SR-6I (10) Utvtrn&t1F6973 elf ~ :r CCS BS MdH f cad/councll/reports/osp 114 Santa Monica, California Council Meeting February 25. 1997 FER 2 5 1997 TO Mayor and City Council FROM City Staff SUBJECT Recommendation to accept the Santa Monlca/Mallbu Education Foundation Commemorative Art Project for Installation on the Third Street Promenade INTRODUCTION This report details the status of the Santa Monlca/Mahbu Education Foundation commemoratIve art project and recommends that the City accept the work as a donation to the PublIc Art collectIon for InstallatIon on the Third Street Promenade BACKGROUND On May 20, 1996, the Santa MonlcalMallbu EducatIon Foundation presented Its request to the Santa Momca City CounCil to Install an artwork on the Promenade The CounCil directed the Education Foundation to work with the City Manager's Office and the Arts CommissIon regarding the proposal The Santa Momca/Mallbu Education Foundation IS a non-profit community organization wIth the goal of raising funds to support programs associated with the Santa Monlca/Mallbu Unified School District In order to create high VISibility for Its efforts and to maximize resources, the Foundation proposed the development and Installation of a public sculpture on the Third Street Promenade As a result, City staff met With representatives from the Education Foundation and Bayslde Dlstnct CorporatIon (BDC) management as well as the Arts Commission and Its PubliC Art Committee to define an appropriate artist selection process whIch addressed the concerns and needs of the Foundation, BDC, and City In the course of these meetings, the EducatIon Foundation made clear ItS goals for thiS project which Included donor VISibility. a strong statement to the community about the ~! FED 2 5 1991 Importance of educatIOn and communIty support for educatIon, artistIc and vIsual significance of the project, and appeal to prospective donors BOC representatives expressed the desire that the work not conflict With eXisting uses and structures on the Promenade. not block display Windows or restrict pedestrian flow Members of the Pul:~hc Art Committee and Arts Commission emphaSized the need for compatablllty With the eXisting publiC art on the Promenade, and that there be a fair and eqUitable selection process that would result In a qualIty art project City staff developed a Request for Proposals (RFP) that Incorporated these concerns The RFP was mailed to over 2,000 artists In Southern California All submiSSions were reviewed by a selection panel which Inlcuded the follOWing members a representative from ROMA DesIgn Group, BOris Dramov (architect, planner), a representative from the BOC Board of Directors. Herb Katz (architect). a member from the Central Business Dlstrlct, Sherry Kellogg. one member from the Santa MOnica Arts CommiSSion. Jorge Pardo (architect), two members of the board of the Santa MOnlca/Mallbu Education Foundation, Linda Gross and Ralph Mechur, and Santa MOnica artists Bruna Finkel and Kim Yasuda The panel selected four finalists each of whom were paid a stipend by the Education Foundation to further develop their proposals for presentation to the panel As a result of the final proposal presentations In September of 1996, the selection panel recommended that the proposal by Jacqueltne Dreagar be selected for Installation on the Promenade ThiS recommendation was approved by the Public Art Committee at their meeting which took place on September 24.1996, and approved by the entire Arts CommiSSion at ItS meetmg on October 21. 1996 The Arts CommiSSion requested that a more refined deSign be presented later for a final approval of the proposed artwork DISCUSSION The proposed Education Foundation art project consists of fourteen distinct elements installed separately or In clusters along the three blocks of the Third Street Promenade 2 Thirteen locations have been Identified on the attached site plan (Exhibit A) Not all of them will necessarily be used In some locations, several elements will be grouped together on one site, In others the elements Will stand alone Eight upturned school bells (30 Inches tall), created of bronze, aluminum, or cast concrete, serve as platforms to hold a vanety of objects allegOrically refernng to education's past, present, and future (Exhibit B) These whimSical cast bronze Items Include apples. computer mIce. and alphabet letters, among other articles (Exhibit C) Other pnmary elements of the work are SIX bronze stacks of books of varying sizes no taller than 46 Inches Together the elements combine to evoke a sense of community, a link between the educational experiences of the past and the present, and stress the Importance of education Bronze and aluminum plaques containing donor names Will be placed In strategic places on the top and Sides of the sculptures Corporate logos Will not be Included on the plaques Size and placement of these names Will correspond to the amount of money contributed to the Foundation Since October 1996, the selected artist. Jacqueline Dreagar. has been working with the Santa MOnlca/Mallbu Education Foundation to further refine the deSign The final deSign was approved by the Foundation at Its December board meeting, the BOC's Urban Land Use Committee on January 21, 1997, and the BOC Board of Directors on January 23, 1997 The BOC Board Instructed the Foundation to work With architect and planner BOriS Oramov from the ROMA DeSign Group to finalize a site plan before proceeding ThIS plan deSignating the speCifIC location of each sculptural element IS attached to thiS document The final refined deSign and site plan Will be presented again to the Arts Commission at ItS meeting on February 24, Immediately prior to CounCil conSideration FISCAL/BUDGETARY IMPACT Expenditures on thIS process totaled $2,085 from the Cultural Affairs DIVISion FY 1995/96 budget for artistiC deSign, printing and mailing costs excluding staff time Since thiS IS a proposed donation, all funding for artist fees. fabrication, and Installation of the art work Will come from the Santa Monrca/Mahbu Education Foundation No additIonal funding IS 3 anticipated from the City except for minor costs for ongoing upkeep of the work In the course of routine dally maIntenance of the Third Street Promenade which will be absorbed Into the eXisting maintenance budget (Solid Waste Management) After consultation with the artists, the Foundation, and BOC staff. It was determined that the work would require no special maintenance over and above the current maintenance of the Promenade Should extraordinary measures be required due to vandalism or damage to the artwork. costs would be absorbed by the Cultural Affairs DIVISion on a case-by-case baSIS RECOMMENDATION Staff recommends that the City Council accept the gift of the artwork by Jacqueline Dreager from the Santa Monlca/Mallbu Education Foundation for installation on the Third Street Promenade Prepared by Barbara Stinchfield, Acting Director Community and Cultural Services Maria LUisa de Herrera.
