ThiS report recommends that the City Council authonze the City Manager to negotiate and
execute an amendment to the professional services agreement With CMI Englneenng
Consultants to perform additional construction management services for the Parking
Structure Nos 1-6 Improvement Project In an amount not to exceed $48,000
Backaround
On June 25. 1996. the City Council awarded a construction contract to Tn-BUild
Construction In the amount of $1,097,000 for vanous Improvements, Including
remodeling. slgnage. and graphiCS for the SIX (6) downtown parkmg structures (Parkmg
Structures, Nas 1-6) The project Includes constructing Improvements to the lobby of
Parking Structure No 5 as a demonstration of potential upgrades that could be
Implemented In the future m the remammg five (5) parking structures, up-ta-date extenor
slgnage and Intenor graphiCS that reflect the new attendant parking arrangement, and
stairwell and elevator cosmetic work that will beautify those areas and minimize future

The CIty Issued a purchase order on July 9, 1996 In the amount of $49,920 to eMI
Englneenng Consultants for constructIon management services for the Parking Structure
Improvements Project This purchase order was based on the Tn-Build contract duration
and work schedule of 38 weeks, 8 hours per day
After the start of construction, the contractor submitted a request to work at night, In
addition to their reg ular working hours, to minimiZe traffic congestion and bUSiness Impacts
dUring the holiday season On November 26, 1997, Council authonzed a profeSSional
services a9 reement WIth CMI Englneenng Consultants for additional construction
management services for Improvements to Parking Structure Nos 1-6 In the amount of
$58,000 This contract amount was to cover the costs of theIr nlght shift Inspections
The project IS now SUbstantIally behmd schedule as the result of delays caused by Tn-
BUild, which have Included Insurance cancellation by their carner and re-Issuance, lack
of coordination With subcontractors, untimely ordenng of materials, and inSUffiCient
allocation of labor resources These delays have resulted In a slippage of the contract
scheduled completIon date from February 3, 1997 to May 30, 1997. Additional
constructIon management servIces are requIred to extend oversIght to the new antIcipated
completion date of May 3D, 1997 The antiCIpated cost for the addItional constructIon

Recommendation
Staff recommends that the CIty Council authorize the City Manager to negotiate and
execute an amendment to the professIonal services agreement wIth eMI Engineering
Consultants to complete construction management services for Parkmg Structure Nos 1-6
Improvements, slgnage and graphIcs upgrades m an amount not to exceed $48,000
