for the
arts before all CIty agencIes and In the pnvate sector. The miSSIon of thIS agency IS to fosrer and
carry out the role of the CIty m ennchmg the lIves of Its ClUzens through exposure to the
performmg. VISUal, hterary, and medIa arts.
The Cultural AffaIrs DIVISIon was established m 1982 by the CIty of Santa Moruca
speCIfIcally to plan and Im.plement arts programmmg 1D Santa Momca. The Cultural AffaIrs
DIVISIon IS one of five dIVISIOns of the City'S Comrnumty and Cultural ServIces Department
(CCS). Though the Cultural AffaIrs DIVISion 15 accountable to CCS and, ultimately, to the Santa
Momca Cny Counell, the City Councll has appomted a 13-member Arts ComnnsslOD that acts
as a volunteer adVISOry body for the Cultural Affarrs DIVISIon.
The DIVISion carnes out Its mission by faellnatmg and mamtammg successful arts
programs m Santa MODIca and by helpmg to create tnnovatlVe new programs In conjunctIon WIth
the CIty's commUnIties, programs whIch help ensure the highest level of artIStIC expreSSIOn and
appreciatIon.
The Santa Monica Arts EducatIon Project (SMAEP) IS a basic expreSSIon of the
DIVlSlon's mISSIon and goals' the PrOject will mcrease accessIbihty to the arts for the children
who attend Santa Momca' s schools WIthOUt a coherent, workable plan for rethInkIng arts
educatIon and the way In whIch the commumty makes the arts part of the core currIculum for
all students m Santa Maruca's pubhc schools, the City IS ill real danger of denymg thl!i:
generanon an opportunIty to expenence first-hand -- and ill a me:mmgful way -- the creatIve
power of the arts Santa MOllIca's Cultural Arts Master Plan calls for a new approach to arts
educatlon One of the Master Plan's goals for the communIty IS "to create and facilItate arts
educauon programs that mtegrate schools, arts organIzatIons, the Arts CommISSion, and
commumty volunteers" m a collaboratIve process.
2. Historv of Collaboration
Smce 1990 the DIVISIon has been collaboratmg WIth the Santa Momca-Mallbu Unified
School DIstrICt to Implement several arts educatIOn programs for students 10 Santa Maruca pubhc
schools. mcludmg after-school arts programs, artIsts-tn-resIdence, and cultural fIeld trIpS.
TheIr collaboration mtenslfIed m 1992 as several members of the DlStncfs admml!i:trauon
partICIpated In the formulatIon of the Cuy's Cultural Arts Master Plan, an effort that was
spearheaded by the DIVISIon. A member of the School Board sat on the Plan's ongInal Steenng
CommIttee, and the DIStrICt'S ASSIstant Supenntendent of EdUcatIOnal ServICes and Arts
Consultant both partiCIpated 10 the process of updatmg the Plan's arts educatlon components.
As a dIrect result of the updatmg process and an accompanymg effon to Implement a
comprehenSIve artist-m-resldence program for the School Distnct, the DIVISion and the DIStrict
agreed to work together to create and Implement the SMAEP.
The DiVISIon and the DIStriCt. through theIr deSIgnated representatives, will collaborate
at several levels on SMAEP. At the pohey level. a Steermg CommIttee composed of
representatives of the DIStrIct and of the Arts ComrrnsslOn's Arts EducatIon CommIttee
(mcludmg communIty members, teachers, admlIDstrators, prmcIpals. students, and artISts) will

be empowered to make basic declSlons on the Project's directIon. At the adnufilStranve level,
the DlvIsIon will bear pnmary responsIbilIty for overseemg the mechanICS of puttIng the Project

3. Needs Assessment
In February 1992 the DIvlSlon engaged the services of AMS Planrung and Research
consultants to formulate the first long-range Cultural ArtS Master Plan for the CIty of Santa
Momca. Under the directIon of the Master Plan Steenng Comnuttee, the process began With a
town meetmg at which the publIc was mvIted to asSist m settmg the agenda for the study. To
formulate the Master Plan. the Cultural Affairs DIVisIOn and AMS used an extensive program
of pnmary market research that relIed heavIly on public Interaction, mcludmg focus group
dISCUSSIons and mtervlews WIth key leaders and surveys of arts and cultural orgamzatlons,
programs, educators and mdIvIdual artIsts m the area. The Steermg Commlttee used thIS data
to develop goals for a umfied cultural plan for the CIty. The plan was approved by the Cultural
Affairs DIVISIon and the Commuruty and Cultural ServIces Department m August 1992 The
SteerIng CommIttee was reconvened m 1995 and AMS undertook a comprehensIve Update of
the ongmal Master Plan, which wIll be released m Apnl 1996
Both the ongmal Master Plan and the Update call for the commuruty to address the need
for arts educatIon m Santa Moruca's public schools "The cntlcal need for arts educatlon to be

of the local arts commuruty. WhIle educators and school admInIStrators assumed that there would
be a natural and organIC connectIon between the publIc schools and the arts commuruty, It hasn't
happened. Now the DIstrIct and the CIty must remvent the relatIonshIp between them. creaung
a collaboratIve program that can demonstrate how to take full advantage of the arts resources
that a communIty has to offer
The purpose of the Santa Moruca Arts Education Project IS to create and test a blueprmt
for thIS collaboratIve program, one that utIlizes commumty resources m a partnershIp that makes
the arts an mtegral part of the core currIculum of every school ill the Santa Momca/Mahbu
Umfled School DlStnct. By dOIng so, the Project WIll not only dIrectly meet this pressmg need
m Santa MOnica, It can serve as a model, demonstratmg a collaborative process for derermmmg
a comprehensIve arts educatIon plan for other school dIStrICts and ClUes.

4. Project Description
Goal: The long-range goal of the Santa MOllica ArtS Education Project IS to Implement
a comprehensIve collaborative program that wIll make the VISUal. performmg and lIterary arts
a part of the core curnculum of the schools ill the Santa Momca/MalIbu Unified School DIStrIct
Ob1ectives: The Project's objectives lllclude:
a Convene a Steermg CommIttee to oversee SMAEP's creatIon. lIDplernematIon,
and evaluauon
b Hue an mdependent FacIlItator to work WIth the commUnIty, the DIstrict and the
DIvlSlon to develop a comprehensIve plan for SMAEP, including a pilot program
C Secure Dlstnct and Arts CommIssIon approval for the SMAEP plan and pIlot
program
d. Implement the SMAEP pIlot program In five selected DIStrIct schools
e Implement the SMAEP pIlot program III ten selected Dlstnct schools
f Implement SMAEP, WIth necessary modifICatIons, m all fifteen DIstrICt schools
Timetable: At the outset of SMAEP, the Steenng CommIttee wIll work WIth the
FaCIlItator to establIsh a tImetable, procedures and budget for meetIng each obJectIve. ThIS will
form the baSIS for the contract between the CommIttee and the FacilItator. In order to ensure the
success of the resultIng program, SMAEP WIll be a fIve-year multi-phased process that wIll
create a tested. comprehensIve plan for Implementmg an arts educatIon program throughout the
District
Phase One: The Project's fIrst Phase wIll last approxImately a year. Dunng that tIme,
the SteerIng Commmee WIn be convened and the FacilitatOr will be hrred. The CommIttee wtll
work WIth the FacIlItator to develop a VISIon statement for SMAEP. Usmg the VISIon statement
as Its basiS _ a draft of a detaIled plan for SMAEP WIll be collaboratively developed by the
cornmumty. the DISrrtct and the Arts CommISSIon.
Phase Two: Dunng the second or "Pilot" Phase. WhICh WIll last two years, the draft plan
wIll be used to implement a pilot verSIon of SMAEP m five selected DIStrIct schools (two
elementary. two mIddle, and one hIgh schooL all III dIfferent commumtIes) and the results wIll
be closely momtored by the Facllnator and the Steermg Commlttee. After fIrst year of the Pilot
Phase. the program WIll be evaluated and modIfIed, and durmg the Phase's second year It wIll
be pIloted agam at the same fIve schools. At the end of the Pilot Phase, a full arts educatIon
program WIll be ready to begm to be Implemented
Phase Three: The ImplementatIon Phase WIll also last two years, and It will see a full
arts educatIon program put IDto place. first at ten schools m the DIStrIct and, during the Phase's
second year. ID all fifteen DISUlct schools. Once agam. the plan's Impact on the schools will be
momtored and assessed by the FaCIlitator and the Steenng CommIttee at the end of each year,
WIth recommended modIfICatIOnS that WIll enhance Its ImplementatIon At the end of thIS thIrd
and fmal phase, the Steenng Commlttee WIll Issue a report on SMAEP WIth recommendatIons
for Its future ImplementatIon III the DIStrIct ThIS can serve as a model for other school dIstrICts
across the country.
Steerine Conunittee: The ProJect's Steermg CommIttee will be assembled by the CIty'S
Cultural AffaIrs AdmInIstrator and the DIStrIct's AsSIstant Supermtendent of EducatIOnal
ServIces. who WIll be workmg together to coord mate all aspects of the ProJect. The ten to

thIfteen members of the Steenng CommIttee wIll Include people who have served on the Arts
CommIssIon and Its Arts EducatIon Committee; parents, students, teachers, and arnsts who have.
through the Master Plan update plOcess, demonstrated thelf Interest 10 arts educatIon,
admInIstrators and educators from the DIstnct, and representatIves from local arts organIzatIons
who have expressed a desIre to work WIth the school system or who are presently workIng WIth
the school system.
Administration: WhIle the Steenng CommIttee wIll set the ProJect's polIcy and momter
Its progress, the two Project Coordmators -- a representative of the Santa Momca Cultural
AffaIrs DIVIsIon and a representauve of the School DIStrict -- wIll have the day-to-day
responsIbIlity for the Project. WIth Steermg CommIttee mput and approval, the Coordmators WIll
draw up and ISsue a Request for Quahflcauons as part of the search for a FacIlItator for the
Project. After revIewmg qual1fIed candIdates, the CoordInators wIll make a hmng recommenda-
tIon that wIll be raufIed by the CommIttee.
Vision Statement: The FacIlItator's fIrst task wIll be to work WIth the Steermg
Committee to develop a statement about the role and mISSion of arts educatlon III Santa Momca
schools, one that encompasses the entIre communIty In a collaboratIve approach to makmg the
arts part of the schools' core curnculum.
.c' lrticipation: The Faclhtator, along WIth the DIstrICt's Arts Consultant and
a representatIve of the DIVIsIon, will meet as a group WIth parents, teachers, students and
admmIstrators from each school m the DIStnct. Whenever possIble, these will be part of already-
scheduled meetmgs of vanous support organIzatlOnS at the mdlvIdual schools, mcludmg newly
formed InqUiry Groups developed as part of the DIStrICt'S major grant from the Annenberg
FoundatIOn. Those who attend these meetmgs WIll have been preVIously nOtifIed that a pornon
of the meetmg wIll be devoted to developmg a comprehensIve arts education plan for the
DISUIct At the meetmg Itself, the Faclhtator WIll make a bnef presentatIon about SMAEP and
ItS VISIon Statement. as well as about the plannIng process and what It will accomplish. The
FacIlitator wIll then solIcIt mput from those 10 attendance, askIng for speCIfIC suggestIons for
SMAEP and about how the arts can be Incorporated Into that partIcular school's core currIculum
Each school WIll be asked to buIld a pnoruy lIst and a consensus for aCtIon In Its own
community .
The FaCIlItator wIll also meet WIth representatIves of a number of dIfferent Santa Mornca-
based arts orgamzatIons (mc1udmg museums, gallerIes, dance companIes, theater companIes,
mUSIC ensembles. performance spaces, deSIgn studlos and medta productIon faclhties) to gam
the benefIt of theIr InSIght 1010 how to create a new relatIonshIp WIth the local arts commumty,
one that WIll for the first tIme uul1ze the community's neh and vaned arts and cultural resources
III teachmg all the arts dlscIplmes III local publIc schools.
Planning and Pilot Program: Based on these dISCUSSIOns, the FaCIlItator wIll draw up
a draft plan for meetmg the needs artIculated by the commumty, moorporatmg local arts
resources mto educatIon programs suggested by teachers, parents, admmlsrrators, students,
artIsts and other communIty members, and bearmg ill mmd the budget parameters establIshed
by the DIStrICt for Its schools
The plan WIll call for the ImplementatIon of a pilot verSIOn of the program at five
selected DIStrlct schools durmg the Second Phase, laymg out steps to be taken to reach the
obJectlves of the State's VIsual and Performmg Arts Framework of CalIforma PublIc Schools.
The draft plan WIll be CIrculated through the schools and theIr commumties and then

dIscussed by the Steering CommIttee. Once a verSIOn has been approved by a consensus of the
CommIttee It wIll be submItted for ratIfication by the Arts CommIssIon and the School Board
Upon ratifICatiOn. the pliot program wlil be lTIlplemented.
At the end of the pilot program's fIrst year, the FacilItator wtll work WIth the Steenng
Committee to construct a modIfied pilot program. ThIS reVIsed program will be Implemented
In the same fiVe schools for a second year. At the conclUSIon of thIS Pilot Phase, the Facllltator,
workIng WIth the Steenng CommIttee, WIll have developed a full-scale program to be
Implemented throughout the DIStrlCt.
Implementation: Durmg the two years of the Implementation Phase, the full arts
educatlon program WIll be put mto place and mOnItored closely by the FacIlItator and the
Committee. In the first year of the Phase, It will be mtroduced at ten DIStrIct schools and, WIth
the necessary modIfications approved by the CommIttee, It will be Implemented DIstrIct-WIde
dunng the Phases' s second year. WhICh WIll also be the fifth and fmal year of the Project. At
the Project's conclUSIOn, the CommIttee WIll recommend an arts educatlon program for adoptIon
by the Arts CommISSIon and School Board. WIth the program"s formal adoption by the
CommISSIon and the Board. It WIll become part of the DIStrICt's core currIculum and plans. After
makmg ItS fmal recommendatiOns, the CommIttee wtll turn over full responsIbilIty for the
program's ImplementatIon to the DIStrICt.

5. Partnership Description
PartnershIp actIvltIes WIll extend from the SteerIng CommIttee to the admllilstratlve
overSIght of the planmng process to the actual creatIon of SMAEP Itself As descnbed above,
representatives from the DIVISIon and the DIstrIct wIll work together as partners to create the
Steenng CommIttee, hIre the FacIl1tator, organIze and attend all the planmng meetIngs, gUlde
the work of the FacIlItator, reVIew drafts of the plan for the arts educatIon program, help secure
approval of the program's plan, Implement the program on a pilot basIS, reVIew and assess the
pIlot program. and secure approval to Implement the program throughout the DIstrIct.
In thIS multI-faceted partnershIp. the D1vlslon wIll bear prImary responsIbIlIty for servmg
as lIaIson WIth City government and the local arts commuDIty, and the DIStrICt will be the lIaISon
to the schools and local education resources. Together, the parmers WIll approach local
busmesses and foundatIons to secure pnvate sector support for the program's Implementation.
The parmershlp extends to the daIly actIvItIes necessary to plan and Implement the
program The DIvIsIOn"s Cultural Affairs AdmInIStrator and the District's AsSIstant Supermten-
dent of EducatIOnal ServIces WIll serve as the Project Coordmators. They will work closely
together to supervIse all Project staff and the FacilItator and to make sure the plan and the
resultIng program receIve all necessary approvals from the School DIstrIct and the Arts
CommISSIon At the support staff level, the DIVISIon's Admmistrative Analyst WIll partner with
the DIstrICt'S Arts Consultant to orgaruze and attend all plannmg meetmgs at the DIStrICt'S
schools. They wIll act as pnmary contacts WIth the FaCIlItator and wIll have dally responsibilIty
for seCUrIng all resources for the planmng process and for makmg sure that timetables and

milestones are met. Durmg the Pilot and Implememauon Phases, they will contmue to work
dIrectly With the Facilitator to mOnItor the program's effectlveness, alert the Project
Coordmators to any deviatIon from the planned program, and put Into place any recommended
modificatIon to keep the program on track Support staff Will also ensure that copies of the plan
and all reports are distrIbuted to all Steenng Commmee members and to appropnate DiViSion
and DistrIct staff m a tunely fashIOn

Local artiSts and other communIty arts resources wIll play an important role In creatmg
and implemennng SMAEP. They wIll not only be selected by the Project Coordmator to Sit on
the Steenng CommIttee, they WIll also proVide mput at the school-based plannmg meetmgs. It
IS the polley of the Santa MOnIca Cultural Affarrs DIVISion to pay professIOnal anlsts whenever
they perform work for the DIViSIon. ThiS ProJect, however, presents the DIViSIon and the
DIStrIct WIth a urnque opportUnIty for parents who are artIsts to volunteer theIr tIme ill both the
plannmg and ImplementatIon of the arts educatIon program, thereby strengthenmg theIr
chIldren's schools and the communIty.
Through the ProJect's planmng process, the Steermg Committee wIll establIsh the cntena
and mechamsms by which local artiSts and other commurnty-based arts resources are recruIted,
qualIfIed, OrIented, and evaluated In any arts educatIon program Implemented under SMAEP.
7. Orientation and Staff Develonment Plan
Though staff development for educators IS not an element of the planrnng process of the
Project, the FacIlItator and all DIVISion and Dlstnct staff who do partICIpate m the creatIon and
pIlotIng of the arts educatIon program WIll receIve onentatIon and trammg from the Project
Coordmators and appropnate DistrIct personnel before startmg work. The Project Coordmators
wIll also be avaIlable on an ongOIng basIS to proVIde staff murnng and support, as reqUIred.
8. Demol!ranhics
The Project WIll serve the students of the Santa MOnIca/MalIbu UnIfIed School DIStrIct.
WIth over 10.000 students enrolled In pre-school through adult classes, the DIStrIct mcludes mne
elementary schools, three mIddle schools, two hIgh schools, one contInuatIOn hIgh school, and
an alternatIve school. The DIStrIct employs 500 teachers and support staff, all credentIaled, and
over half WIth master's or doctoral degrees. The DIstrIct's students and theIr parents come from
more than 50 naUons. 56% are WhIte. 27% Latmo. 9% AfrIcan AmerIcan, 7% ASIan, and 1 %
Amencan IndIan/PacifIC Islander/FIlIpmo (as of fall 1994). The student demographIcs change
m the DIStrICt'S hIgh schools, however, where 45% are whIte, 33% LatIno, 11 % AfrIcan
Amencan. 10% ASIan, and 1 % Amencan IndIan/PacIfic Islander/FllIpmo. WealthIer students
attend pnvate hIgh schools. lowerIng the average hIgh school student's famIly Income.
9. Evaluation
Among the FaCilItator's contracted servIces WIll be the preparatIon of progress reports
to be presented to the SteerIng CommIttee at each monthly meetmg. The Project Coordmators
WIll dISCUSS the ProJect's progress at least weekly. In addItIon, the Faclhtator, AdmmIStratIve
Analyst, and Arts Consultant WIll be reqUIred to meet weekly with at least one of the Project
Coordmators to dISCUSS the Project's act!vltles and resolve Issues that could Impede progress

\VHEREAS. the people of the State of CalIforma have enacted Senate Bill 1571 whIch
created the CalIforma Arts LIcense Plate III order to stImulate fundmg for arts programs
throughout the state. and
\VHEREAS. the CalIfornIa Arts CouncIl has Imttated the Local Arts EducatIOn Partnerslnp
Program to make partIal use of these flU1ds, and
WHEREAS. the CIty of Santa Momca Cultural AffaIrs DIviSIOn and the Santa
MomcalMahbu Umfied School District have collaborated to develop a process In which a plan
can be determmed to address the needs of the children In Santa Monica; and
