SUBJECT RecommendatlOn to Authorize the City Manager to Negotiate and
Execute a Month to Month Lease of Memorial Park Lounge with WISE
Senior Services
INTRODUCTION
ThiS report recommends that the City Council authorize the City Manager to negotIate
and execute a month to month lease of Memorial Park Lounge with WISE Semor
ServIces.
BACKGROUND
The WISE Senior ServIces Day Care Center has been operating on the third floor of the
Ken Edwards Center since the January 1 994 Northrldge earthquake forced the closure
of the faCIlity prevIously hOUSing the program The Day Care Center conSIsts of two
separate programs: Olive Stone Program and WISE Care Program
The Olive Stone Program consists of reSIdents of Santa Monica and neIghbOring
communIties who are sixty years and older, fraIl, Isolated and may have phYSIcal
disabIlitIes WISE Senior Services currently receives approximately $79,000 In funding
for thiS program from the City's Community Development Program 6C

The WISE Care Program consists of residents of Santa MOnica and neighboring
commUnities who suffer from moderate to severe cognitive Impairments, such as
Alzheimer's Disease WISE Senior Services currently receives approximately $34,000
In funding for thiS program from the City's Community Development Program
Both programs prOVide structured actiVIties such as arts and crafts, mUSIC, exerCise,
language games, memory exercises and IntergeneratlOnal actiVities Approximately
twenty-five seniors participate In the WISE Day Care Center each day
The Ken Edwards Center was approved for thiS use by the Fire Department on a
temporary basIs An alternatIve location IS reqUired The participants of thiS program
are frail elderly, therefore the program must be conducted on the first floor of a faCility
for successful evacuation, If necessary WISE Senior Services has been seeking a
permanent locatIOn for thIS program and IS expecting thiS quest to take approxImately
three more years
DISCUSSION
ThiS collaborative venture between the Community and Senior Programs DIVISion and
WISE Senior Services Will prOVIde a pOSitive recreation program In thiS park dUring a
time of day when the faCility IS underutillzed The Senior Nutrltlon Program Will
prOVide meals for the partiCipants, and opportunities for Intergeneratlonal actiVities
With the Police ActiVities League may be pOSSible WISE Senior Services will use two
rooms at MemOrial Park
(1) The Cultural Arts BUilding (CAB) room will be limited to specified hours
dUring weekdays and Will not Impact evening and weekend faCility uses ThiS
will be handled through the Department of Community and Cultural Services'
faCIlity permitting procedures.
(2) The Lounge at Memorial Park Will be leased on a month to month basIs to
WISE Senior Services for administrative operations of the Day Care Program.
Current permit users of thiS room have been notified of thiS arrangement and
satisfactorily relocated to alternative meeting rooms at Memonal Park
BUDGET/FINANCIAL IMPACT
The rental rate for use of the Memorial Park Lounge through June, 1 998 IS
recommended to be the same rate per square foot currently assessed to WISE Senior
ServIces for leaSIng space at Ken Edwards Center ThIS equates to a monthly rental
rate of $363 and an annual total of $4,355 rn General Fund revenues to the City ThiS
rental rate Will be reevaluated and possibly revised for Fiscal Year 1998/99.
RECOMMENDATION
It IS recommended that City Council authOrize the City Manager to negotiate and
execute a month to month lease of Memorial Park Lounge With WISE Senior Service
