SUBJECT: Award of Contract to Replace the Civic Auditorium Sound
System
Introduction
This report recommends that the City council award a contract to
replace the Civic Auditorium Sound system to Sound Chamber
Entertainment Systems, Inc. , the lowest responsible bidder, In
the amount of $133,800.00.
Background
The current sound system is outdated and in poor condition. This
system's output is so inadequate that most promoters rent
additional audio equipment for their events. The new audio
system installation will enable the Civic Center to attract more
prospective clients and offer a state-of-the-art system to
existing clientele.
The new system to be installed in the central auditorium will
include permanent ceiling-hung speakers and additional portable
speakers. The lobby and east wing will receive a new paglng
system. Also, a portable audio system will be furnished for
outdoor use and for enhancement in the east wing.
A Notice Inviting Bids was published on May 1 and 2, 1991 in the
Evening Outlook and four construction journals, and was sent to

eight WMBE associations. Plans and specifications were issued to
8 contractors. Bids were received and read publicly on May 21,
1991, by the Deputy city Clerk.
3 bids were received as follows:
Sound Chamber Entertainment Systems, Inc. $133,800.00
ATM Group $147,000.00
Maryland Sound Industries, Inc. $148,128.00
city's Engineer's Estimate $136,000.00
The low bidder, Sound Chamber Entertainment Systems, Inc. ,
supplied the City with 3 references. All references reported that
the contractor's work was satisfactory.
Budqet/Financial Analysis
Funds required are as follows:

Funds for this project are available in account number
32-740-621-20091-8900-99277, "Replace Auditorium Sound System",
in the amount of $ 142,500.00.
Recommendation
It is recommended that the City Council:
1. Award a contract to replace the sound system at the civic
Auditorium to, Sound Chamber Entertainment systems, Ine. ,
the lowest responsible bidder, in the amount of $133,800.00
and

2. Authorize the city Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instructions on change orders.
