SUBJECT Recommendation to Authonze the City Manager to Negotlate and To
Execute a Contract with Arthur D Little, Inc to Design and To Install an
Intenm Landfill Gas Extractlon System
INTRODUCTION
This report recommends that the City CounCil authorize the City Manager to negotIate and
to execute a contract with Arthur 0 Little, Inc to design and to Install an Intenm landfIll gas
extraction system on City property
BACKGROUND
An Inactive landfill eXists underneath the City's property at the City Yard and Stewart Park
This Inactive landfill was reportedly used for the disposal of mUnicipal refuse dunng the
late 1940's and early 1950's PortIons of the Inactive landfill are currently decomposing
and a natural by-product of thiS decomposItion IS methane gas
DISCUSSION
The City has been and still IS In the process of assessing and addreSSing the
environmental conditions on City property anslng from the Inactlve landfill As part of a

series of ongoing steps to Improve environmental condItions, the City proposes to enter
Into a contract with Arthur 0 Little, lnc to design, construct and Install an Interim
landfill gas extraction system on City property ThiS interim system will assist In
obtaining information to Include In the design of a subsequent full-scale vapor
extraction system In the future In addItion, the Interim system may reduce methane
gas levels In the southern portion of the City Yards and adjacent property
Staff requests that CounCil authorize the City Manager to negotiate and execute a sole
source profeSSional services contract with Arthur 0 Little for the desIgn, construction
and Installation of an Interim vapor extraction system Arthur 0 Little, lnc IS a
consultant with training, credentials and experience to perform the services, and has
the demonstrated ability and skill to perform such servIces
BUDGET/FINANCIAL IMPACT
Funds for thiS project should be appropriated from the General Fund Reserve In the
amount of $429,100 Into follOWing new account number 01-710-451-20097-8900-99161
(Landfill Gas Mitigation)
RECOMMENDATION
Staff recommends that the City CounCil
1 AuthOrize the City Manager to negotiate and execute a contract for up to $429,100

with Arthur D Little, Inc to design and to Install an Intenm landfill gas extraction
system on City property
2 Authonze the above mentioned budget action
