SUBJECT: Award of Contract to Renovate Restrooms Under the
Municipal pier
Introduction
This report recommends that the city Council award a contract to
renovate restrooms under the Municipal Pier to CDAD, Inc., the
lowest responsible bidder, in the amount of $106,999.00.
Backqround
During the 1990-1991 budget process, the city council approved
funding to renovate the restrooms under the Municipal Pier.
There are currently twelve toilets,
six sinks and no shower
facilities.
This project will replace the existing toilets and
sinks with new ultra low flow fixtures and construct five showers
for women and five for men. As a result, the service level of
the facility for users of the Beach and pier will be greatly
improved. Plans and specifications were prepared by an architect
contracted by the city.
A Notice Inviting Bids was published on March 27 and 28, 1991 in
the Evening Outlook and four construction journals, and was sent
to eight WMBE associations. Plans and specifications were issued
to six (6) contractors. Bids were received and read publicly on

references. All references reported that the contractor's work
was satisfactory.

Recommendation
It is recommended that the city Council:
1. Award a contract to renovate restrooms under the Municipal
Pier to CDAD, Inc., the lowest responsible bidder, in the
amount of $106,999.00; and

2. Authorize the city Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instructions on change orders.
