SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute

INTRODUCTION
This report recommends that the City Council accept a grant In the amount of $83,875 and
authorize the City Manager to negotiate and execute a sole source profeSSional services
contract With the Community Environmental Council (CEC) to manage and administer a
household hazardous materials research project which IS funded by a grant to the City
from the California Integrated Waste Management Board (CIWMB)
BACKGROUND
Since 1988, the City has maintained an aggressive household hazardous materials
management program The program IS compnsed of a permanent waste collection and
exchange faCIlity, multiple used 011 collection locations In the city and extensive public
education Initiatives, Including the Household Hazardous Matenals Consumer
Awareness Ordinance. workshops and other outreach events and publications The
City's household hazardous waste management poliCies emphaSize the use of less

hazardous alternatives when practicably available, thereby minimizing the potential for
the generation of hazardous waste
DISCUSSION
Staff recognizes the Importance of providing the most useful and accurate Information
when encouraging the use of less tOXIC alternatives Although most alternatives which
are encouraged Include traditional Items, such as vinegar, baking soda and lemon
JUice, extensive review or research does not currently eXist regarding the efficacy or
Impacts of many alternative products
To address thiS absence of data and misrepresentation of standards, staff applIed for
(under authonty of Resolution - ecs 8957) and received a Household Hazardous
Waste Discretionary Grant from the California Integrated Waste Management Board
The project, which IS fully funded. IS compnsed of the establishment of a peer review
process of published research addressing alternatives and appropnate standards The
project] when completed, will reSide on a web site created for the project at the
University of California at Santa Barbara
Although the CIty received the grant, many federal, state and local agencies throughout
the nation are participating In the Implementation of the project Through extensive
preliminary meetings statewide, the Community Environmental CounCil (CEC) In Santa
Barbara-a non-profit organization-was Identified as the most appropnate organizatIon

to manage the project for the City based upon their extensive experience In this unique
research, their unique qualifications to perform the tasks associated with the
management of the proJect, their California based location, and the affordablhty of their
services CEC has been Involved with HHW management and alternatives advocacy
for over 12 years and has consistently displayed responsible and balanced program
management AdditIonally, very few non-profits possess the expertIse and breadth of
qualifications of HHW personnel as CEC The grant Identifies CEC as the sole source
contractor and the grant budget Includes funding for complete project management by
the GEG Staff antfclpates expending $30,162 of the grant funds In frscal year 1996-
1997 and $53,713 In fiscal year 1997-1998
BUDGET/FINANCIAL IMPACT
Grant funds In the amount of $83,875 have been awarded to the City The follOWing
budget actions are needed to receive and expend the CIWMB grant funds
Increase revenue account 20-500-662-00000-0379-10000 by $30,162 to reflect
anticipated receIpt of grant funds In fiscal year 1996-1997 Increase the
appropriation In expenditure account 31-500-662-00000-5608-00000 to reflect
anticipated expenditures In fiscal year 1996-1997 Increase the appropriation In
Interfund transfer accounts 20-700-695-00000-5608-00000 by $30,162 and In
account 31-700-695-00000-5608-00000 by ($30,162) to reflect reimbursement of
the wastewater fund from the miscellaneous grant fund for grant eligible expenses

Need
.
Source reductlon and public education are elements critical to the success of any
household hazardous waste program To achIeve these goals, businesses and the
public at large need Information regarding the potentIal hazards assoCiated with
chemical products as well as information IdentifYing less hazardous alternatIves
Therefore, information regarding the availabilIty and type of alternatives to common
household chemicals IS a necessary element of any public educatIon campaIgn which
advocates source reduction SuggestIons regarding alternatives must be appropriate
and well founded to Insure that they are effectrve for the consumer Currently there IS
no mechanism for revIewing the qualIty of information on alternatIves which is
commonly published In household hazardous waste (HHW) publlc educatIon
documents
Recently, household hazardous waste program managers across the state have been
challenged by chemical manufacturers regarding the content of publIC Information
brochures SpeCifically, Industry IS concerned With Information commonly contaIned In
many household hazardous waste brochures regarding the use of less hazardous
alternatives Much of the concern IS dIrectly related to Industnes' contention that state
and local authOrities are distributing sCientifically Inaccurate and unsubstantiated
Information advocating less hazardous household alternatives Although chemical
Industry Initiatives have not yet proven successful In blockIng the distribution of
educatIonal materials, It IS Important to acknowledge the substance of their obJectrons
and to conSider their ment It IS In the best Interest of all parties Involved to proVide the
highest qualIty and most useful Informatron In our publiC education documents
Chemical manufacturers have argued that since alternatives have not undergone
ngorous testing to determine theIr efficacy or safety, they should not be Identified In
publiC education documents Many alternatIves do not lend themselves to sClentJfic
testIng For example, tOXICity tests do not exist to support the recommendatIon to use a
plunger instead of a caustic drain cleaner, yet common sense would recognIze the
Irrelevancy of a tOXICIty test on a plunger Other alternatives, such as bOriC aCid or
pyrethnn-based pestICIdes warrant more comprehenSIve evaluation
To address these concerns, a committee chaired by the City of Santa Monica and
comprised of the Northern and Southern CalifornIa Household Hazardous Waste
Information Exchanges IS proposing to develop a SCientIfic peer review process for
alternatrve household hazardous products The purpose of thIS project IS to collect and
revIew relevant InformatIon which may be used to sCientifically support the
recommendations In public education programs regardIng less hazardous alternatlves
to household chemicals

! ThIs project proposes to establish a peer review process of eXisting research and
Information regarding commonly reco_mmended alternatives which will provide credible
. support for source reduction elements of HHW public education programs The City of
Santa MOnica and program managers statewide (as demonstrated by the attached
letters of support) recognlze the need to fulfill thiS cntlcal component of their public
education programs
Although thiS Information from the City of Santa MonIca's HHW element IS beIng
submitted In support of thiS grant application, the City of Santa Monica IS only one of
the hundreds of Cities and over 50 counties In the state with similar concerns All of
these Cities and countres have developed and Implemented HHW elements that Include
source reduction and public education goals Implementation of thiS funding request
will assist all Cities and counties In California In complYing with the goals of their HHW
elements
The City of Santa Monica continues to be at the forefront of proViding Information to
reSidents regardIng household hazardous products and household hazardous waste
The City's HHW element describes source reduction as a pivotal aspect of HHW
management In the City
The problems of HHW management faced In Santa Monica are ubIqUitous throughout
the state and the nation The CIty of Santa MOnica's HHW Element descnbes the
options available to Santa Monrca reSidents for the disposal of their hazardous waste
A permanent faCIlity open 4 days a week, curbside pick-up of used motor 011 for roughly
30% of the City's households, and door to door pick-up for elderly or home bound
reSIdents The Element cites a figure of approxImately 1100 tons of HHW being
generated annually in the City WIth a dIversIOn rate of roughly 130 tons ThIS leaves
970 tons or 88% of the hazardous waste generated by reSIdents unaccounted for each
year
Santa Monica's HHW Element states that most City HHW control programs have
focused particularly on the solid waste stream because most HHW IS disposed of as
refuse, however, Santa Monica is committed both to eliminating all forms of Improper
HHW disposal (such as dumping In storm and sanitary sewers), and to the proper
management of HHW and household hazardous matena!s Santa Monica IS
particularly concerned With water quality Issues as they relate to HHW About 50% of
the City's water supply comes from local wells and a large proportion of the economy IS
tied to the tourist Industry based largely on our proximity to the beach Current water
quality testing at storm drain outflows Indicate high levels of contamination that are
likely a result, at least In part, of Improper use and disposal of household hazardous
products For example, the labels on many engine cleaners dIrect the user to hose off
the product and the runoff from thIS process ends up In the storm drain system

In spite of modest gains In community partlclpatton at the collectIon facility, It appears ~
that source reduction IS a priority stra.tegy Increasingly, governmental agencies
charged with managing mUnicipal solid waste, are realizing that the proper dIsposal of t
HHW alone IS not a long-term, sustainable solution Increased costs assocIated with
proper disposal and the liability created by the use of hazardous products mean that
source reduction IS the only management technique that WIll ensure endUring
environmental protection
In an effort to educate Santa MOnica reSidents about the Importance of source
reduction and the consequences of their purchaSing deCISions, the City CounCil
enacted the Household Hazardous Product Consumer Awareness Labeling Ordinance
(referred to as the "labeling ordinance") In 1994 ThiS labeling ordinance requires
retaIlers who sell automotive products, paInt products, pool chemIcals, and pestiCIdes
to post pOint-of-sale information on the shelves contalnmg these products as well as
display brochures and posters The In-store matenals are centered around the
campaign message "Make a Smart Choice About Taxlcs: Reduce Use and
Dispose Properly" Matenals have been Installed In approximately 120 stores wlthm
the city limits In 1996, the City of Santa Monica received a CIWMB HHW discretionary
grant to augment our publiC education program by helpIng Implement our consumer
awareness ordinance
Objectives
The purpose of thiS grant application IS to enhance publiC education information
programs by collecting and reviewing Information regarding household tOXICS
alternatives ThiS mformatlon will not only be available for the City of Santa Monica] but
for anyone who has access to the Internet ThiS program goes far beyond what IS
thought of by normal geographic regions Much of thiS project Will take place Via
electronic medium ReVieWing alternatives uSing the protocols developed for the project
does not require the partiCipants to be In the same location nor does developing the
webslte. ThIS project uses state of the art technology to dlstnbute Information to the
general public, program managers and elected offICials In the most cost effective
manner.
Many times there IS a redundancy In creatIng educational InformatIon One Junsdlctlon
Will embark on project In which the ground work has already been laid by a different
entity This project attempts to bnng as much information as pOSSible to one speCific
location and make It eastly attainable The highest priority With this project IS to begin
the peer revIew process. ThiS will allow HHW managers the opportunity to use
information that IS consistent statewide and sCientifically defensible Once the
information IS loaded on to the webslte, every ]UnSdlctlOn WIth access to the Internet WIll
be able to use the reviewed matenal

! Each junsdlctlon's appiOach to managing HHW IS desIgned specifically for theIr
particular needs However, public ed,:-,catlon [S the cornerstone of any effective HHW
. program The method by which information is dlstnbuted can be very different between
agencies yet the content of HHW educational information IS markedly uniform ThIS
project Will make available sCIentIfically peer reviewed information for public education
programs throughout the state
The Initial pnonty IS to begin the process of peer review ThiS Includes gettrng the
technical adVisor on-board and the technical review committee established Concurrent
With thiS effort, the Steering Committee and General Contractor Will determine which
alternatives to review The protocols reviewed by the techmcal revIew committee will
provide the ground work for an ongoing review process
The work statement and time line (ExhIbit B) outline the tasks I costs, and the lead
Implementor responsible for each objective The tasks In the proposal range from
executing a contract WIth the general contractor, a webslte consultant, and a technical
consultant, to beginning the process of selecting and reviewing alternatives Many of
these tasks have dIscrete tImes associated With them, yet some Will be ongoing
projects that thiS grant Will only Initiate We have had prelimInary diSCUSSIons With three
webslte consultants who have confirmed that the time frame and cost estimates are
valid
All government agencIes Involved In HHW are continually trying to Inform theIr
constituents on the correct method to handle their hazardous matenals and hazardous
wastes The proposed project will serve as a resource to all JUriSdictions Involved In
educating the public on household hazardous matenals and theIr alternatives The
information will be available for use Without reinventing the wheel by many agencies
The InformatIon on the webslte Will easily be downloadable and used on educational
information
The grant application has many numerous letters of support from agencies throughout
California that support thiS project and will use the InformatIOn prOVided Many of the
agencies do not share a border, nor fall mto the usual Ideas of geographic regions Yet
thiS project IS regIonal in Its essence By not limiting the use of the InformatIon to a
speCifiC geographic region, we are expanding the usabIlity of the Information HHW
managers In Eureka Will be able to use the same information that the HHW managers
In San DIego Will even though they are hundreds of miles apart
In summary, the overall objective of thIS project IS to prOVide local agencIes throughout
the state easy access to peer reviewed publiC education information regarding
alternatIve to household hazardous matenals.

The Budget attachment (Exhibit C) and Work Statement (Exhibit B) show the projected .
costs of thiS project rn two forms These two documents give a very thorough account of
the funds needed for thIS project The Budget shows a line Item account of where the
funds Will be used and Work Statement shows each task and the funds associated With
them A close examination of the Work Statement shows the extent of funds that are In-
kind or tasks that will not be charged to the grant All of the tasks that are Implemented
by the City of Santa Monica or by the Steenng Committee are assessed dollar
amounts, yet they WIll not be charged to the grant The costs associated With grant
administration, etc, will be In-kind and prOVided by the City of Santa Monica Also, the
time put In by the Steering Committee Will be in-kind and not be reimbursed by the
grant ThiS shows the degree of Importance that the City of Santa MOnica and the
Steering Committee feels for this project and a substantial commItment of funds
The general contractor Will be a non-profIt organization The Crty of Santa Momca has
chosen to use a non-profit because the associated overhead costs are much lower WIth
non-profit organizations than With for-profrt contractors The contractor also has a
greater ability to utIlize volunteers and/or student mterns for selected tasks where
appropriate FollOWing extensIve dISCUSSions and exploration, the Steering Committee
has determined that the Commumty EnVironmental CounCil (CEC)shall be selected as
the general contractor ThIS IS based upon CEC's extensive experrence and unique
qualifications to perform the tasks associated With the management of the project, their
California based location and the affordablllty of their servIces CEC has bee Involved
WIth HHW management and alternatives advocacy for over 12 years and has
consistently displayed responsible and balanced program management AdditIonally,
very few non-profits possess the expertise and breadth of qualificatIons of HHW
personnel as CEC, as IS eVidenced by Karen Feeney's attached resume
At thIS trme the Steering Committee enVISions that the creation of the webslte itself wtll
also be done by a non-profit organization for many of the same reasons as for the
general contractor The City has contacted several non-profit organizations that could
be qualified for thiS grant have discovered that there are very few that are capable of
fulfilling the grant parameters.
Normally, a SIgnIficant portion of the cost of creating a webslte IS attributed to the
Internet service provider PurchaSing the hardware suffiCient enough to handle a
web sIte presents excessive costs. Usually these costs are In the tens of thousands of
dollars With the need for additional money to maintain the system These costs are not
a part of the grant because the UniverSity of California, Santa Barbara (UCSB) has
agreed to prOVide Internet service for the webslte UCSB has an expansive computer
network that IS more than suffiCient to handle the needs of the AlternatIves Webslte

- The CEC was Jnstrumentalls securing UCSB's commitment to proViding Internet
access and shows the organlzatlon's.ablllty to secure in-kind donations

Webslte maintenance IS a critical aspect of the proposed project The webslte wdl need
to be updated on a regular basIs throughout the grant life span and beyond The costs
associated with webslte maintenance encompass ongomg management of information
on alternatives on the webslte once they have been adequately reviewed and updating
status reports The maintenance aspect Will not begin until there have been numerous
alternatives reviewed and they are ready to be used on the webslte (See TlmelJne)
The Steering Committee has been adVised by Internet consultants to open the webslte
wIth ready -to-use mformatlon to confirm the credibility and accessibility of the site
Maintenance of the Webslte Will be a collaborative effort between the webslte
contractor and the general contractor, with the general contractor providing the
statements of findings to the web Site contractor
The numbers In the budget reflect focussed diSCUSSions with the Community
Environmental Center, the Center for ElectrOnic Arts and other possible webslte
contractors, and the Washington Toxlcs Coalition
Methodology
The methodology chosen to Implement thiS project IS the result of extensIve planmng by
the Steering Committee The committee conSidered a range of program development
and Implementation opttons prror to selectIng the elements of the final proposal As
discussed preViously, thiS project IS a publiC education InitiatIve, as ItS prrmary purpose
IS to support publiC education/source reduction efforts statewide
Of the vanous mechanIsms to Implement thiS program, the Internet-based option clearly
proVides the most effiCIent and cost effective alternative to conduct a peer review The
Internet's Immediate commUnicatIon and information shanng capabIlities allow a
geographically diverse community to contnbute to the process ThiS charactenstlc IS
cntlcal to the success of the program as It allows experts statewide and nationwide the
opportunity to submit comments to and respond to the review process Although thiS
process could transpire vIa non-electroniC media, such an approach would Impose
logistical and temporal obstacles which would markedly retard the progress of the
project
Throughout the project development phase, staffing requirements have been discussed
and streamlined to achieve maxImum benefit for minimum cost The Steenng
Committee and ItS chairperson WJII proVide policy dIrection for the project and Will meet
monthly (or more often If deemed necessary) All members of the Steenng Committee
are prOViding theIr In-kind services free of charge As well, the Technical Committee

members will meet on an as-needed basIs (vIa teleconference) as determined by the ~
pace of the alternative review proces~ The Technical Committee will also prOVide their
In-kind services free of charge The General Contractor and T echmcal Consultant are .
required to conduct speCific project managerral and technical review actiVities, as
defined in the budget Due to the overall time and resource commitment to manage
thIS project, It was determined by the Steenng Committee that compensated staff were
necessary In these roles As shown above, the staffing proposed for thiS project takes
maximum advantage of In-kind services of volunteers and minimIZeS the use of paid
staff
The objectives detailed In thiS proposed project are conSidered attainable
adminIstratively and temporally The Steering Committee IS confident of the feaSibIlity
of thIS project due to the development which has already occurred A serles of
meetings have occurred dunng the past SIX months which have prOVided the Steering
Committee an opportunity to carefully conSider the objectives and the varrety of
resources which will be necessary to meet them
The pre-planning has expedited the selection of both the General Contractor and
Technical Consultant The selection of both was based upon theIr proven unIque
expertIse In the fields, the nationWide recognItion of their experience and their
commItment to partiCipate In the project to date DISCUSSIon has already been initiated
to Identify technIcal committee members, alternatIves to be reViewed and how the
review will be conducted ThIS prior groundwork Will allow the project to move qUickly
Into the alternative review stage Additionally, the Steering Committee has already
contacted webslte development contractors which Will expedite the creatIon of the site
Completion tlmellnes have been presumed based upon thIS prior work
The Steering CommIttee acknowledges a level of uncertainty In forecasting the
anticipated tlmellne to review each alternative Due to the precedent-establishing
nature of thiS project, It IS most Critical to allow suffiCient and reasonable time to
conduct a review rather than force review completion Into a predetermined time
constraint Nevertheless, the Steering CommIttee, General Contractor and Technical
Consultant expect the 12 week average review perrod to be attainable based upon
SImilar research conducted previously by the Technrcal Consultant (please see Philip
Dickey's resume)
The letters of support prOVide ample eVidence of the need for thiS project and
demonstrate the certainty that the project outcomes Will be utilized by public education
programs statewide Overall, the extenSive work which has been conducted to date on
thiS project provide a measure of confidence regarding the resource commitment
necessary to complete the project Within the specified tlmellnes

Steering Committee IS compnsed of r~presentatlves from the Department of TOXIc,
. Substance Control, the City and County of San FrancIsco, the County of Ventura, the
City of Los Angeles, the County of San Bernardino, the University of California, Santa
Barbara and the University of California, Los Angeles Pollution Prevention Research
Center and prrvate contractors Phrfrps EnvIronmental and Norcel Waste Systems The
Technical Committee, although not yet convened, will extend InvItations to partlcljJate
to the ChemIcal Specialty Manufacturers ASSOciation, a manufacturer of alternative
products, research toxicologists, the Blo-Integral Resource Center, the California
Department of Pesticide Regulation and numerous other experts In the field In
addition, there IS tremendous Interest and antIcipated participation In thiS project from
the urban runoff regulatory community which distributes source reduction public
Information documents Similar to the household hazardous waste programs The
Steenng Committee antICipates utiliZing the expertise of thiS group In the project
The Steenng Committee IS currently explorrng a variety of potential funding
mechanisms to ensure the long-term longeVity of the project Many local agencies
have expressed an Interest In provldrng partial funding for the project from theIr public
education budgets In addition, several household hazardous waste contractors have
expressed slmJiar Interest In partial funding In exchange for acknowledgment of their
role In the project There are numerous grant sources which are currently berng
explored The United States EnVironmental Protection Agency Office of Pollution
Prevention has expressed a keen Interest In thiS project as a candIdate for future grant
funding Other pnvate grant sources, such as the Rotarians and Home Depot and

Due to the unique nature of thiS proposed project, timely and thorough evaluation IS
cntlcal to Its long term success Evaluation of the success of the project shall be
assessed by two measures the first Wll[ be the projects ability to produce statements of
findings for the alternatives which are reViewed In a timely manner, and, second the
utIlization of those findings, as demonstrated by local agency use of the findings In their
public education documents throughout the state
The project Will define success of the publication of fIndings In those cases when the
review of an alternative and statement of fIndings can be completed In an average of
12 weeks It IS acknowledged that there may be a Wide range of review durations due
to the vanablllty of both the content and amount of information available to conSIder for
each alternative Nonetheless, It IS reasonable to antiCipate that a thorough and
complete review and final statement of findings for most alternatives could be achieved

CalifornIa Household Hazardous Waste Information Exchanges) shall be asked to
complete a questionnaIre at an appropriate time between the SIX and twelve month time
lines to request their Input and suggestions to Improve the project This Information will
then be conSidered by the Steenng CommIttee and the general contractor to determine
the need for changes In the Implementation strategy of the project
It IS necessary to provIde for fleXibility and adaptabIlity Within the project deSIgn to allow
refmement of both the webslte and the revIew process For these reasons, the general
contractor will be asked to provide conCise wrrtten status and evaluation reports at the
end of 6 and 12 month project time fines and to produce a more comprehensive report
whIch documents all facets of the project at the end of 18 months These documents
will reViewed by the steerrng committee for purposes of consldenng the need to amend
the project Overall, th1s structure of review and overSIght WIll prOVIde an Important
measure of evaluatIon of thIS project as well as allowmg the Introduction of fleXibIlity to
accommodate unantIcipated needs

Over the years the qry of Thousand Oaks has worked aggressively to ensure our resldents are
fully aware of the dangers and Mfe alternatlves to ~~':lT<ious household products In addItion
to airing and producing VJdeos, lhe Ci!}' regularly publ!Shes a hazardous waste allernau\'es guide
and conducts environmental shoppmg tours educating consumers about the dangers of common
household products.
It is also important to note that the CIty of Thousand Oaks in conjunctIon with rhe County of
Ventura and the CIties of Moorpark ~nn SUill Valley have recently completed a hazardous waste
kiosk project entitled "HAZTOURS". A very lmporrant component of the kiosk is the hazardous
waste alternauves sectlon that although not presently active, WIll at a later date be added
The kiosk was recently unveiled at the September 26 Re-refmed Oil Symposium in Thousand

School of PollutIon Prevention, the CalIfornia Department of PesticIde Regulation, the

BACKGROUND:
Karen Feeney received he" RA. in EnvlIonmental Studies from the University of
California at Santa Barbara. During her senior rear, sh.€ worked as an intern for the
National Park ServIce in Yosemite, coordmating and providing interpretive
programs for visiting school groups. Arter grclduatio:\, Ms. Feeney worl:.ed as a
naturahst at Santa Barbara County School's Envrronmenta1 Educabon Program .at
Lake Camuma.
Between 1979 and 1984, 1\.1$. Fee:r..ey worked as a land use planner for the Santa
Barbara County Resource Management Department. Dur~ng this period, she gamed
valuabte skills and an understanding of local, regional a..J.d statewide pl2IL.'.l1!lg
issues and re~J'fltions. Ms. Feeney reviewed development projects and prepared
staff reports for presentation to the County Plamung Commission and Board of
Supervisors. She also served as the project manager on specrfic plans, rezonmgs
<L'l.d a regIonal gTowth management study.
!I.1s. Feeney JOIned the Community Environmental Council in 1984 to conduct a
recycling education program in Ventura County. As a 4'es-J.lt of her success in
developing an effectIve school outreach program for recycling education, MS.
Feeney stayed on to manage CEC's new household. hazardous waste collecl1on
program beginning in 1985. Under Ms. Feeney's leadership, CEC"s hazardous waste
program expanded from one collection event per year to four.
In 1986, CEC's hazardous waste program became one of the first in the nation to
accept small quanunes of 11::!.7.;:t_!'dous waste from busL.l.esses- Ms. Feeney is
recognized nationally for ber pioneering work in assisting small businesses ,"lith
managing their hazardous waste and for her efforts to site a community hazardous
waste rollection center on the University of California, Santa Barbara atmpus. That
facility, opened in October 1993. Currently, Ms. Feeney oversees the day-to-day
operation of the collection program with an annual budget of over $650,000. TIns
work includes managing the program and coordinating pubhcity, public education
and facility logistIcs.

towards educating the public to reduce the amount of hazardous waste they

Pest Management (rP11) technical assistance program for local public and private
schools. As a result of this inno'\.rabve wO!'k, Ms. Feeney and her staff were one of
six groups in C-1\l.forma to receive an IPM InnO\.ator Award from the state
Department of Pesticide Regulation crune 1996).
!vIs. Feeney and her staff are developing programs designed to encourage the public
to recycle their used motor oil rne goals of this project are to work with privare
automotive businesses in Santa Barbara CoW\ty to establish convenient collection
centers for used motor oil, to develop educational displays lor use at public e\,'eni:s,
a.~ to develop a point-of-purchase education campaign on proper Il\anagement of
used motor oil for placement in retail stores.
Ms. Feeney is involved in CEC's technical assistance work, having prepa:red a
guidance manual for Ventura County's hazardous waste collection program and
a.SSlsb..."g Sacramento Count}' in their efforts to site permanent collection facilities.
:Ms. Feeney also co-authored a publ1cati.on to help victiIns of Santa Barbara's Pamted
Cave Fire rebuild using environment'll prinaples. In addition, she Initiated Santa
Ba..rlJara's now on-going efforts to commemorate Earth Day.

Project Manager - ~ls. Feeney requested and readved funding from the eIWMB to
develop an educational program to reduce pesticide use in residential gardens. A
project adl'isozy board~ includIng representatives from local nurseries, landscape
contractors, commwlity organizations~ University of Califotnia Cooperative
Extension and Santa Barbara Community College.. provided mput and. community
support for the project. The program includes a 128-page booldet providing
information in both En~H~h and Spanish on alternative products and. methods and
a..""l intEractive computer kiosk. The BUGS booId@t is distributt!d to the public free of
charge by local nur~es and landscape contractors. The program is designed to be
replicated in ol:l1a communities. In June 1996, the BUGS program received an !PM
Innovators Award from the California. Department of Pesticide Regulation.

and local representatives of the "non-traditional" farnung and landscaping
comrrtWlities to discuss ways in which the state can facilitate the development and
implementation of viable alternatives to pesticides.

County permanent hazardous waste collection site tJlat serves resw.ents and small
quantity generators m Southern Santa BaIbara COlU1ty, The facility operated in
conjuncoon Wlth the University or CalifOIllla, Santa Barbara, opened in October
1993. Since its operung, the facility has served 12,500 households and small
businesses and properly managed over 600 tons of hazardous waste. .As the Project
?\~.ager, .Ms. F€eney pla:yed a critical role in the facility development and siting
pI'ocess. Y.s. Fee~ey mitially prepared a report descnbing the County's options and
idenb.fying issues the Cou.""ty would need to consider in siting a permanent facility.
1vIs. Feeney acted as the COW1ty'S agent in evaluating porential sites, coordinating
informational meetmgs with adjacent neighbors and mterested publ1::, OVe1'S~g
the environmental review process, obtaining all necessary approvals and permits,
and negotiating with other governmental agenoes involved in the project. In
addition tD managing the permanent collection fa.CIWy, CEC offers mformanon tv
ColT'1'1ty residents on the proper handling and disposal of hazardous waste, and on
less toxic altematlves.

(CDE) to prOVIde a two-day conference, "A VlSion for the ~ineties: Strategies for
Improving and Implementlng Environmental Education Curricula". The purpose
of the conference was to identify how CDB could best restructure lis leadership and
vision to enhance envU'onmental education for all students In CalIfornia.
PartiCIpants included leading environmental educators and admimstrators from
both formal (sclwoIs) and informal (II1m;@t1nlS, outdoor schools) settings, state
legislative staffl staff from CDE and key state TeSOurC~ agencies and representatives
from environmentdl organizations,
As the project Manager, Ms. Feerley coord1.'"lated all logistics for the conference,
including conta.cting all participants; assisting with the preparation of and
distributing all pre-conference materials and preparmg lhr! conference synopsis.
CALIFORNIA PAINT TASK FORCE

Co-Founder/Member - As an outMgrowth of her experience in managing hazardous
waste rollection pcograms, .Ms. Feeney co-founded the California Paint Task Fo:ce.
The misslon of the Paint Task Force was to bring together representahves of
industry, government, academia and pubhc interest groups to promote
environmentally respoIlSlole management of surptus or waste paint and rela.ted
materials. nus goal was accomplished tIuough joint efforts to: 1) encourage the
proper d1sposal of waste paint; 2) rrunimize the amour..t of paint submitted for
disposal; and, 3) facilitate t..'1.e development of recycling as an alternative to d1sposal.
The Task Farce is currently work1..g on a project wil"t Callfornia Polytechnic State
University, San Luis Obispo, to rese.arch. lhe hazardous ~O!lstituents and
performance capabilities of recycled latex paint. nUs project was jointly funded by
the California Integrated Waste Management 'Board, Cahfonua Department of
Health Services and the Califonua paint industry and was completed in Fall 1995.

Co-Founder {Former Board Member - In an. effort to increase public awareness and
concern about the e'rwiIonment, Ms. Feeney helped to initiate Santa Barbara's
celebration of Earth Day 1990. Originally planned as a modest observation of Earth
Dayts 20th armiversary, the event grew in scope as new ideas for commwlity
im...o1vement wete introduced. Held at Santa. Barbara City College, the program 01
information, education and entertainment drew over 20,000 residents.
