Manne Park Lighting Project and Award of Contract to Construct Vanous
Park Lighting Improvements
INTRODUCTION
ThiS report recommends that the City Council adopt the resolution approving the Imtlal
Study and MItigated Negative Declaration (IS/MND) for Manne Park Lighting and award
a contract to construct ballfield lighting at Manne Park, parking lot lighting at Clover Park,
and walkway IIghtmg at Ocean View Park to Electro Construction Company, the lowest
responsible bidder, m the amount of 5228.397
BACKGROUND
Previously. the City CouncIl approved funding for the followmg park lighting projects
Manne Park
The eXisting Manne Park ballfield pole lights prOVide Illumination for vanous field games
Includmg baseball. softball, and soccer Over thIrty years old, the eXisting system has
detenorated. requires frequent repair. does not produce suffiCient lighting for current uses,
has outdated timing and sWltchmg devIces, and IS not energy-effIcient The proposed
Improvements Include replaCing the entire fourteen pole lighting system With a modern

Clover Park
The proposed Improvements at Clover Park replace detenorating wood pole parkmg lot
secunty Ilghtmg with new energy effiCient lighting usmg metal poles
Ocean View Park
The proposed Improvements at Ocean View Park Include replacing the eXisting three foot
hIgh "bollard" type. walkway lights that are easIly vandalized, wIth new vandal-resIstant
fixtures of a similar type
Environmental AnalysIs
An Initial Study and Mitigated Negative Declaration report was prepared for Manne Park
Iightmg to Identify any potentially significant environmental Impacts related to thiS project
The reflective finish of the poles was Identified as a potenhallmpact to be mitigated ThiS
has been addressed In the project specifications by requlnng the use of galvanized poles
that are the more deSirable matte grey finish Clover Park and Ocean View Park lighting
projects are categOrically exempt from the provIsions of the California EnVironmental
Quality Act [CEQA (Class (2)C)], since the eXlstmg fixtures are bemg replaced with Similar
types

DISCUSSION
A Notice Inviting Bids was published on March 14 and 15, 1996 In The Outlook, as well as
In four construction Journals In addition, bidding documents were sent to SIX (6)
Disadvantaged Business Enterpnse (WMBE) assocIations Bid packages were requested
by thirteen (13) contractors The City Clerk's office received SIX (6) sealed bids, which
were publicly opened and read aloud on April 8, 1996 by the Deputy City Clerk

RECOMMENDATION
Staff recommends that the City Council
1 Adopt the resolution approving the Mitigated Negative DeclaratIon for the
replacement of Manne Park LJghtmg,
2 Award a contract for constructing Park lighting Improvements to Electro
Construction Corporation, the lowest responsible bidder, In the amount of $228,397,
and
3 Authonze the CIty Engineer to Issue any necessary change orders to complete
additional work In conformance with the Administrative Instructions on change
orders

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
APPROVING THE MITIGATED NEGATIVE DECLARATION
ON THE MARINE PARK LIGHTING PROJECT
WHEREAS, a Notice of Availability of an Initial Study and Proposed Negative
Declaration for the project located at Manne Park, 1406 Manne Street ("the project")
was published on September 28, 1996 In complIance with the California EnVironmental
Quality Act (CEQA) and the City of Santa MOnica CEQA GUidelines, and
WHEREAS, the Notice of Availability was posted In the office of the County
Clerk of the County of Los Angeles on October 1, 1996, and
WHEREAS, on March 25. 1997, the City Council, as Lead City Agency,
reviewed the Initial Study and Proposed Negative Declaration
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS
SECTION 1 The City Council finds that the InitIal Study Identified the VISibIlity
of the ballfield lighting poles and llghtlng fixtures as the only potentIally Significant
environmental effect of the project

SECTION 2 The City CouncIl finds that the following condition of approval will
significantly reduce the vIsibility of the poles and lighting fixtures
1 The light poles and fixture covers shall be a dark green, gray or black color WIth
a flat or matte finished surface area
SECTION 3 The City CouncJl has reviewed and considered the Initial Study
and Negative Declaration on the Manne Park Lighting ProJect, located at 1406 Manne
Street, together With any comments received dunng the public review process, pnor to
acting on the project
SECTION 4 The City Council finds that, based on the Initial Study and any
comments received, there IS no substantial eVidence that the Project, With the condition
of approval outlined In Section 2, will have a significant effect on the enVironment, and
hereby approves the Negative Declaration
