Introduction
This report recommends that the City Council award a contract for the construction of
citywide acceSSibility Improvements to Des/Mar Construction Co , the lowest responsible
bidder. In the amount of 5234,900
Backaround
In accordance With the Amencan With Disabilities Act of 1991 (ADA), the City has Initiated
a plan for compliance With the ADA requirements at all City faCilities The ADA requires
that bUildings. structures, Sidewalks, curbs and related faCIlities be acceSSible and usable
by the disabled Requirements of thiS act Include keeping the path of travel through a
public nght of way or to a faCIlity free of obstruction, a minimum slope for ramps, height
limits for stairs and handrails. and special standards for doorways, telephones, dnnklng
fountains and restrooms
The scope of work for thiS project Includes the installation of new door hardware, slgnage,
handrails. restroom modifications, dnnklng fountain modifications, ramp and stair additions
and modifications. replacement of tree grates, construction and modification of concrete

Improvements are to be made at the following locations Ken Edward Center, Santa
Monica City Hall, Ocean Beach Park #1, Clover Park, Manne Park, Falrvlew Library and
Ocean Park Library
A Notice Invltmg Bids was published on January 8 and 9, 1997 In The Outlook Blddmg
documents were sent to SIX (6) woman/minority-owned business enterprise associations
Blddmg packages were requested by fourteen (14) contractors The City Clerk's office
received eight (8) sealed bids, which were publicly opened and read aloud on February 3,
1997 by the Deputy City Clerk
The bid results were as follows

and all reported that the contractor's work was satisfactory The State Contractors' License
Board venfled that the contractor's license IS current, active, and In good standing
Des/Mar Construction Co has prevIously provided satisfactory work on the Santa MOnica

1 Award a contract to Des/Mar Construction Co I the lowest responsible bidder, In the
amount of $234,900. and
2 Authonze the City Engineer to Issue any necessary change orders to complets
additional work In conformance with the Administrative Instructions on change
orders
