SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING
SUBMITTAL OF GRANT APPLICATIONS FOR SENIOR NUTRITION
PROGRAM AND AUTHORIZING CITY MANAGER TO NEGOTIATE
AND EXECUTE CONTRACT UPON RECEIPT OF FUNDING
INTRODUCTION
This report recommends that the city council adopt the attached
resolution authorizing the submittal of a grant application to
the Los Angeles County Area Agency on Aging for funding in the
amount of $141,374 for FY 1991-92, and authorizing the City
Manager to negotiate and execute a contract for provision of
services to the elderly through the city's Senior Nutrition and
Recreation Program.
BACKGROUND
The city of Santa Monica has been sponsoring the senior Nutrition
and Recreation Program for the past fourteen years. Each year
the City is required to submit an application for grant monies.
The C-1 or congregate Meals program provides approximately 225
meals per day, Monday through Friday for four nutrition park
sites. The C-2 or Home Delivery Meals program provides
approximately 50 meals per day, Monday through Sunday for
homebound seniors in the Santa Monica community area. 6-J

The following description of the projected costs and revenues for
the Senior Nutrition and Recreation Program indicates that
$82,658 will be needed from the city's General Fund and $29,902
from Proposition A Transportation Funds.

The $141,374 applied for in the grant to the Los Angeles County
Area Agency on Aging is equivalant to the approved funding level
for 1990-91.
The City operates the Nutri tion Program at four sites: Lincoln
Park, Ken Edwards Center, Virginia Park, and the Senior
Recreation Center. A food service company is under sub-contract
to provide 225 hot meals per serving day as well as fifty home
delivered meals per serving day. In addition, the nutrition van
provides 5,236 units of transportation each year to the nutrition
program, medical appointments and recreation activities.

BUDGET/FINANCIAL IMPACT
Appropriate grant application and/or approvals, and other revenue
sources will be reflected in the FY 1991-92 proposed budget.
RECOMMENDATION
Staff recommends that the City Council adopt the attached
resolution authorizing the submittal of a grant application to

amount of $141,374 and authorizing the City Manager to negotiate
and execute a contract for provision of services to the elderly

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA AUTHORIZING THE SUBMITTAL OF A PROPOSAL AND
THE SIGNING OF A CONTRACT TO PROVIDE SERVICES FOR
ELDERLY PERSONS
WHEREAS, the County of Los Angeles Department of Communlty and Senior
CltlZen Services has been awarded the funds for prov1ding serVlces for the
elderly under the Older Amer1cans Act; and
WHEREAS) the City of Santa Monlca wishes to apply for Older Americans Act
funds for nutr1tlon and social services in order to admlnlster said services;
and
WHEREAS, it is necessary that the City of Santa Moni ca approve the
submittal of the proposal for Older Amer1cans Act funds; and
WHEREAS, 1t lS necessary that the City of Santa Monica designate and
author1ze a representative to sign the contract for Older Americans Act funds
on behalf of the City of Santa Monlca,
NOW, THEREFORE) THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The Clty Coune1l of the C1ty of Santa Monica approves the
submlttal of a proposal for Older Amerlcans Act funds.
SECTION 2. The City Coune1l of the City of Santa Monlca designates the
City Manager or 1n his/her absence, the Ass1stant City Manager as the
authon zed representat1ve to sign the contract and all other necessary
documents) including such amendments as may be required wlthln the fi scal
year.

SECTION 3. The City Clerk sh all certify to the adoptlon of this
Resolutlon. and thenceforth and thereafter the same shall be ln full force and
effect.
