Introduction
ThIS staff report presents for CIty CouncIl consIderatIon a resolutIon amendIng the rules
regarding the conduct of City Council meetings such that the closed session IS held
after consideration of all other agendlzed Items and IS listed as the last Item on the
agenda
DISCUSSion
On January 28, 1997 the City Council directed staff to revise the resolution on the
conduct of cIty council meetIngs so the closed sessIon IS lIsted last on the agenda The
Council also dIrected that all Items be considered pnor to the council adJourmng to
closed session The attached resolution effectuates the change requested by the City
Council by amending Rule 6 which dictates the order of bUSiness Currently, Rule 6(a)
states that a closed session may be held between 6 00 P m and 7 30 P m or as part of
a staff administrative Item (9 Items) ThiS sectIon IS revised to state that the closed
sessIOn should be held after all publIC Items are consIdered and lIsted last on the
agenda

OF THE CITY OF SANTA MONICA AMENDING RESOLUTION 8525 (CCS) TO MODIFY THE
RULES OF ORDER AND PROCEDURE FOR CONDUCT OF CITY COUNCIL MEETINGS TO
REQUIRE THAT THE CLOSED SESSION BE HELD AFTER ALL OTHER AGENDIZED ITEMS
ARE CONSIDERED AND THE CLOSED SESSION IS LISTED AS THE LAST ITEM ON THE
CITY COUNCil AGENDA
THE CITY COUNCil OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS
FOLLOWS
SECTION I Resolution Number 8525 (GCS) Rule 6, sectIon (a), regardmg the order of
bUSiness of a CIty Council meeting, IS amended to read as follows
(a) Closed Session.
Closed Session should be held after all other agendrzed Items
are considered by the City Council Closed SessIon should be listed last on the agenda
