SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute
a Professional Services Agreement for Developing Geographic Information
System (GIS) Database and Mapping Services for the City of Santa
Monica's Water, Sewer, Storm Drain, and Street Light FacIlities
Introduction
ThiS report requests that the City Council authOrize the City Manager to negotiate and
execute a profeSSional services agreement In an amount not to exceed $498,000 With
GEONEX to provide Geographic Information System (GIS) database and mapping services
for the City of Santa MOnica's water, sewer, storm dram, and street light faCIlities ThiS
report also requests that the City Council authOrize the City Manager to Increase the
contract amount by up to 20% If necessary
Background
The City's Engmeenng, Utilities, Maintenance Management, and Information Systems
DIvIsions determined that an automated system for storing design, construction,
operatIons, and maintenance data about the City's utlltty mfrastructure would Improve
effiCiency and collaboration on future projects Staff proposes to develop a fully Integrated

GIS FacIlities Mapping System for the City's water, sewer, storm drain, and street light
faCIlities
A Request for Qualifications (RFQ) was prepared for the project, and mailed to 49
consulting englneenng fIrms Includmg 15 women/mmonty bUSiness enterprises The City
received seven (7) Statements of Qualification (SOQ) In response A selection commIttee
consisting of City staff from the various diVISions, reviewed and ranked the SOQ's Three
(3) firms were mVlted to present their qualifications, delmeate their proposed project
approach. and answer questions GEONEX was ranked first based on their quafrflcatlons
and proven record of successfully Implementing SImilar projects for other public agencies
mcludlng the City of Long Beach, City of Corona, City of Orange, and the City of Anaheim
ThiS project Will Involve developmg computenzed maps for mfrastructure elements and
Imkmg the graphical features to information stored In vanous databases maintained by the
Utility DIVISion's Mamtenance Management System The mapping and database linkages
Will be fully mtegrated WIth the City's eXlstmg GIS
